    FAIR3-CT96-1794 Organic and in-conversion land area, holdings, livestock and crop production in Europe

    The objective of this report is to provide an up-to-date overview of the organic and inconversion land area, number of holdings, livestock and crop production in all EU member states plus the Czech Republic, Norway and Switzerland from 1993 to 1998. The report traces the growth and development of organic farming in general and as part of policy measures to support organic farming and updates the data presented in Foster and Lampkin (1999). This report is one of several aiming to assess ex post the impact of EU and other policy measures on organic farming as part of the project ”Effects of the CAP Reform and possible further developments on organic farming in the EU” (FAIR 3-CT96 1794). The general objective of the project is to provide an assessment of the impact of the 1992 CAP Reform on organic farming and thus contribute to a better understanding of the effects that current EU policies have on this sub-sector. 1993 was chosen as the starting point from which to present the data as it represents the year in which most EU member states implemented Council Regulation (EEC) No. 2092/91 defining organic crop production in statutory terms. It was also the first year in which the CAP Reform of 1992 began to have an impact on organic farming, in particular through support under the agri-environment programme (Council Regulation (EEC) No. 2078/92)

    Experts on organic food marketing and rural development from a variety of occupational backgrounds in 18 European countries were sent three subsequent questionnaires including feedback on the results of the previous round in this Delphi inquiry into the market for organic food and impact for rural development in Europe. The response to all three rounds has been good (response rate of 51% between the 1st and 3rd round). In broad terms the response of 129 experts to the third confirmed the tentative conclusions of the second round and provided some additional insights

    The role of marketing initiatives in rural development

    This paper was presented at the UK Organic Research 2002 Conference of the Colloquium of Organic Researchers (COR). European rural policy faces economic, environmental and demographic challenges. Its recent development has shifted emphasis towards agri-environmental schemes and support for organic farming, refinement of structural funding programmes, and Community Initiatives such as LEADER. At the same time, a transformation and refinement in consumer demand for food is leading to greater market emphasis on the health, environmental conservation and ethical qualities of products. An appropriate alignment of marketing systems, taking advantage of these trends, could also potentially benefit development in rural areas, with both economic and broader implications. This paper presents a framework for the study of organic marketing initiatives (OMIs), their interaction with the communities and overall environment of the regions in which they are located, with the aim of improving the capacity of organic agriculture to generate positive social, economic and environmental effects on rural development, which are of particular policy relevance in the peripheral, disadvantaged regions of Europe

    Der Beitrag schildert die Entwicklung und politischen Rahmenbedingungen des ökologischen Landbaus in der EU, wo er in den letzten Jahren aufgrund einer Reihe von Faktoren stark zugenommen hat. Politische Maßnahmen in den Bereichen direkte Flächenförderung zur Umstellung und Beibehaltung des ökologischen Landbaus, staatlich anerkannte Richtlinien und Förderung der Marktstruktur, Regionalentwicklung, Beratung und Forschung werden betrachtet. Dabei zeigt sich, dass einzelne Maßnahmen entgegengesetzt wirken können. In einigen Ländern wurden gute Erfahrungen mit integrierten Aktionsplänen gemacht, ein Weg, der jetzt auch auf europäischer Ebene diskutiert wird und auch in Zukunft dem ökologischen Landbau günstige Rahmenbedingungen schaffen könnte

    Entwicklung und politische Rahmenbedingungen des ökologischen Landbaus in Europa

    The paper describes the development and policy environment of organic farming in the European Union, where organic farming has grown rapidly due to a variety of factors. Policy measures concerning area-based financial support for conversion to and continuation of organic farming, officially-recognized standards and support for market and regional development, advice and research are considered. This indicates that individual measures can also work against each other.
