ΡΡΠ½ΠΊΠΎΠ²The gaps in global value chains (GVCs) caused by the current global economic and political agenda have served as a reason an objective need to revise the approaches of Russian regions to the formation of export strategies and the positioning of industrial companies in the world commodity markets. The purpose of this research is to propose an approach to the development of strategic repositioning of regional export high-tech products in the world commodity markets, taking into account the scale and life cycle stage of demand and the level of technological leadership. The methods of structural and dynamic analysis and grouping are used as research methods; this makes it possible to differentiate regional manufacturers of high-tech products according to the scale and tempo of global demand growth; strategic repositioning methods of types of export products using the parameters β the share of regional export high-tech products in meeting global demand β βthe ratio of the share of high-tech products in the total regional exports to the share of high-tech products in world exportsβ; it allows to justify the type choice of repositioning strategy, taking into account risk minimization and ensuring the target parameters of the development of the regional economy. The mapping results of the repositioning manufacturers from the Krasnoyarsk Territory in the world commodity markets are presented on the example of export high-tech products (code of the commodity nomenclature of foreign economic activity (CNFEA) β 71). The proposed approach to the research makes it possible to form scientifically-based managerial decisions on the choice of export strategies, taking into account the potential of technological leadership and volume optimization of high-tech products from regional manufacturers for national and global commodity market

financing, providing local markets information development, motivation and encouragement of
markets participants, controlling the results of local markets development. The trends of exposure
to the elements of the management mechanism for each local market of RES. The development of
integration processes in local markets in the region leads to the formation of associations that give
rise to forms of liability depending on that allows you to distribute responsibility for the development
of supply and demand in domestic markets of RES between regional government bodies, business
representatives and consumers. We formulate a conclusion about the advisability of forming the local

This research is focused on the justification of the necessity to change conceptual approaches to the management of the resource regionsβ economy development in the conditions of global challenges and changes in the models of spatial development. New world development trends decrease the efficiency of using traditional methods and mechanisms of the resource regionβs management, which are based on the preservation of the role of the leading raw resources sector; prevailing influence of large industrial and resource holdings; limited powers of regional authorities in managing the resource potential of the region.
Basing on the relation of technological and market parameters, the article studies the opportunities for applying models of multi-sectoral development to meet global challenges by forming a new rapidly developing sector in the economy of resource regions. Taking into account the peculiarities of the resource regionsβ development, the role of rapidly developing sectors in technological and innovative development of the region is revealed. To form new rapidly developing sectors in the economy of the regions, the authors justify application of the approach to region development management on the basis of βsmart specialisationβ concept through introduction of Smart technologies into the processes of production and administration both in traditional specialisation sectors and new spheres of activities.
Using the βsmart specialisationβ concept for managing the resource region allowed to determine scenarios for the economy development differentiated by technological leadership scale β βniche leadershipβ, βlocal technological competitivenessβ, βinternational technological competitivenessβ. Applying the strategic positioning method in the axis of the matrix space βeconomic sector β source of new knowledge and technologies/professional competencesβ allowed to form strategies and scenarios of technological development of the resource region. Parameters of strategic positioning included βtechnology (own, mother, borrowed)β; βprofessional competence (basic of the existing specialisation; innovative)β; βbasic sectors of regional specialisationβ; βnew rapidly developingβ.

This research is focused on the justification of the necessity to change conceptual approaches to the management of the resource regionsβ economy development in the conditions of global challenges and changes in the models of spatial development. New world development trends decrease the efficiency of using traditional methods and mechanisms of the resource regionβs management, which are based on the preservation of the role of the leading raw resources sector; prevailing influence of large industrial and resource holdings; limited powers of regional authorities in managing the resource potential of the region.
Basing on the relation of technological and market parameters, the article studies the opportunities for applying models of multi-sectoral development to meet global challenges by forming a new rapidly developing sector in the economy of resource regions. Taking into account the peculiarities of the resource regionsβ development, the role of rapidly developing sectors in technological and innovative development of the region is revealed. To form new rapidly developing sectors in the economy of the regions, the authors justify application of the approach to region development management on the basis of βsmart specialisationβ concept through introduction of Smart technologies into the processes of production and administration both in traditional specialisation sectors and new spheres of activities.
Using the βsmart specialisationβ concept for managing the resource region allowed to determine scenarios for the economy development differentiated by technological leadership scale β βniche leadershipβ, βlocal technological competitivenessβ, βinternational technological competitivenessβ. Applying the strategic positioning method in the axis of the matrix space βeconomic sector β source of new knowledge and technologies/professional competencesβ allowed to form strategies and scenarios of technological development of the resource region. Parameters of strategic positioning included βtechnology (own, mother, borrowed)β; βprofessional competence (basic of the existing specialisation; innovative)β; βbasic sectors of regional specialisationβ; βnew rapidly developingβ.
