    Subsidized Vocational Training: Stepping Stone or Trap? An Evaluation Study for East Germany

    The aim of this paper is to analyze whether the formally equal qualifications acquired during a subsidized vocational education induce equal employment opportunities compared to regular vocational training. Using replacement matching on the basis of a statistical distance function, we are able to control for selection effects resulting from different personal and profession-related characteristics, and thus, to identify an unbiased effect of the public support. Besides the ‘total effect’ of support, it is of special interest if the effect is stronger for subsidized youths in external training compared to persons in workplace-related training. The analysis is based on unique and very detailed data, the Youth Panel of the Halle Centre for Social Research (zsh). The results show that young people who successfully completed a subsidized vocational education are disadvantaged regarding their employment opportunities even when controlling for personal and profession-related influences on the employment prospects. Besides a quantitative effect, the analysis shows that the graduates of subsidized training work in slightly worse (underqualified) and worse paid jobs than the adolescents in the reference group. The comparison of both types of subsidized vocational training, however, does not confirm the expected stronger effect for youths in external vocational education compared to workplace-related training.microeconometric evaluation, matching, vocational education, east germany

The analysis is based on unique, very detailed data, the Youth Panel of the Halle Centre for Social Research (zsh). The results show that young people who successfully completed a workplace-related training are disadvantaged regarding their employment opportunities even when controlling for personal and profession-related influences. Besides a quantitative effect on the percentage of employed adolescents, the analysis shows differences in the job quality: The employed graduates of workplace-related training work in worse paid jobs, and less are employed in qualification adequate occupations compared to matchable graduates of regular vocational education.

    Is there a Superior Distance Function for Matching in Small Samples?

    The study contributes to the development of ’standards’ for the application of matching algorithms in empirical evaluation studies. The focus is on the first step of the matching procedure, the choice of an appropriate distance function. Supplementary o most former studies, the simulation is strongly based on empirical evaluation ituations. This reality orientation induces the focus on small samples. Furthermore, ariables with different scale levels must be considered explicitly in the matching rocess. The choice of the analysed distance functions is determined by the results of former theoretical studies and recommendations in the empirical literature. Thus, in the simulation, two balancing scores (the propensity score and the index score) and the Mahalanobis distance are considered. Additionally, aggregated statistical distance functions not yet used for empirical evaluation are included. The matching outcomes are compared using non-parametrical scale-specific tests for identical distributions of the characteristics in the treatment and the control groups. The simulation results show that, in small samples, aggregated statistical distance functions are the better choice for summarising similarities in differently scaled variables compared to the commonly used measures.distance functions, matching, microeconometric evaluation, propensity score, simulation

    Will There Be a Shortage of Skilled Labor? An East German Perspective to 2015

    We analyze the supply and demand of skilled labor in an East German federal state, Thuringia. This state has been facing high unemployment in the course of economic transformation and experiences population ageing and shrinking more rapidly than most West European regions. In a first step, we use extrapolation techniques to forecast labor supply and demand for the period 2009-2015, disaggregated by type of qualification. The analysis does not corroborate the notion of an imminent skilled-labor shortage but provides hints for a tightening labor market for skilled workers. In the second step, we ask firms about their appraisal of future recruitment conditions, and both current and planned strategies in the context of personnel management. The majority of firms plan to expand further education efforts and hire older workers.     Der Fachkräfteneubedarf in Thüringen bis 2015: Prognose und Handlungsoptionen

    We forecast the number of qualified workers required in the German federal state Thuringia until 2015 on the basis of the manpower requirement approach. Disaggregated by types of qualification, this method distinguishes between two sources of recruitment requirements: replacement demand for old workers and expansion demand to reflect structural changes of industry sectors and productivity growth. Both components are calculated from register data on employment covered by social security. Relative to current employment, recruitment requirements vary across occupations. A comparison of recruitment requirements for medium-skilled workers with the structure of vocational training reveals potential mismatch between demand and supply of medium-skilled labor in the near future if the composition of apprenticeship programs remains unchanged. The study closes with policy recommendations to prevent occupational mismatch.

    Control of development, secondary metabolism and light-dependent carotenoid biosynthesis by the velvet complex of Neurospora crassa

    Neurospora crassa is an established reference organism to investigate carotene biosynthesis and light regulation. However, there is little evidence of its capacity to produce secondary metabolites. Here, we report the role of the fungal-specific regulatory velvet complexes in development and secondary metabolism (SM) in N. crassa. Three velvet proteins VE-1, VE-2, VOS-1, and a putative methyltransferase LAE-1 show light-independent nucleocytoplasmic localization. Two distinct velvet complexes, a heterotrimeric VE-1/VE-2/LAE-1 and a heterodimeric VE-2/VOS-1 are found in vivo. The heterotrimer-complex, which positively regulates sexual development and represses asexual sporulation, suppresses siderophore coprogen production under iron starvation conditions. The VE-1/VE-2 heterodimer controls carotene production. VE-1 regulates the expression of .15% of the whole genome, comprising mainly regulatory and developmental features. We also studied intergenera functions of the velvet complex through complementation of Aspergillus nidulans veA, velB, laeA, vosA mutants with their N. crassa orthologs ve-1, ve-2, lae-1, and vos-1, respectively. Expression of VE-1 and VE-2 in A. nidulans successfully substitutes the developmental and SM functions of VeA and VelB by forming two functional chimeric velvet complexes in vivo, VelB/VE-1/LaeA and VE-2/VeA/LaeA, respectively. Reciprocally, expression of veA restores the phenotypes of the N. crassa ve-1 mutant. All N. crassa velvet proteins heterologously expressed in A. nidulans are localized to the nuclear fraction independent of light. These data highlight the conservation of the complex formation in N. crassa and A. nidulans. However, they also underline the intergenera similarities and differences of velvet roles according to different life styles, niches and ontogenetic processes

    The Importance of Localized Related Variety for International Diversification of Corporate Technology

    Internationalization of research and development has increased substantially in Europe in recent years, and particularly in Germany. This paper analyses the determinants of spatial distribution of foreign technological activities across 96 German regions (1996-2009). The paper identifies foreign technological activities by applying the cross-border-ownership concept to patent applications. The main proposition of the paper is that regions with higher related variety of technological activities between sectors attract more foreign technological activities. The estimation of a pooled count data model shows that this is the case. However, it applies only to regions characterized by a high overall technological strength. This finding suggests that related variety facilitates technological diversifications of foreign corporations in regions at the top of the geographic hierarchy within host countries.1648166

    Public innovation subsidies in a regional environment are expected to unfold a positive economic impact over time. The focus of this paper is an assessment of the long-run impact of innovation and innovation subsidies in German regions. We scrutinize this by an estimation approach combining panel model and time series characteristics and using regional data for the years 1980 to 2014. The results show that innovation and innovation subsidies in the long run have a positive impact on the economic development of regions in Germany. This supports a long-term strategy for regional and innovation policy.128412955
