    Preferences for European unemployment insurance : a question of economic ideology or EU support?

    Against the backdrop of proposals to introduce a European unemployment insurance scheme, we study public support for such schemes by conducting a conjoint experiment on support for European unemployment insurance in 13 EU member states. We argue that European-level social policy initiatives and the underlying notions of solidarity cannot be reduced to a one-dimensional concept, but rather include various dimensions. Unemployment schemes vary in their generosity, the conditions for support, their impact on taxation, the extent to which they preclude permanent redistribution between countries, and the EU's role in their administration. Generosity, conditions and taxation are 'domestic' dimensions, since they mainly resonate with domestic policy debates; between-country redistribution and administration are 'cross-border' dimensions, referring to relationships between countries. We expect economic ideology to interact predominantly with domestic dimensions and EU support to interact predominantly with cross-border dimensions. Findings confirm these expectations, with the exception of between-country redistribution and country-level conditionality

    In this paper we confront the role the EU traditionally plays in the domain of health with the urgent need for collective action triggered by the corona virus pandemic. In the face of such a crisis, we argue that the joint procurement, stockpiling and allocation of medical countermeasures is a key component of true European solidarity, besides maintaining the integrity of the Single Market. We present the first results of a survey experiment taken before the current crisis on citizens’ attitudes towards centralizing at the EU level of policies to combat infectious diseases, which indicates considerable support. We conclude that a more robust policy framework with substantial centralization of procurement, stockpiling and allocation is warranted

    The EU needs a social investment pact

    In this Opinion Paper, we argue that long term-goals of social and economic policy in the EU must not fall victim to short-term policy orientations prompted by the banking crisis that hit the global economy in 2008 and the subsequent financial and fiscal problems affecting the Eurozone and the EU at large. We capture these long-term goals with the notion of a 'social investment imperative'. Social investment is not a new idea per se. We first revisit the social investment perspective as proposed towards the end of the 1990s and draw some lessons from past experience. We maintain that a social investment impetus, given Europe’s adverse demography, is today more acute than ever before.     Porcine intestinal epithelial barrier disruption by the Fusarium mycotoxins deoxynivalenol and T-2 toxin promotes transepithelial passage of doxycycline and paromomycin

    Background: The gastrointestinal tract is the first target for the potentially harmful effects of mycotoxins after intake of mycotoxin contaminated food or feed. With deoxynivalenol (DON), T-2 toxin (T-2), fumonisin B1 (FB1) and zearalenone (ZEA) being important Fusarium toxins in the northern hemisphere, this study aimed to investigate in vitro the toxic effect of these mycotoxins on intestinal porcine epithelial cells derived from the jejunum (IPEC-J2 cells). Viability of IPEC-J2 cells as well as the proportion of apoptotic and necrotic IPEC-J2 cells was determined by flow cytometry after 72 h of exposure to the toxins. Correlatively, the integrity of the intestinal epithelial cell monolayer was studied using Transwell (R) inserts, in which the trans-epithelial electrical resistance (TEER) and passage of the antibiotics doxycycline and paromomycin were used as endpoints. Results: We demonstrated that the percentage of Annexin-V-FITC and PI negative (viable) cells, Annexin-V-FITC positive and PI negative (apoptotic) cells and Annexin-V-FITC and PI positive (necrotic) IPEC-J2 cells showed a mycotoxin concentration-dependent relationship with T-2 toxin being the most toxic. Moreover, the ratio between Annexin-V-FITC positive and PI negative cells and Annexin-V-FITC and PI positive cells varied depending on the type of toxin. More Annexin-V-FITC and PI positive cells could be found after treatment with T-2 toxin, while more Annexin-V-FITC positive and PI negative cells were found after exposure to DON. Consistent with the cytotoxicity results, both DON and T-2 decreased TEER and increased cellular permeability to doxycycline and paromomycin in a time-and concentration-dependent manner. Conclusions: It was concluded that Fusarium mycotoxins may severely disturb the intestinal epithelial barrier and promote passage of antibiotics
