    Property rights and transaction costs : The role of ownership and organization in German public service provision

    This paper provides evidence that ownership and organization matters for the efficiency of provision of public services. In particular, we find that pure private ownership is more efficient than pure public ownership, followed by mixed ownership. The delegation of management in different legal forms also has an impact, highlighting the importance of the design of the government-operator relation. We apply a structural approach of production function estimation ensuring precise determination of total factor productivity for a panel of German refuse collection firms in the time period between 2000-2012. We project total factor productivity estimates (TFP) on ownership and organization. Our results are in line with the trade-offs implied by the property rights literature and provide important policy implications regarding the organization of public service provision.Dieses Arbeitspapier liefert dafür Evidenz, dass sowohl die Eigentums als auch Organisationsstruktur für die Bereitstellung öffentlicher Güter wichtig sind. In Einzelnen wird für das Beispiel der deutschen Müllabfuhr dargelegt, dass die Bereitstellung mit Hilfe privater Unternehmen effizienter als durch öffentliche Unternehmen geschieht. Am schlechtesten schneidet bei diesem Effizienzvergleich die privat-öffentliche Mischform ab. Die Art und Weise der Managementorganisation in verschiedenen rechtlichen Organisationsformen hat ebenfalls einen wichtigen Einfluss. Es wird ein struktureller Ansatz zur Schätzung der Produktionsfunktion durchgeführt. Hierzu wird ein Panel deutscher Müllabfuhrunternehmen genutzt. Die ermittelte totale Faktorproduktivität wird danach mit verschiedenen Organisationsformen sowie mit der Eigentümerstruktur erklärt. Die Ergebnisse bestätigen die Vorhersagen der Theorie der Verfügungsrechte und haben somit einen wichtigen Einfluss auf wirtschaftspolitische Entscheidungen

    The G-Protein-Coupled Estrogen Receptor (GPER/GPR30) in Ovarian Granulosa Cell Tumors

    Ovarian granulosa cell tumors (GCTs) are thought to arise from cells of the ovarian follicle and comprise a rare entity of ovarian masses. We recently identified the G-protein-coupled estrogen receptor (GPER/GPR30) to be present in granulosa cells, to be regulated by gonadotropins in epithelial ovarian cancer and to be differentially expressed throughout folliculogenesis. Thus, supposing a possible role of GPER in GCTs, this study aimed to analyze GPER in GCTs. GPER immunoreactivity in GCTs (n = 26; n (primary diagnosis) = 15, n (recurrence) = 11) was studied and correlated with the main clinicopathological variables. Positive GPER staining was identified in 53.8% (14/26) of GCTs and there was no significant relation of GPER with tumor size or lymph node status. Those cases presenting with strong GPER intensity at primary diagnosis showed a significant reduced overall survival (p = 0.002). Due to the fact that GPER is regulated by estrogens, as well as gonadotropins, GPER may also be affected by endocrine therapies applied to GCT patients. Moreover, with our data supposing GPER to be associated with GCT prognosis, GPER might be considered as a possible confounder when assessing the efficacy of hormone-based therapeutic approaches in GCTs

    В работе приведено научное обоснование способа фтороаммонийной переработки высокофтористого бериллиевого концентрата, предложены технологические режимы переработки бериллиевого концентрата. Исследование технологического процесса и определение режимов, обеспечивающих экономически эффективную переработку концентратов, проводили на специально изготовленной опытной установке. В результате работы создана и апробирована принципиальная схема переработки бериллиевых концентратов, разработано аппаратурное оформление процесса. Приведено технико-экономическое обоснование технологии.The scientific substantiation of the processing of high-fluoride beryllium concentrates by ammonium fluoride is given in graduation thesis. Technological conditions of beryllium concentrate processing are proposed. The research of the technological process and determination of the conditions providing cost-effective processing of concentrates was carried out on a specially manufactured pilot plant. As a result of the work, a basic scheme for the processing of beryllium concentrates was developed and approved, and the hardware design of the process was developed.     Rotational dynamics of optically trapped polymeric nanofibers

    The optical trapping of polymeric nanofibers and the characterization of the rotational dynamics are reported. A strategy to apply a torque to a polymer nanofiber, by tilting the trapped fibers using a symmetrical linear polarized Gaussian beam is demonstrated. Rotation frequencies up to 10 Hz are measured, depending on the trapping power, the fiber length and the tilt angle. A comparison of the experimental rotation frequencies in the different trapping configurations with calculations based on optical trapping and rotation of linear nanostructures through a T-Matrix formalism, accurately reproduce the measured data, providing a comprehensive description of the trapping and rotation dynamics.Comment: (21 pages, 5 figures

    Assessment and Diagnostic Classification Using DC:0-5 in Early Childhood Mental Health Clinics: The Protocol for the Developmental Psychiatry Diagnostic Challenges Study (DePsy)

    Mental health problems in early childhood are common, but there is a lack of psychiatric research on this age group. DC:0-5 is a multiaxial classification system for mental disorders in early childhood, providing a framework for standardizing clinical practice and research. However, research on the validity of DC:0-5 is scarce. The Developmental Psychiatry Diagnostic Challenges Study (DePsy) is a multi-site, prospective clinical study including six German early childhood mental health (ECMH) clinics. The main objective of the study is to contribute to the validation of Axis I and Axis II of DC:0-5. A second aim of the study is to describe the population of the participating clinics regarding diagnoses, family context, and treatment outcomes. Additionally, the impact of environmental risk factors, including parental Adverse Childhood Experiences (ACEs) and media use, on child psychopathology and caregiver–child relationships will be examined. Over two years, patients aged 0.0–5.9 years old will be enrolled in the study. Assessments include ICD-10 and DC:0- 5 diagnoses, developmental tests, video-based observations of caregiver—child interactions, and questionnaires on child psychopathology, media use, parental stress, and treatment satisfaction. Study results will promote the standardization of assessment and treatment in ECMH clinics aiming to improve the development of patients and their families

    Electric charge correlations were studied for p+p, C+C, Si+Si and centrality selected Pb+Pb collisions at sqrt s_NN = 17.2$ GeV with the NA49 large acceptance detector at the CERN-SPS. In particular, long range pseudo-rapidity correlations of oppositely charged particles were measured using the Balance Function method. The width of the Balance Function decreases with increasing system size and centrality of the reactions. This decrease could be related to an increasing delay of hadronization in central Pb+Pb collisions

    The most recent data of NA49 on hadron production in nuclear collisions at CERN SPS energies are presented. Anomalies in the energy dependence of pion and kaon production in central Pb+Pb collisions are observed. They suggest that the onset of deconfinement is located at about 30 AGeV. Large multiplicity and transverse momentum fluctuations are measured for collisions of intermediate mass systems at 158 AGeV.     System-size dependence of strangeness production in nucleus-nucleus collisions at sqrt{s_{NN}}=17.3 GeV

    Emission of pi, K, phi and Lambda was measured in near-central C+C and Si+Si collisions at 158 AGeV beam energy. Together with earlier data for p+p, S+S and Pb+Pb, the system-size dependence of relative strangeness production in nucleus-nucleus collisions is obtained. Its fast rise and the saturation observed at about 60 participating nucleons can be understood as onset of the formation of coherent partonic subsystems of increasing size.Comment: Phys.Rev.Lett in print; version2: changes made according to the request of the referee
