Pomiar redystrybucji w międzynarodowych analizach systemów emerytalnych
Dwie podstawowe kategorie, w świetle których są oceniane współcześnie
systemy emerytalne, to adekwatność dochodowa oraz efektywność, w tym
stabilność finansowa. Narzędziem służącym realizacji pierwszego celu, na
który składają się przede wszystkim zapobieganie ubóstwu oraz wygładzanie
konsumpcji w cyklu życia jednostki, jest redystrybucja. Mimo że jest ona
przez niektórych autorów uznawana za cel systemu emerytalnego [Barr,
Diamond, 2006; European Commission, 2003], trudno ją traktować na równi
z adekwatnością lub efektywnością. Raczej należy ją postrzegać jako bardzo
istotne narzędzie, które w przypadku konieczności (w praktyce zawsze
występującej) służy przede wszystkim redukcji ubóstwa wśród emerytów.
Redystrybucja dokonuje się przede wszystkim poprzez wypłacanie osobom
uboższym świadczeń emerytalnych wyższych w stosunku do ich wcześniejszych
zarobków [Barr, Diamond, 2014, s. 36].
Celem opracowania jest zaproponowanie 1 ocena wskaźnika, który
wspomagałby komparatywne analizy systemów emerytalnych wielu krajów
pod kątem właśnie redystrybucji. Należy przy tym mieć na uwadze
istotne ograniczenia w zakresie dostępności danych w sytuacji, gdy badaniu
podlega kilkadziesiąt systemów emerytalnych. Główną ideą, jaka przyświeca
proponowanemu podejściu w analizie porównawczej redystrybucji w systemach
emerytalnych, jest uchwycenie ogólnych tendencji i ewentualne wskazanie tych
systemów emerytalnych, które wyróżniają się na tle badanych pod względem
poziomu lub kierunków redystrybucji. W dalszych badaniach te właśnie
systemy można poddać bardziej dogłębnej analizie jakościowej , służącej
identyfikacji stosowanych narzędzi z zakresu redystrybucji dochodów
wewnątrz i między pokoleniami
Pensionable age vs cross-country diversity of economic activity of the near-elderly
Purpose. The purpose of this paper is to examine whether cross-country differences in pensionable age explain such differences in economic activity of people at near-retirement age. Design/methodology/approach. The empirical study uses regression models for macro-panel encompassing 21 European countries in the period 2008–2014. Findings. Empirical results indicate that pensionable age is a determinant of cross-country differences in employment rate in the near-retirement age group, and less a factor differentiating average effective retirement age. It turns out that other factors matter, including salaries and wages as percentage of GDP (treated as a proxy for the occupational composition of populations across the countries studied), self-employment, participation in education and training, or self-perceived health. Social implications. The problem of economic activity at the near-retirement age is complex and cannot be limited to legal regulations concerning pensionable age. The policy aiming at stimulating the economic activity of the near-elderly should include actions on many sides including labour market, pension system, education, training, or health care. Originality/value. The results complement studies based on the single-country approach and demonstrate that pensionable age does not account for cross-country differences in terms of average effective age of retirement when controlling for other factors. Moreover, factors differentiating effective retirement age and employments rates across countries studied are not similar.Objetivo: El propósito de este artículo es examinar si las diferencias entre países en cuanto a la edad de jubilación explican dichas diferencias en la actividad económica de las personas cercanas a la edad de jubilación. Diseño/metodología/enfoque: El estudio empírico utiliza modelos de regresión para un panel macro que abarca 21 países europeos en el período 2008-2014. Recomendaciones: Los resultados empíricos indican que la edad de jubilación es un determinante de las diferencias entre países en la tasa de empleo en el grupo de edad cercana a la jubilación, y menos un factor que diferencia la edad de jubilación efectiva promedio. Resulta que otros factores importan, incluidos los sueldos y salarios como porcentaje del PIB (tratados como un indicador de la composición ocupacional de las poblaciones en los países estudiados), el autoempleo, la participación en educación y capacitación, o la salud autopercibida. Implicaciones sociales. El problema de la actividad económica en la edad cercana a la jubilación es complejo y no puede limitarse a las normas legales relativas a la edad de jubilación. La política encaminada a estimular la actividad económica de las personas casi de edad avanzada debería incluir acciones en muchos frentes, incluido el mercado laboral, el sistema de pensiones, la educación, la formación o la atención sanitaria. Originalidad/valor: Los resultados complementan los estudios basados en el enfoque de un solo país y demuestran que la edad de jubilación no tiene en cuenta las diferencias entre países en términos de edad efectiva promedio de jubilación cuando se controlan otros factores. Además, los factores que diferencian la edad efectiva de jubilación y las tasas de empleo entre los países estudiados no son similares

Jednym z wymiarów adekwatności emerytur w rozumieniu celów Metody
Otwartej Koordynacji jest zapobieganie ubóstwu [European Commission, 2003].
Najbardziej popularna miara tego ubóstwa, jaką jest stopa zagrożenia nim
(at-risk-of-poverty-rate), ma charakter relatywny. Mierzy ona bowiem ubóstwo
przyjmując za miarę referencyjną medianę dochodów w populacji danego kraju.
Inną miarą, którą można również zastosować do oceny ubóstwa, jest wskaźnik
pogłębionej materialnej deprywacji (severe material deprivation), który nie
odnosi się do dochodów populacji w żaden sposób, bazuje natomiast na stopniu,
w jakim dana populacja wiekowa zaspokaja określone potrzeby materialne.
Rodzi się pytanie, czy obie wspomniane miary należy traktować jako
alternatywne czy jako komplementarne, czy powielają one informacje, czy
też zawarte w nich informacje istotnie się różnią. Podobieństwo tych miar
oznaczałoby, że w analizach komparatywnych w przekroju międzynarodowym
użycie którejkolwiek z nich prowadziłoby do podobnego uporządkowania
badanych krajów pod względem poziomu ubóstwa w populacji emerytów.
Natomiast ich rozbieżność oznaczałaby istotne różnice w tego typu
uporządkowaniu, a tym samym skłaniałaby do traktowania tych miar jako
komplementarne.
Celem niniejszego opracowania jest ocena, czy występuje zależność
pomiędzy ubóstwem relatywnym i ubóstwem absolutnym w populacji emerytów krajów europejskich, a jeśli tak, to czy zależność ta ma charakter pozytywny,
czy też negatywny. Innymi słowy, jeśli ubóstwa relatywne i absolutne
współzależą, to czy, jak można by oczekiwać, spadkowi/wzrostowi jednego
towarzyszy spadek/wzrost drugiego
Changes in Polish Pension System in 2014: Diagnosis and Prospects
W 2014 roku wprowadzono kolejne zmiany w polskim systemie emerytalnym, będące kontynuacją zmian z 2011 roku, a jednocześnie istotnym zaprzeczeniem reformy emerytalnej z lat 1997-1999. Co prawda, system nadal oparto na modelu zdefiniowanej składki, niemniej stał się ponownie, niemal w całości, publiczny – zarówno w sensie zobowiązań emerytalnych, jak i zarządzania. Celem artykułu jest ocena potencjalnych skutków zmiany w konstrukcji polskiego systemu emerytalnego dla wszystkich trzech jego filarów, jakie niosą ze sobą, wprowadzone w 2014 roku. Zgodnie z tezą, której prawdziwości autor próbuje dowieść, wprowadzone zmiany będą niekorzystne dla bezpieczeństwa i stabilności finansowej systemu emerytalnego. W opracowaniu w pierwszej kolejności zdefiniowano podstawowe pojęcia związane z konstrukcją systemu emerytalnego i umiejscowiono podjętą problematykę w teorii ekonomii emerytalnej, aby następnie ocenić wpływ wprowadzonych zmian na cały system oraz na poszczególne jego filary. Podsumowanie tego artykułu zawiera konkluzje o charakterze syntetycznym.In 2014, further changes were introduced in the Polish pension system, following those of 2011. They are considered to be a retreat from the pension reform started in the years 1997-1999. Admittedly, the pension system is still based on the defined-contribution formula. It has become, however, almost entirely public, both in terms of liabilities and management, exactly as it used to be before 1999. The goal of the paper is to assess the potential effects of the 2014 changes in the design of the Polish pension system on its three pillars. The author attempts to demonstrate that the changes will be detrimental to the financial stability of the pension system. The paper first defines the basic concepts associated with the design of the pension system, then considers the analysed issues in the context of the economic theory of pensions. In the second part, the author tries to assess the impact of the implemented changes on the entire system and each of its individual pillars. Współczesne problemy systemów emerytalnych : wybrane zagadnienia
Red. nauk. Wydziału Organizacji i Zarządzania: Lewandowski, Jerzy.Szeroki zakres zainteresowań ekonomistów, finansistów, demografów,
polityków społecznych oraz prawników, zajmujących się zabezpieczeniem
emerytalnym, owocuje bardzo szerokim spectrum podejść w analizie
współczesnych systemów emerytalnych, ich ewolucji, reform, czy też
współoddziaływania z rynkami finansowymi czy też gospodarkami. Taki też
charakter ma niniejsza monografia. Składa się na nią dziewiętnaście tekstów,
które można by podzielić na trzy części. W pierwszej z nich, obejmującej
rozdziały od pierwszego do dziesiątego, poruszane są problemy dotyczące
całych systemów emerytalnych. Poszczególne teksty w tej części dotyczą
kolejno pomiaru ubóstwa oraz redystrybucji w europejskich systemach
emerytalnych, roli państwa w zabezpieczeniu emerytalnym, składek oraz
świadczeń, oddziaływań pomiędzy systemem emerytalnym a rynkiem pracy,
a także wpływu procesu starzenia się emerytów na system opieki zdrowotnej.
Druga część monografii obejmuje rozdziały od jedenastego do czternastego.
Przewodnim problemem poruszanym w tej grupie tekstów jest model
kapitałowy/finansowy w systemie emerytalnym. Autorzy skupiają się w tej
części na skutkach, jakie wywołało w polskim systemie emerytalnym
ograniczenie roli II filaru i działających w jego ramach otwartych
funduszy emerytalnych (OFE). Podejmują również problematykę działalności inwestycyjnej OFE po zmianach ustawowych w tym obszarze, a także czynią
rozważania na temat rynku obligacji komunalnych jako obszarze działalności
lokacyjnej funduszy.
Część trzecia pracy obejmuje teksty od piętnastego do dziewiętnastego
i dotyczy problematyki dobrowolnych planów emerytalnych. Temat ten
zyskuje na znaczeniu w Polsce wobec oczekiwanych niskich stóp zastąpienia
obowiązkowego systemu emerytalnego, dlatego rośnie też wśród naukowców
zainteresowanie III filarem emerytalnym oraz innymi formami dobrowolnego
i długoterminowego oszczędzania. Teksty w tej części monografii dotyczą
znaczenia dobrowolnych funduszy emerytalnych w polskim systemie emerytalnym,
ich działalności inwestycyjnej oraz jej efektów. Podjęta została
również problematyka pracowniczych programów emerytalnych w aspekcie
wybranych regulacji prawnych. Monografia kończy się rozdziałem poświęconym
wprowadzeniu odwróconego kredytu hipotecznego w Polsce, który jest
coraz częściej postrzegany jako produkt emerytalny przyszłości.A wide range of interests of economists, demographers, social politicians
and lawyers dealing with pension protection, results in a very broad spectrum of
approaches in the analysis of modern pension systems, their evolution, reforms,
or interactions with financial markets or economies. This monograph addresses
these issues. It consists of nineteen texts, which could be divided into three
parts. In the first one, including chapters from the first to the tenth, it discusses
the problems concerning pension system in general. The individual texts in this
section cover the topics dealing with measuring poverty and redistribution of the
European pension systems, the role of the state in securing pension contributions
and benefits, the interaction between the pension system and the labor market,
and the impact of aging retirees on the health care system.
The second part of the monograph includes chapters from the eleventh to
the fourteenth. The leading problem discussed in these texts is the shape of the
pension system model with respect to its financial or funded character. In this
section the authors focus on the consequences of limiting the role of the second
pillar in the Polish pension system and, as a result, reducing the role of the open
pension funds (OPFs) that operate within its framework. They also deal with the
issues of OPFs investment activity after the legislative changes in this field, as
well as consider the municipal bond market as an area of investment activity of
the pension funds.
The third part of the monograph includes texts from the fifteenth to the
nineteenth and deals with the issues of voluntary pension plans. This topic is
gaining importance in Poland in face of the expected low replacement rates from
mandatory pension system, which is why there is a growing interest among
scientists with respect to the third pillar of pension system and other forms of
voluntary and long-term savings. The texts in this part of the monograph address
the issues of voluntary pension funds in the Polish pension system, their
investment activity and performance. Also the issue of occupational pension
schemes in terms of selected legal regulations is considered. The monograph
ends with a chapter devoted to the introduction of a reverse mortgage in Poland,
which is seen as a pension product of the future

emerytalnych, trwa nieprzerwanie od ponad 30 lat, kiedy w krajach Ameryki
Łacińskiej rozpoczęto na szeroką skalę reformy emerytalne. Model finansowy
(zwany również kapitałowym) zyskał wówczas wielu zwolenników,
dlatego systemy emerytalne zaczęły ewoluować od czystych modeli
niefinansowych (pay-as-you-go, zwanych również repartycyjnymi), poprzez
mieszane modele niefinansowo-finansowe (repartycyjno-kapita-łowe), nawet
do modeli finansowych w czystej formie (np. w Chile). Reformy zmierzające
w kierunku hybrydowych systemów emerytalnych przeprowadziły również kraje
Europy Środkowowschodniej. Jednak kryzys finansowy, trwający od 2008 roku
sprawił, że w krajach naszego regionu nastąpił odwrót od tych reform. Systemy
emerytalne zaczęły się ponownie stawać bardziej publiczne, mniej prywatne.
Państwo w coraz większym stopniu przejmuje na siebie przyszłe zobowiązania
emerytalne. Podobnie dzieje się w Polsce. Składkę do OFE obniżono
w 2011 roku, natomiast w 2013 roku, w momencie, gdy przekazujemy tę książkę
do recenzji, rząd publikuje raport z przeglądu systemu emerytalnego, w którym
sugeruje dalsze ograniczanie roli zarządzanego przez prywatne podmioty
i mającego charakter finansowy II filaru systemu emerytalnego. OFE są coraz
bardziej marginalizowane. Rodzi się wiele pytań o to: w jakim kierunku
powinny być w najbliższej przyszłości reformowane systemy emerytalne,
w jakich uwarunkowaniach ekonomicznych, demograficznych i prawnych te
reformy są przeprowadzane, kto jest lepszym gwarantem wypłaty przyszłych
emerytur – państwo czy rynek, w jakim zakresie w systemie emerytalnym
powinny być wykorzystywane rynki finansowe, czy lepsze są zaopatrzeniowe
systemy emerytalne, finansowane z podatków, czy też systemy ubezpieczeniowe,
finansowane ze składek, czy powinny być oparte na modelu
zdefiniowanego świadczenia, czy też na modelu zdefiniowanej składki.
Mnogość tych pytań obrazuje, jak bardzo skomplikowanymi konstrukcjami
– pod względem ekonomicznym i finansowym – są współczesne systemy
emerytalne, których sprawność działania tak bardzo zależy od demografii.
Dlatego w monografii zaprezentowano wieloaspektowe podejście do problematyki
emerytalnej i zgodnie z tym jej treść podzielono na trzy części.The financial crisis, which began in 2008, induced changes in long-term
social and economic policies. Many European countries have gradually been
withdrawing from reforms aimed at the financial character of their pension
systems. Pension systems have begun to become again more public and less
private. Countries increasingly take on the future pension obligations. This is
also the case of Poland. Contribution to pension funds has been decreased and
further reducing the role of open pension funds (OPF), managed by private
entities and having a financial nature, is considered. Pension funds as the main
element of the second pillar of Polish pension system, are becoming increasingly
marginalized.
The purpose of the monograph is a discussion on many questions emerging
due to these tendencies, such as: what direction reformed pension systems
should have in the near future; in what economic, demographic and legal
conditions these reforms are carried out; who is a better guarantee of future
pension payments – the state or the market; to what extent the financial markets
should be used in the pension system, which system is better – financed by taxes
or financed by contributions, and which model is better – of defined benefit or of
defined contribution. A multitude of these questions illustrates how complex
constructions – in economic and financial terms –modern pension systems are,
and how much their efficiency depends on demographics. Therefore, in the
monograph, a multi-faceted approach to the pension issues is presented
and according to this the content is divided into three parts.
In the first part, entitled "Economic aspects of pension security", there are
chapters on both foreign and Polish pension systems and their reforms. Among
others, problems of measuring the effectiveness of pension systems are
discussed, as well as the issues of the evolution of employee pension schemes as
the effect of the global financial crisis, and the results the pension reform in
Poland and its future, or the desired direction of change. The second part entitled
"The financial aspects of pension security” is mainly subjected to the problems
of pension funds in Poland, including their portfolios and investment efficiency,
their impact on the finances of the state, OPFs’ reporting requirements in respect
of their members etc. This section also discusses the investment policy of
voluntary pension funds and pension savings issues. Finally, the third part of the
monograph – "Age and demographics and retirement security" – is devoted to
the demographic problems. It includes chapters on the relationship between
age and economic activity of population and the impact of demographic trends
on the social and health security system, especially in the context of population
aging
Impact of a pension system and an enterprise on employees’ retirement: an intergenerational context
Thus, the goal of this paper is to identify and characterize main elements of this nexus in the context of retirement decisions taking intergenerational relations into account. We focus on the pension system’s impact (with its main parameter, which is a pensionable age (statutory retirement age)) on the employers’ behaviour, as well as the employers’ (workplace) impact on employees’ retirement decisions (reflected in effective retirement age). The paper is structured as follows. First, we present a pension system in an intergenerational context. Second, we attempt to discuss a pensionable age as a determinant of an enterprise activity in the role of an employer. The subsequent section tackles the issue of the possible impact of the employer on employees’ retirement decisions. The paper ends with a brief summary of issues discussed

pensions from both a general and a national view, studied from a theoretical or
empirical perspective. The book is structured as follows. First, the managerial,
administrative and business aspects of retirement and pension wealth are
discussed. The next five sections are devoted to very important and current
problems of family and gender issues in the context of old-age social security. The
subsequent six chapters refer to other social and economic aspects of pensions
with some references to social security reforms. In the next three sections, some
financial and actuarial issues are discussed and investigated. Finally, in the last
five chapters, the authors address selected problems of pension reform with
special attention paid to their policy and legal aspects. In these 23 chapters, issues
concerning various countries are presented. In some chapters, a single-country
empirical approach is employed (with reference to Poland, Spain, Turkey,
Slovakia, Latvia, or Czechia, for example), whereas some other sections present
multinational studies
