    Surface water flood risk and management strategies for London: an agent-based model approach

    Flooding is recognised as one of the most common and costliest natural disasters in England. Flooding in urban areas during heavy rainfall is known as ‘surface water flooding’, considered to be the most likely cause of flood events and one of the greatest short-term climate risks for London. In this paper we present results from a novel Agent-Based Model designed to assess the interplay between different adaptation options, different agents, and the role of flood insurance and the flood insurance pool, Flood Re, in the context of climate change. The model illustrates how investment in adaptation options could reduce London’s surface water flood risk, today and in the future. However, benefits can be outweighed by continued development in high risk areas and the effects of climate change. Flood Re is beneficial in its function to provide affordable insurance, even under climate change. However, it offers no additional benefits in terms of overall risk reduction, and will face increasing pressure due to rising surface water flood risk in the future. The modelling approach and findings are highly relevant for reviewing the proposed Flood Re scheme, as well as for wider discussions on the potential of insurance schemes, and broader multi-sectoral partnerships, to incentivise flood risk management in the UK and internationally

    Strengthening insurance partnerships in the face of climate change: insights from an agent-based model of flood insurance in the UK

    Multisectoral partnerships are increasingly cited as a mechanism to deliver and improve disaster risk management. Yet, partnerships are not a panacea and more research is required to understand the role that they can play in disaster risk management and particularly disaster risk reduction. This paper investigates how partnerships can incentivise flood risk reduction by focusing on the UK public-private partnership on flood insurance. Developing the right flood insurance arrangements to incentivise flood risk reduction and adaptation to climate change is a key challenge. In the face of rising flood risks due to climate change and socio-economic development insurance partnerships can no longer afford to focus only on the risk transfer function. However, while expectations of the insurance industry have traditionally been high when it comes to flood risk management, the insurance industry alone will not provide the solution to the challenge of rising risks. The case of flood insurance in the UK illustrates this: even national government and industry together cannot fully address these risks and other actors need to be involved to create strong incentives for risk reduction. Using an agent-based model focused on surface water flood risk in London we analyse how other partners could strengthen the insurance partnership by reducing flood risk and thus helping to maintain affordable insurance premiums. Our findings are relevant for wider discussions on the potential of insurance schemes to incentivise flood risk management and climate adaptation in the UK and also internationally

    Ecosystem-based adaptation in Lake Victoria Basin; synergies and trade-offs

    Healthy ecosystems such as forests and wetlands have a great potential to support adaptation to climate change and are the foundation of sustainable livelihoods. Ecosystem-based adaptation (EbA) can help to protect and maintain healthy ecosystems providing resilience against the impacts of climate change. This paper explores the role of EbA in reconciling socio-economic development with the conservation and restoration of nature in Lake Victoria Basin, Kenya, East Africa. Using selected ecosystems in the Lake region, the paper identifies key EbA approaches and explores trade-offs and synergies at spatial and temporal scales and between different stakeholders. The research methods used for this study include site visits, key informant interviews, focus group discussions, participatory workshops and literature reviews. An analytical framework is applied to advance the understanding of EbA approaches and how they lead to synergies and trade-offs between ecosystem services provision at spatial and temporal scales and multiple stakeholders. Our results show that EbA approaches such as ecosystem restoration have the potential to generate multiple adaptation benefits as well as synergies and trade-offs occurring at different temporal and spatial scales and affecting various stakeholder groups. Our paper underscores the need to identify EbA trade-offs and synergies and to explore the ways in which they are distributed in space and time and between different stakeholders to design better environmental and development programmes

    Enabling private sector adaptation to climate change in sub-Saharan Africa

    The private sector is increasingly recognised as having important potential to help society adapt and become more resilient to climate change. Yet there is limited research examining how to promote and facilitate private sector adaptation in developing countries and in particular how governments can create an enabling environment to stimulate and incentivise domestic private sector adaptation. In this paper, we address this gap through a review of the key factors required to provide an enabling environment for the private sector denoted by existing adaptation literatures. We do this with a focus on adaptation by small and medium enterprises (SMEs) in sub-Saharan Africa (SSA). To advance this review, we draw insights from a much larger, yet generally independent, literature on enabling environments for private sector development. This literature disaggregates the private sector and highlights key constraints to the development and growth of SMEs in SSA, including deficient infrastructure and evidence of an African gap in access to and use of finance. Both areas of scholarship are then combined in a framework identifying key ‘building blocks’ constituting enabling conditions for private sector adaptation. The framework could be applied in many ways including to focus strategies to enhance private sector adaptation and to identify trade-offs and interactions between policies or initiatives surrounding private sector development. By combining these literatures, we call for a more holistic approach to developing enabling environments for SME adaptation and climate resilient development, that addresses the broader structural deficits that condition vulnerability and barriers that limit adaptive capacity

    Perceived burden of care and reported coping strategies and needs for family caregivers of people with mental disorders in Zimbabwe

    Background: Mental health service resources are inadequate in low-income countries, and families are frequently expected to provide care for their relative with a mental disorder. However, research on the consequences of care giving has been limited in low-income countries, including Zimbabwe. Objective: The study explored the perceived impact of mental illness, reported coping strategies and reported needs of family members of persons diagnosed with bipolar affective disorder or schizophrenia attending a psychiatric hospital in Harare, Zimbabwe. Methods: A purposive sample of 31 family members participated in in-depth interviews and focus group discussions using standardized study guides. Participants were also screened for Common Mental Disorders (CMD) using the 14-item Shona Symptom questionnaire (SSQ). Qualitative data were analyzed thematically. Statistical Package for Social Sciences (SPSS version 16) was used for quantitative data analysis. Results: Caregivers experienced physical, psychological, emotional, social and financial burden associated with care giving. They used both emotion-focused and problem-focused coping strategies depending on the ill family members’ behaviours. Seeking spiritual assistance emerged as their most common way of coping. Twenty one (68%) of the caregivers were at risk of CMD and were referred to a psychiatrist for further management. Caregivers required support from health care professionals to help them cope better. Conclusion: Caregivers carry a substantial and frequently unrecognized burden of caring for a family member with mental disorder. Better support is needed from health professionals and social services to help them cope better. Further research is required to quantitatively measure caregiver burden and evaluate potential interventions in Zimbabwe

    The emergence of 'citizenship' in popular discourse:The case of Scotland

    The 2014 Scottish Referendum gauged public opinion on the possibility of Scotland leaving the United Kingdom, raising significant questions about the legitimacy of claims to citizenship in the event of independence. Through a mixed methods survey, this study explored the ways in which citizenship emerged in popular discourse in the lead up to the Scottish referendum. Findings point to an emphasis in public discourse on a commitment to and participation in society, instead of the more traditional citizenship markers of ancestry, birthplace or residency. Data indicates a view of citizenship encompassing status and practice, while identity was framed in terms of more static notions of birthplace and ancestry. The salience of social participation was noticeably greater in respondents’ assessment of others’ potential Scottish citizenship than their own. Specifically, the study highlights the salience of relational aspects of citizenship in popular discourse, with an emphasis on social citizenship in preference to legal citizenship. The study constitutes a significant contribution to ongoing discussions about ‘participatory citizenship’ in the field of Citizenship studies, by providing much needed empirical data on social conceptualizations of citizenship

    How do African SMEs respond to climate risks? Evidence from Kenya and Senegal

    This paper investigates to what extent and how small and medium-sized enterprises (SMEs) in poor countries are adapting to climate risks using data from 325 SMEs in the semi-arid regions of Kenya and Senegal. There is a clear role for public policy in facilitating good adaptation. The ability of firms to respond to climate risks depends on factors that can be shaped through policy intervention.
