    Spatial Data Infrastructures for environmental e-government services: The case of water abstractions authorisations

    Environment-related authorisations are a relevant issue for environmental management. They require a considerable effort by the authorities, and this might result in substantial delays for the citizens. Implementing those authorisation processes by means of e-government services would improve efficiency and, consequently, citizen satisfaction. Environment-related authorisations usually require a variety of geospatial information, and have to deal with administrative areas which do not match physical and ecological ones. They also have to integrate heterogeneous information in different formats, data models and languages, and provided by distinct organisations, even from different countries. This paper discusses how Spatial Data Infrastructures (SDIs) can deal with these problems in the environmental domain, while improving the level of service provision in terms of e-government applications. This is even more relevant within the European Union where there is a legal mandate to establish an SDI to support environmental policies and activities with an impact on the environment. As a proof-of-concept, an application to request and manage water abstraction authorisations, based on an SDI, is demonstrated. This application is part of SDIGER, a cross-border inter-administration SDI to support the water framework directive information access for the Adour–Garonne and Ebro River basins, that was a pilot project for the EU INSPIRE Directive. The introduction of this transactional e-government service modifies the administrative process of granting authorisations: it allows to re-use the effort in data capture made by the applicants in their requests, facilitates the submission of more feasible applications and reduces the workload of the office staff

    Toral rank conjecture for moment-angle complexes

    We consider an operation K \to L(K) on the set of simplicial complexes, which we call the "doubling operation". This combinatorial operation has been recently brought into toric topology by the work of Bahri, Bendersky, Cohen and Gitler on generalised moment-angle complexes (also known as K-powers). The crucial property of the doubling operation is that the moment-angle complex Z_K can be identified with the real moment-angle complex RZ_L(K) for the double L(K). As an application we prove the toral rank conjecture for Z_K by estimating the lower bound of the cohomology rank (with rational coefficients) of real moment-angle complexes RZ_K$.     Improving the geospatial consistency of digital libraries metadata

    Consistency is an essential aspect of the quality of metadata. Inconsistent metadata records are harmful: given a themed query, the set of retrieved metadata records would contain descriptions of unrelated or irrelevant resources, and may even not contain some resources considered obvious. This is even worse when the description of the location is inconsistent. Inconsistent spatial descriptions may yield invisible or hidden geographical resources that cannot be retrieved by means of spatially themed queries. Therefore, ensuring spatial consistency should be a primary goal when reusing, sharing and developing georeferenced digital collections. We present a methodology able to detect geospatial inconsistencies in metadata collections based on the combination of spatial ranking, reverse geocoding, geographic knowledge organization systems and information-retrieval techniques. This methodology has been applied to a collection of metadata records describing maps and atlases belonging to the Library of Congress. The proposed approach was able to automatically identify inconsistent metadata records (870 out of 10,575) and propose fixes to most of them (91.5%) These results support the ability of the proposed methodology to assess the impact of spatial inconsistency in the retrievability and visibility of metadata records and improve their spatial consistency

    Intersections of quadrics, moment-angle manifolds, and Hamiltonian-minimal Lagrangian embeddings

    We study the topology of Hamiltonian-minimal Lagrangian submanifolds N in C^m constructed from intersections of real quadrics in a work of the first author. This construction is linked via an embedding criterion to the well-known Delzant construction of Hamiltonian toric manifolds. We establish the following topological properties of N: every N embeds as a submanifold in the corresponding moment-angle manifold Z, and every N is the total space of two different fibrations, one over the torus T^{m-n} with fibre a real moment-angle manifold R, and another over a quotient of R by a finite group with fibre a torus. These properties are used to produce new examples of Hamiltonian-minimal Lagrangian submanifolds with quite complicated topology.Comment: 14 pages, published version (minor changes

    A review of the implementation of OGC Web Services across Europe

    This paper presents the results of an investigation conducted in the spring of 2010 to review the availability across Europe of public Web services conforming to the standard specifications issued by the Open Geospatial Consortium. The descriptive and statistical analysis of 6,544 geospatial network services might provide insight into the current level of implementation of these services in Europe. These services were discovered with the help of a focused crawler able to discover access points to public geospatial network services. This crawler relies on general-purpose search engines for finding seed URLs related with geospatial network services from which begin crawling. The work also identifies potential limitations and data biases derived from the methodology. Nevertheless, this kind of strategy might open up new opportunities to complement SDI implementation assessments when exhaustive, periodic and up to date monitoring is required

    Multiple sclerosis drug FTY-720 toxicity is mediated by the heterotypic fusion of organelles in neuroendocrine cells

    FTY-720 (Fingolimod) was one of the first compounds authorized for the treatment of multiple sclerosis. Among its other activities, this sphingosine analogue enhances exocytosis in neuroendocrine chromaffin cells, altering the quantal release of catecholamines. Surprisingly, the size of chromaffin granules is reduced within few minutes of treatment, a process that is paralleled by the homotypic fusion of granules and their heterotypic fusion with mitochondria, as witnessed by dynamic confocal and TIRF microscopy. Electron microscopy studies support these observations, revealing the fusion of several vesicles with individual mitochondria to form large, round mixed organelles. This cross-fusion is SNARE-dependent, being partially prevented by the expression of an inactive form of SNAP-25. Fused mitochondria exhibit an altered redox potential, which dramatically enhances cell death. Therefore, the cross-fusion of intracellular organelles appears to be a new mechanism to be borne in mind when considering the effect of FTY-720 on the survival of neuroendocrine cells

    Overview of recent TJ-II stellarator results

    The main results obtained in the TJ-II stellarator in the last two years are reported. The most important topics investigated have been modelling and validation of impurity transport, validation of gyrokinetic simulations, turbulence characterisation, effect of magnetic configuration on transport, fuelling with pellet injection, fast particles and liquid metal plasma facing components. As regards impurity transport research, a number of working lines exploring several recently discovered effects have been developed: the effect of tangential drifts on stellarator neoclassical transport, the impurity flux driven by electric fields tangent to magnetic surfaces and attempts of experimental validation with Doppler reflectometry of the variation of the radial electric field on the flux surface. Concerning gyrokinetic simulations, two validation activities have been performed, the comparison with measurements of zonal flow relaxation in pellet-induced fast transients and the comparison with experimental poloidal variation of fluctuations amplitude. The impact of radial electric fields on turbulence spreading in the edge and scrape-off layer has been also experimentally characterized using a 2D Langmuir probe array. Another remarkable piece of work has been the investigation of the radial propagation of small temperature perturbations using transfer entropy. Research on the physics and modelling of plasma core fuelling with pellet and tracer-encapsulated solid-pellet injection has produced also relevant results. Neutral beam injection driven Alfvénic activity and its possible control by electron cyclotron current drive has been examined as well in TJ-II.     Acute Cardiovascular Manifestations in 286 Children With Multisystem Inflammatory Syndrome Associated With COVID-19 Infection in Europe

    Background: The aim of the study was to document cardiovascular clinical findings, cardiac imaging, and laboratory markers in children presenting with the novel multisystem inflammatory syndrome associated with coronavirus disease 2019 (COVID-19) infection. Methods: This real-time internet-based survey has been endorsed by the Association for European Paediatric and Congenital Cardiologists Working Groups for Cardiac Imaging and Cardiovascular Intensive Care. Children 0 to 18 years of age admitted to a hospital between February 1 and June 6, 2020, with a diagnosis of an inflammatory syndrome and acute cardiovascular complications were included. Results: A total of 286 children from 55 centers in 17 European countries were included. The median age was 8.4 years (interquartile range, 3.8-12.4 years) and 67% were boys. The most common cardiovascular complications were shock, cardiac arrhythmias, pericardial effusion, and coronary artery dilatation. Reduced left ventricular ejection fraction was present in over half of the patients, and a vast majority of children had raised cardiac troponin when checked. The biochemical markers of inflammation were raised in most patients on admission: elevated C-reactive protein, serum ferritin, procalcitonin, N-terminal pro B-type natriuretic peptide, interleukin-6 level, and D-dimers. There was a statistically significant correlation between degree of elevation in cardiac and biochemical parameters and the need for intensive care support (P<0.05). Polymerase chain reaction for severe acute respiratory syndrome coronavirus 2 was positive in 33.6%, whereas immunoglobulin M and immunoglobulin G antibodies were positive in 15.7% cases and immunoglobulin G in 43.6% cases, respectively, when checked. One child in the study cohort died. Conclusions: Cardiac involvement is common in children with multisystem inflammatory syndrome associated with the Covid-19 pandemic. The majority of children have significantly raised levels of N-terminal pro B-type natriuretic peptide, ferritin, D-dimers, and cardiac troponin in addition to high C-reactive protein and procalcitonin levels. In comparison with adults with COVID-19, mortality in children with multisystem inflammatory syndrome associated with COVID-19 is uncommon despite multisystem involvement, very elevated inflammatory markers, and the need for intensive care support.info:eu-repo/semantics/publishedVersio
