The repellent role of institutions

The quality of care needs to provide greater attention and humanization to users, not only with regard to building empathy, but also with regard to overcoming institutional barriers that can operate as decisive factors for adherence and full access to services. These barriers are not only the result of institutional or socio-legal mechanisms that regulate the functioning of institutions; they also place themselves, above all, at the core of the relationships and interactions between professionals and users of the system.A qualidade do cuidado carece de maior atenção e humanização aos usuários, não apenas no que se refere à construção da empatia, mas também, em relação à superação de barreiras institucionais que podem funcionar, como fatores decisivos, para a adesão e o acesso pleno aos serviços. OS DISCURSOS SOBRE AS FAVELAS E OS LIMITES AO DIREITO À CIDADE

Several representations and stereotypes have been built around the theme of slums. Some of them are discussed here in order to identify the limits and obstacles imposed on the urban dweller’s right to the city. The analysis focuses mainly on the criminalizing discourse, which is often used to justify a social order imposed on slums by the dominant classes and to provide a rationale for a series of actions performed, directly or indirectly, by the state. The latter is increasingly responsible for the production of an urban space destitute of the sense of urbanity, such as Lefebvre (1969) has discussed it.A proposta deste artigo é pôr em discussão as representações e os estereótipos construídos em torno das favelas, visando, com isso, identificar os limites e obstáculos ao direito dos moradores à cidade.
