Giving something back? Sentiments of privilege and social responsibility among elite graduates from Britain and France
This article explores the complex relationship between transnational elites and civil society through examining the contrasting orientations of two cohorts of ‘elite graduates’ from Paris and Oxford. Both cohorts believe their privileged status has been earned through hard work and ability. But they are also aware that they have benefited from advantages not available to all. Perhaps because of this, they express the need to ‘give something back’. However, the means through which they seek to discharge their social responsibilities are very different. While the Oxford graduates seek to ‘give something back’ through volunteering and third sector engagement, the Paris graduates will ‘give something back’ through public service. The article discusses how the contrasting relationship between the state, civil society and the education system in these two countries may shape dispositions, and speculates on the extent to which these elite recruits’ commitment to ‘give something back’ will make a difference
Not saying, not doing: Convergences, contingencies and causal mechanisms of state reform and decentralisation in Hollande’s France
Are States in contemporary Europe subject to new forms of convergence under the impact of economic crisis, enhanced European steering and international monitoring? Or is the evolution of governance (national and sub-national) driven fundamentally by diverging, mainly domestic pressures? Drawing on extensive new data, the article combines analysis of the State Modernisation and Decentralisation reform programmes of the Hollande–Ayrault administration, drawing comparisons where appropriate with the previous Sarkozy regime. The limits of President Hollande’s anti-Sarkozy method were demonstrated in the first 2 years; framing state reform and decentralisation in negative terms prevented the emergence of a coherent legitimising discourse. The empirical data is interpreted with reference to a comparative ‘States of Convergence’ framework, which is conceptualised as a heuristic device for analysing variation between places, countries and policy fields. The article concludes that the forces of hard convergence are gaining ground, as economic, epistemic and European pressures continually challenge the forces of institutional inertia

Business elites and the field of power in France
Bourdieu’s construct of the field of power has received relatively little attention despite its novelty and theoretical potential. This paper explores the meaning and implications of the construct, and integrates it into a wider conception of the formation and functioning of elites at the highest level in society. Drawing on an extensive dataset profiling the careers of members of the French business elite, it compares and contrasts those who enter the field of power with those who fail to qualify for membership, exploring why some succeed as hyper-agents while others do not. The alliance of social origin and educational attainment, class and meritocracy, emerges as particularly compelling. The field of power is shown to be relatively variegated and fluid, connecting agents from different life worlds. Methodologically, this paper connects biographical data of top French directors with the field of power in France in a novel way, while presenting an operationalization of Bourdieu’s concept of the field of power as applied to the French elite
Introduction: Administrative reforms and mergers in Europe - research questions and empirical challenges
This special issue originated with two workshops held by the Comparative Public Administration Working Group (Groupe Science politique comparée des administrations-SPCA) of the French Political Science Association (AFSP) in April and September 2008. Our workshops focused on a rather under-researched dimension of comparative public administration: namely administrative mergers and bureaucratic reorganizations as a dimension of contemporary reforms. We started from the observation that, in recent years, there has been a rich literature on the role of agencies and other forms of organizational decentralization, but much less on organizational and professional mergers within public administrations. Participants were invited to address a set of linked questions designed to try and elucidate the nature and scope of administrative reorganizations in the European countries under observation. Among these questions were the following: under which conditions and to what extent do mergers and other forms of administrative reorganization have sustainable effects on the state apparatus? How does the multi-level structure of government, especially within federal states (Germany, Belgium), regionalized (Spain) or ‘dual’ states (United Kingdom) influence administrative reforms? What policy narratives are mobilized to justify and legitimize these reorganizations, and especially how important is the discourse of New Public Management (NPM) in that respect? Finally, what are the consequences of such reforms on civil servants’ careers, professional identities and administrative cultures? The issue brings together a range of country-specific articles whose remit is, broadly, to address these questions and to contribute to enriching the comparative and empirically rooted reflection about the dimensions and forms of state reforms in the NPM era
