    The Los Angeles Adaptive Reuse Ordinance (ARO) is an incentive program that encourages building reuse through regulatory exemptions. The ARO was partially intended to reduce vehicle miles travelled by encouraging mixed commercial and residential uses in existing buildings within Downtown Los Angeles and areas poised for redevelopment (Mayor’s Office of Economic Development, 2004, pp. 22, 51). Researchers and planners claim that the ARO helped to reduce vehicle miles travelled (Bell, 2014; Los Angeles Department of City Planning, 2014d; Bullen & Love, 2009; Bernstein, 2012), but these claims are not supported by discussions of the spatial distribution of ARO projects in relation to transit, or if the ARO accelerated, or hindered, infill transit-oriented development projects. This thesis aims to better understand the contributions of the ARO to transit-oriented growth in the City of Los Angeles. Two methods of analysis are used: a spatial analysis examining the number of ARO projects within a half-mile radius of Metro stations, and a statistical analysis examining the number of new buildings constructed in Downtown Los Angeles from 1985 to 2013. The majority of ARO projects (72%) have been developed within a half-mile radius of Metro rail stations. The ARO appears to have accelerated downtown development activity since its adoption in 1999, reversing a lull in development that had been occurring in the area since the late 1980s. Findings suggest that the ARO has helped to accommodate and spur transit-oriented growth while preserving historic resources in the City of Los Angeles

    Methods for carrying out measurements of earth electromagnetic environment using the space shuttle as a measurement system platform are herein reported. The goal is to provide means for mapping intentional and nonintentional emitters on earth in the frequency range 0.4 to 40 GHz. A survey was made of known emitters using available data from national and international regulatory agencies, and from industry sources. The spatial distribution of sources, power levels, frequencies, degree of frequency re-use, etc., found in the survey, are here presented. A concept is developed for scanning the earth using a directive antenna whose beam is made to rotate at a fixed angle relative to the nadir; the illuminated area swept by the beam is of the form of cycloidal annulus over a sphere. During the beam's sojourn over a point, the receiver sweeps in frequency over ranges in the order of octave width using sweeping filter bandwidths sufficient to give stable readings

    A system design for aeronautical audio broadcasting, with C-band uplink and L-band downlink, via Inmarsat space segments is presented. Near-transparent-quality compression of 5-kHz bandwidth audio at 20.5 kbit/s is achieved based on a hybrid technique employing linear predictive modeling and transform-domain residual quantization. Concatenated Reed-Solomon/convolutional codes with quadrature phase shift keying are selected for bandwidth and power efficiency. RF bandwidth at 25 kHz per channel, and a decoded bit error rate at 10(exp -6) with E(sub b)/N(sub o) at 3.75 dB are obtained. An interleaver, scrambler, modem synchronization, and frame format were designed, and frequency-division multiple access was selected over code-division multiple access. A link budget computation based on a worst-case scenario indicates sufficient system power margins. Transponder occupancy analysis for 72 audio channels demonstrates ample remaining capacity to accommodate emerging aeronautical services

    Dynamics and morphology of hole growth in a film of power hardening viscoplastic solid (yield stress ~ [strain-rate]^n) is investigated. At short-times the growth is exponential and depends on the initial hole size. At long-times, for n > 1/3, the growth is exponential with a different exponent. However, for n < 1/3, the hole growth slows; the hole radius approaches an asymptotic value as time tends to infinity. The rim shape is highly asymmetric, the height of which has a power law dependence on the hole radius (exponent close to unity for 0.25 < n < 0.4).     Discovery of low mass objects in Taurus

    In infrared (2.2 micron, K-band) search of small regions (25 in square) near 26 members of the Taurus star-forming association has revealed 20 dim (K = 13-16 mag) stellar objects near 13 of them. Of these 20 objects, 9 are exceptionally red. It is argued that these 9 are probably also Taurus members. From the luminosities (0.4 to 4 times 10 the -3 power luminosity) and ages (estimated at 10(exp 6) years), masses can be determined by reference to theoretical low-mass cooling curves. The masses are in the range 0.005 to 0.015 solar mass, i.e., low-mass brown dwarfs. Proper motion studies of 7 of the objects visible on the POSS plates conducted by Burton Jones establish that 4 are highly probable Taurus members while 1 is a possible member

    A program is discussed which develops a concept for measuring the electromagnetic environment on earth with equipment on board an orbiting space shuttle. Earlier work on spaceborne measuring experiments is reviewed, and emissions to be expected are estimated using, in part, previously gathered data. General relations among system parameters are presented, followed by a proposal on spatial and frequency scanning concepts. The methods proposed include a nadir looking measurement with small lateral scan and a circularly scanned measurement looking tangent to the earth's surface at the horizon. Antenna requirements are given, assuming frequency coverage from 400 MHz to 40 GHz. For the low frequency range, 400-1000 MHz, a processed, thinned array is proposed which will be more fully analyzed in the next phase of the program.
