    This paper analyzes the impact of public investment on the dynamics of private capital formation in an intertemporal optimizing market-clearing framework. The key feature characterizing the analysis is that the public good is treated as a durable capital good, subject to congestion. We show how in the presence of congestion the effect of government investment on private capital formation involves a tradeoff between the degree of substitution between private and public capital in production and the degree of congestion. Both lump-sum and distortionary tax financing are considered, with this tradeoff being tightened in the latter case.Congestion, Public Capital

    CRYSTAL: Inducing a Conceptual Dictionary

    One of the central knowledge sources of an information extraction system is a dictionary of linguistic patterns that can be used to identify the conceptual content of a text. This paper describes CRYSTAL, a system which automatically induces a dictionary of "concept-node definitions" sufficient to identify relevant information from a training corpus. Each of these concept-node definitions is generalized as far as possible without producing errors, so that a minimum number of dictionary entries cover the positive training instances.     Sleep deprivation and the negative effect it will have on the individual\u27s cognitive function

    The purpose of this study was to determine if there was a correlation between sleep deprivation and an individual\u27s cognitive function. Cognitive function was evaluated by looking at participants working memory and processing speed. To investigate this extrapolation, data was collected from undergraduate students at Rowan University. Participants were evaluated using an application called sleep time alarm clock to measure their sleep quality, and then measured by the Stroop test to determine their level of processing speed and working memory. Univariate analyses were done to determine if there was any correlational relationship between sleep deprivation and processing speed and working memory. There was no significant correlation between sleep deprivations on an individual\u27s cognitive function. Other correlation analysis showed a significant relationship between processing speed and the condition in which participants were measures (sig. = .005). There was also a correlation between working memory and the factors of sex and sleep quality (sig. = .035) and sex and the condition in which the participants were measured (sig. = .046)

    Football stadia present a difficult environment for the deployment of digital services, due to their architectural design and the capacity problems from the numbers of fans. We present preliminary results from deploying an Android app building an ad hoc network amongst the attendees at matches at Brighton and Hove Albion's AMEX stadium, so as to share the available capacity and supply digital services to season ticket holders. We describe the protocol, how we engaged our users in service design so that the app was attractive to use and the problems we encountered in using Android

    Correlation of forebody pressures and aircraft yawing moments on the X-29A aircraft at high angles of attack

    In-flight pressure distributions at four fuselage stations on the forebody of the X-29A aircraft have been reported at angles of attack from 15 to 66 deg and at Mach numbers from 0.22 to 0.60. At angles of attack of 20 deg and higher, vortices shed from the nose strake caused suction peaks in the pressure distributions that generally increased in magnitude with angle of attack. Above 30 deg-angle of attack, the forebody pressure distributions became asymmetrical at the most forward station, while they remained nearly symmetrical until 50 to 55 deg-angle of attack for the aft stations. Between 59 to 66 deg-angle of attack, the asymmetry of the pressure distributions changed direction. Yawing moments for the forebody alone were obtained by integrating the forebody pressure distributions. At 45 deg-angle of attack, the aircraft yaws to the right and at 50 deg and higher, the aircraft yaws to the left. The forebody yawing moments correlated well with the aircraft left yawing moment at an angle of attack of 50 deg or higher. At a 45 deg-angle of attack, the forebody yawing moments did not correlate well with the aircraft yawing moment, but it is suggested that this was due to asymmetric pressures on the cockpit region of the fuselage which was not instrumented. The forebody was also shown to provide a positive component of directional stability of the aircraft at angles of attack of 25 deg or higher. A Mach number effect was noted at angles of attack of 30 deg or higher at the station where the nose strake was present. At this station, the suction peaks in the pressure distributions at the highest Mach number were reduced and much more symmetrical as compared to the lower Mach number pressure distributions

    Research evaluating the surgical repair of femoral neck fractures in dogs is limited. This study evaluated the in vitro mechanical properties of canine femoral neck fractures stabilized with two medium Orthofix® Partially-threaded Kirschner Wires (Orthofix pins), a 2.7 mm cortical bone screw placed in lag fashion with anti-rotational Kirschner wire (K-wire), and three 1.1 mm divergent K-wires. This study compared the mean compressive pressure, compressive force and area of compression created by the insertion the Orthofix pins and a 2.7 mm cortical bone screw placed in lag fashion. Monotonic testing was used to quantify mechanical strength and pressure sensitive film was used to quantify compression. There was no significant difference in the stiffness or load to failure for the three repair methods evaluated. There was no significant difference in the compressive pressure, compressive force or area of compression in osteotomies stabilized with Orthofix pins and 2.7 mm bone screws
