    Public Participation Organizations and Open Policy:A Constitutional Moment for British Democracy?

    This article builds on work in Science and Technology Studies and cognate disciplines concerning the institutionalization of public engagement and participation practices. It describes and analyses ethnographic qualitative research into one “organization of participation,” the UK government–funded Sciencewise program. Sciencewise’s interactions with broader political developments are explored, including the emergence of “open policy” as a key policy object in the UK context. The article considers what the new imaginary of openness means for institutionalized forms of public participation in science policymaking, asking whether this is illustrative of a “constitutional moment” in relations between society and science policymaking

    The process of setting micronutrient recommendations: a cross-European comparison of nutrition-related scientific advisory bodies

    Copyright @ The Authors 2010Objective: To examine the workings of the nutrition-related scientific advisory bodies in Europe, paying particular attention to the internal and external contexts within which they operate. Design: Desk research based on two data collection strategies: a questionnaire completed by key informants in the field of micronutrient recommendations and a case study that focused on mandatory folic acid (FA) fortification. Setting: Questionnaire-based data were collected across thirty-five European countries. The FA fortification case study was conducted in the UK, Norway, Denmark, Germany, Spain, Czech Republic and Hungary. Results: Varied bodies are responsible for setting micronutrient recommendations, each with different statutory and legal models of operation. Transparency is highest where there are standing scientific advisory committees (SAC). Where the standing SAC is created, the range of expertise and the terms of reference for the SAC are determined by the government. Where there is no dedicated SAC, the impetus for the development of micronutrient recommendations and the associated policies comes from interested specialists in the area. This is typically linked with an ad hoc selection of a problem area to consider, lack of openness and transparency in the decisions and over-reliance on international recommendations. Conclusions: Even when there is consensus about the science behind micronutrient recommendations, there is a range of other influences that will affect decisions about the policy approaches to nutrition-related public health.     Scientific advice and public policy: expert advisers’ and policymakers’ discourses on boundary work

    This article reports on considerable variety and diversity among discourses on their own jobs of boundary workers of several major Dutch institutes for science-based policy advice. Except for enlightenment, all types of boundary arrangements/work in the Wittrock-typology (Social knowledge and public policy: eight models of interaction. In: Wagner P (ed) Social sciences and modern states: national experiences and theoretical crossroads. Cambridge University Press, Cambridge, 1991) do occur. ‘Divergers’ experience a gap between science and politics/policymaking; and it is their self-evident task to act as a bridge. They spread over four discourses: ‘rational facilitators’, ‘knowledge brokers’, ‘megapolicy strategists’, and ‘policy analysts’. Others aspire to ‘convergence’; they believe science and politics ought to be natural allies in preparing collective decisions. But ‘policy advisors’ excepted, ‘postnormalists’ and ‘deliberative proceduralists’ find this very hard to achieve

    Beyond the Dutch "Multicultural Model": The Coproduction of Integration Policy Frames in The Netherlands

    The Netherlands has been internationally known for its multicultural approach to immigrant integration. The aim of this article is to delve into the "coproduction" by researchers and policy makers of this so-called Dutch "multicultural model". As this article shows, researchers and policy makers have in The Netherlands been joined in several discourse coalitions. Indeed, one of these discourse coalitions supported an integration paradigm with multicultural elements, but at least two other types of discourses can be identified in The Netherlands, one of more liberal-egalitarian nature and one more assimilationist. In spite of the persistent image of The Netherlands as a representative of the multicultural model, it is in fact this multiplicity of discourses that characterizes the Dutch case.     Materials and Devices of the Public: An Introduction

    This introduction provides an overview of material- or device-centered approaches to the study of public participation, and articulates the theoretical contributions of the four articles that make up this special section. Set against the background of post-Foucaldian perspectives on the material dimensions of citizenship and engagement - perspectives that treat matter as a tacit, constituting force in the organization of collectives and are predominantly concerned with the fabrication of political subjects - we outline an approach that considers material engagement as a distinct mode of performing the public. The question, then, is how objects, devices, settings and materials acquire explicit political capacities, and how they serve to enact material participation as a specific public form. We discuss the connections between social studies of material participation and political theory, and define the contours of an empiricist approach to material publics, one that takes as its central cue that the values and criteria particular to these publics emerge as part of the process of their organization. Finally, we discuss four themes that connect the articles in this special section, namely their focus on 1) mundane technologies, 2) experimental devices and settings for material participation; 3) the dynamic of effort and comfort, and 4) the modes of containment and proliferation that characterize material publics
