    Prioritization of hazards by means of a QFD-based procedure

    Despite the evolution of regulations in the field of occupational health and safety promoted in EU countries, the number of accidents and victims has not significantly decreased in recent years, especially in constructions and agriculture sectors, as underlined by official reports of the Italian Workers' Compensation Authority. Main reasons of such a situation are due to the characteristics of working activities in these sectors. The variety of operations, the frequent exchange of tasks among workers within the same company, the continuous change of workplaces, the frequent exchange of workers for the same activity (e.g. seasonal workers), and the workers’ stress caused by seasonal jobs. For these reasons both risk assessment and safety management activities result in being more difficult than in other working sectors. Thus, it is important to provide methodologies and tools that allow companies to carry out these tasks more effectively. In such a context, the study proposed by Esra Bas in 2014 certainly represents an attempt to provide a supporting methodology for engineers engaged in risk assessment activities. This approach consists in the use of the Quality Function Deployment (QFD) method, and it is aimed at evaluating how specific tasks can be in relationship with specific hazards, which in turn are related to specific events, and finally at defining what preventive/protective measures can be introduced against those events. Based on this, we tried to further investigate such an approach, with the goal of providing an easier-to-use tool, which can be used in risk assessment activities of critical contexts as the agriculture one.     Preliminary human safety assessment (PHSA) for the improvement of the behavioral aspects of safety climate in the construction industry

    Occupational safety in the construction industry still represents a relevant problem at a global level. In fact, the complexity of working activities in this sector requires a comprehensive approach that goes beyond normative compliance to guarantee safer working conditions. In particular, empirical research on the factors influencing the unsafe behavior of workers needs to be augmented. Thus, the relationship between human factors and safety management issues following a bottom-up approach was investigated. In particular, an easy-to-use procedure that can be used to better address workers' safety needs augmenting the company's safety climate and supporting safety management issues was developed. Such an approach, based on the assessment of human reliability factors, was verified in a real case study concerning the users of concrete mixer trucks. The results showed that the majority of human failures were action and retrieval errors, underlining the importance of theoretical and practical training programs as a means to improve safety behavior. In such a context, information and communication activities also resulted beneficially to augment the company's safety climate. The proposed approach, despite its qualitative nature, allows a clearer understanding of workers' perceptions of hazards and their risk-taking behavior, providing practical cues to monitor and improve the behavioral aspects of safety climate. Hence, these first results can contribute to augmenting safety knowledge in the construction industry, providing a basis for further investigations on the causalities related to human performances, which are considered a key element in the prevention of accidents

    A fuzzy-QFD approach for the enhancement of work equipment safety: a case study in the agriculture sector

    The paper proposes a design for safety methodology based on the use of the Quality Function Deployment (QFD) method, focusing on the need to identify and analyse risks related to a working task in an effective manner, i.e. considering the specific work activities related to such a task. To reduce the drawbacks of subjectivity while augmenting the consistency of judgements, the QFD was augmented by both the Delphi method and the fuzzy logic approach. To verify such an approach, it was implemented through a case study in the agricultural sector. While the proposed approach needs to be validated through further studies in different contexts, its positive results in performing hazard analysis and risk assessment in a comprehensive and thorough manner can contribute practically to the scientific knowledge on the application of QFD in design for safety activities

    Performance of a 30 GHz frequency division multiple access (FDMA) uplink to a processing satellite is modelled for the case where the onboard demultiplexer is implemented optically. Included in the performance model are the effects of adjacent channel interference, intersymbol interference, and spurious signals associated with the optical implementation. Demultiplexer parameters are optimized to provide the minimum bit error probability at a given bandwidth efficiency when filtered QPSK modulation is employed

    Discretionary measures and tax revenues in the run-up to the financial crisis

    Summary for non-specialistsThis paper examines the influence of governments' discretionary measures on tax revenues and tax elasticity in the European Union during the run-up to the 2008/2009 global financial crisis which was characterised by large swings in tax revenues.Using data collected in the context of the Output Gap Working Group of the Economic Policy Committee we show that while discretionary measures have had a limited impact on tax yields, they have in some cases significantly affected tax elasticities and thereby altered the relationship between tax revenues and the business cycle which plays a key role in the EU fiscal surveillance framework. Furthermore we provide evidence on the pro-cyclical nature of discretionary measures affecting tax revenues whereby governments tend to implement tax cuts during expansionary phases while resorting to tax increases during slowdowns. More generally our results suggest that the availability of detailed projections on the impact of discretionary measures by broad tax category would be instrumental to a better monitoring of tax revenues developments in the EU in order to better identify the role played by non-policy factors (such as asset prices) in driving tax revenues.     Hazard function deployment: a QFD-based tool for the assessment of working tasks–a practical study in the construction industry

    Despite the efforts made, the number of accidents has not significantly decreased in the construction industry. The main reasons can be found in the peculiarities of working activities in this sector, where hazard analysis and safety management are more difficult than in other industries. To deal with these problems, a comprehensive approach for hazard analysis is needed, focusing on the activities in which a working task is articulated since they are characterized by different types of hazards and thus risk levels. The study proposes a methodology that integrates quality function deployment (QFD) and analytic network process methods to correlate working activities, hazardous events and possible consequences. This provides more effective decision-making, while reducing the ambiguity of the qualitative assessment criteria. The results achieved can augment knowledge on the usability of QFD in safety research, providing a basis for its application for further studies

    The Impact of Human Error in the Use of Agricultural Tractors: A Case Study Research in Vineyard Cultivation in Italy

    Recently, standards and regulations concerning occupational safety have become more and more rigorous. Nevertheless, the number of accidents and victims has not decreased significantly, as reported by official statistics. In Italy, the agricultural sector is certainly one of the most affected by this situation, especially taking into account the occurrence of serious injuries and fatalities related to the use of tractors. The main reasons for such a situation can be ascribed to the peculiarities of agricultural operations. Therefore, when analyzing the root causes of agricultural accidents, a user-centered approach is needed in order to make the development of health and safety interventions easier and more effective. Based on this, the present paper proposes a practical case study research focused on integrating the factor of human error into the risk assessment procedures of agricultural activities in vineyard cultivation. Such an approach allowed us to consider the impact of human errorwhile performing work activities (e.g., the use of a tractor)on hazards and related hazardous events in a thorough manner. The proposed approach represents a novelty in the sector of the safety assessment of agricultural activities, providing a first valuable basis for further analysis and implementation by researchers and practitioners

    Maintaining Stability in the Face of Adversity: Self-care Practices of Human Trafficking Survivor-Traniners in India

    What are the lived experiences of self-care for human trafficking survivors in Kolkata, India who are working with other survivors? Within the human rights organization, Kolkata Sanved, survivors of human trafficking are implementing dance/movement therapy (DMT) based techniques to empower other survivors. These survivor-trainers are currently fulfilling the dual role of survivor and provider. Six women between the ages of 22 and 28 participated in this transcendental phenomenological study. Semi-structured interviews were the primary mode of data collection. Artistic methods were also included to engage participants in movement to further reflect on their experiences of self-care. To analyze the interviews, Moustakas’ (1994) modification of the van Kaam method of analysis of phenomenological data was implemented. Findings revealed common self-care practices among the participants which contributed to their stability. Themes of this self-care experience included self-reflecting, engaging in the creative process, demonstrating autonomy, finding connection through movement, using movement for emotional awareness and release, sharing within relationships, balancing life roles through dignity, working in Kolkata Sanved, and valuing the interview process. The discussion included how these self-care practices helped to minimize the participants’ re-traumatization when working with other survivors, in addition to how DMT influenced their self-care. Implications of this study were illuminated regarding current dialogues on scope of practice within the DMT field. This study suggested the use of DMT and body-based practices for selfcare within community-based organizations employing peer-provider models
