    The design of low cost structures for extensive ground arrays

    The development of conceptual designs of solar array support structures and their foundations including considerations of the use of concrete, steel, aluminum, or timber are reported. Some cost trends were examined by varying selected parameters to determine optimum configurations. Detailed civil/structural design criteria were developed. Using these criteria, eight detailed designs for support structures and foundations were developed and cost estimates were made. As a result of the study wind was identified as the major loading experienced by these low height structures, whose arrays are likely to extend over large tracts of land. Proper wind load estimating is considered essential to developing realistic structural designs and achieving minimum cost support structures. Wind tunnel testing of a conceptual array field was undertaken and some of the resulting wind design criteria are presented. The SPS rectenna system designs may be less sensitive to wind load estimates, but consistent design criteria remain important

    Maneuverability and control of V/STOL aircraft in powered-lift flight is studied with specific considerations of maneuvering in forward flight. A review of maneuverability for representative operational mission tasks is presented and covers takeoff, transition, hover, and landing flight phases. Maneuverability is described in terms of the ability to rotate and translate the aircraft and is specified in terms of angular and translational accelerations imposed on the aircraft. Characteristics of representative configurations are reviewed, including experience from past programs and expectations for future designs. The review of control covers the characteristics inherent in the basic airframe and propulsion system and the behavior associated with ontrol augmentation systems. Demands for augmented stability and control response to meet certain mission operational requirements are discussed. Experience from ground-based simulation and flight experiments that illustrates the impact of augmented stability and control on aircraft design is related by example

    Lunar Resource Assessment: an Industry Perspective

    The goals of the U.S. space program are to return to the Moon, establish a base, and continue onward to Mars. To accomplish this in a relatively short time frame and to avoid the high costs of transporting materials from the Earth, resources on the Moon will need to be mined. Oxygen will be one of the most important resources, to be used as a rocket propellant and for life support. Ilmenite and lunar regolith have both been considered as ores for the production of oxygen. Resource production on the Moon will be a very important part of the U.S. space program. To produce resources we must explore to identify the location of ore or feedback and calculate the surface and underground reserves. Preliminary resource production tests will provide the information that can be used in final plant design. Bechtel Corporation's experience in terrestrial engineering and construction has led to an interest in lunar resource assessment leading to the construction of production facilities on the Moon. There is an intimate link between adequate resource assessment to define feedstock quantity and quality, material processing requirements, and the successful production of lunar oxygen. Although lunar resource assessment is often viewed as a research process, the engineering and production aspects are very important to consider. Resource production often requires the acquisition of different types, scales, or resolutions of data than that needed for research, and it is needed early in the exploration process. An adequate assessment of the grade, areal extent, and depth distribution of the resources is a prerequisite to mining. The need for a satisfactory resource exploration program using remote sensing techniques, field sampling, and chemical and physical analysis is emphasized. These data can be used to define the ore for oxygen production and the mining, processing facilities, and equipment required

    Ardagh Community Trust: transgressing boundaries, asserting community

    Administrative boundaries are ubiquitous. A vital technology of power within the modern nation-state’s mode of bureaucratic governance, they carve up and abstract land and water alike into conceptual totalities that, in their simplification, render them legible to centralised administrative bodies. This is a foundational tool of state planning, the impact of which permeates all aspects of socio-economic life. These boundaries are not passive; they do not simply define a geographical area. Rather, they are selective in what they encompass and, as a result, what they include and exclude and what is rendered visible and, hence, valuable. This article describes an example of the real-world impact of this selectivity through discussion of the experiences of a community-led charity (Ardagh Community Trust) and the community group that founded it (Friends of Horfield Common). In their work to demonstrate that an administrative-boundary-spanning public green space (Horfield Common) and leisure facility (the Ardagh) was a vital community resource and hub, this article focuses on the work of Friends of Horfield Common/Ardagh Community Trust to ensure that their local community, one dissected by multiple administrative boundaries, was recognised and acknowledged when, in 2008, Bristol City Council in the UK proposed the sale of multiple publicly owned green spaces through their Parks and Green Space Strategy. Administrative boundaries played a key role in defining and determining which sites in the city were proposed for sale and in structuring the accompanying public consultation process, thereby determining which communities were recognised as communities in relation to this policy and, hence, which communities’ opinions were actively sought and heard. This article concludes by highlighting some of the potential political and economic costs attendant on reifying administrative boundaries rather than lived communities in both planning and consultation processes

    Six years after its creation, the Department of Homeland Security (DHS) undertook the first Quadrennial Homeland Security Review (QHSR) to inform the design and implementation of actions to ensure the safety of the United States and its citizens. This review, mandated by the Implementing the 9/11 Commission Recommendations Act of 2007, represents the first comprehensive examination of the homeland security strategy of the nation. The QHSR includes recommendations addressing the long-term strategy and priorities of the nation for homeland security and guidance on the programs, assets, capabilities, budget, policies, and authorities of the department.Rather than set policy internally and implement it in a top-down fashion, DHS undertook the QHSR in a new and innovative way by engaging tens of thousands of stakeholders and soliciting their ideas and comments at the outset of the process. Through a series of three-week-long, web-based discussions, stakeholders reviewed materials developed by DHS study groups, submitted and discussed their own ideas and priorities, and rated or "tagged" others' feedback to surface the most relevant ideas and important themes deserving further consideration.Key FindingsThe recommendations included: (1) DHS should enhance its capacity for coordinating stakeholder engagement and consultation efforts across its component agencies, (2) DHS and other agencies should create special procurement and contracting guidance for acquisitions that involve creating or hosting such web-based engagement platforms as the National Dialogue, and (3) DHS should begin future stakeholder engagements by crafting quantitative metrics or indicators to measure such outcomes as transparency, community-building, and capacity

    Increasingly, government leaders recognize that solving the complex problems facing America today will require more than simply keeping citizens informed. Meeting challenges like rising health care costs, climate change and energy independence requires increased level of collaboration. Traditionally, government agencies have operated in silos -- separated not only from citizens, but from each other, as well. Nevertheless, some have begun to reach across and outside of government to access the collective brainpower of organizations, stakeholders and individuals.The National Dialogue on Health Information Technology and Privacy was one such initiative. It was conceived by leaders in government who sought to demonstrate that it is not only possible, but beneficial and economical, to engage openly and broadly on an issue that is both national in scope and deeply relevant to the everyday lives of citizens. The results of this first-of-its-kind online event are captured in this report, together with important lessons learned along the way.This report served as a call to action. On his first full day in office, President Obama put government on notice that this new, more collaborative model can no longer be confined to the efforts of early adopters. He called upon every executive department and agency to "harness new technology" and make government "transparent, participatory, and collaborative." Government is quickly transitioning to a new generation of managers and leaders, for whom online collaboration is not a new frontier but a fact of everyday life. We owe it to them -- and the citizens we serve -- to recognize and embrace the myriad tools available to fulfill the promise of good government in the 21st Century.Key FindingsThe Panel recommended that the Administration give stakeholders the opportunity to further participate in the discussion of heath IT and privacy through broader outreach and by helping the public to understand the value of a person-centered view of healthcare information technology
