    The main question of books being starting point to write my Paper is legitimacy, illegitimacy of depriving somebody of his or her life. Today death penalty is one of the central issues of several political discussions and daily conversations too. It is not surprising that people aim to argue in favor in many cases taking into consideration of manslaughters comitted more and more inhumane and cruelway. These acts are considered as explanations for restaring to this penalty by supporters of capital punishment int he case of the most serious crimes, in order to protect innocent people and to avoid similar capital offences. My paper is divided into three parts. The first one focus on the pros and cons, the second presents the international and national documents declaring the right to life and in the third part, I analyze the theoritical approach and activity which the European Union represented int he decade. Author abstains from offering an opinion because judgement of necessity of death penalty is a complex issue. It is affected by political and social factors and the pros and cons are changing depending on historical eras, countries, governors and problems that could be observed in society. At the same time we have to keep in mind that the existence of humanitarian penal law calls the international organizations for significant fight againts this penalty in order to abolish it all over the world

    In connection with the audiovisual media services, the alternative regulatory schemes are supported by the experts of the European Union in order to ensure high level consumer protection and achieve public interest purposes. Latter includes the protection of minors against harmful effects of the media services. This aim makes necessary to apply particularly co-regulation in new media environment because of its several advantages. Taking into consideration above mentioned, Paper wishes to present the provisions on linear and non-linear services of Audiovisual Media Services Directive that were adopted in order to protect minors. Furthermore the Paper focuses on their implementation in Hungary and tries to address several questions to be regulated within coregulatory scheme that could provide preventing underages from seriously and likely harmful media contents

    Protecting minors shall be provided all time by adults, smaller and bigger communities living surrounding children since the base of a healthy society is the young generation whose appropriate development is ensured. In fact, children’s rights are realized or can be damaged in sector specific legal relationships. Taking into account of mentioned above, present Paper focuses on tools to protect children from linear audiovisual media services and aims to describe how the European Union and two Member States try to ensure minors protection against television broadcasting. Nowadays, classifying media contents with selecting the time of broadcast, the acoustic and optical warning themselves do not ensure minors prevention from harmful media contents because of several reasons. This way, the main question is that I try to answer in my Paper, how regulators can ensure the most effective protection for minors against television broadcasting. By comparing national rules several inferences can be stated related to regulatory methods and child-protective tools. This Paper was led to conclusion that UK prevents minors from harmful TV content elements more effectively

    A kiskorúak védelme olyan európai és nemzeti alkotmányos követelmény, amely meghatározza más jogi és nem jogi szabályok keretét és tartalmát. Az új médiavilágban az egész társadalom köteles részt vállalni egy biztonságos audiovizuális, digitális és online környezet megteremtésében, ellenőrzéssel, kötelezettségvállalással és jogalkotással, tekintve, hogy napjainkban a médiaszolgáltatások egyre több kihívást generálnak. Ezek megoldása megfelelő intézkedéseket kíván meg a jogszabályalkotóktól és szakmai szabályozóktól, továbbá a szülőktől egyaránt. Tehát az állami szabályozást ki kell egészítenie a médiaszakma kötelezettségvállalásának akár az állammal együttműködve, akár önállóan. Erre tekintettel a Tanulmány azt kívánja bemutatni, hogy a hazai jogi és szakmai szabályalkotók hogyan törekszenek a kiskorúak egészséges fejlődését megvédeni a média területén az Európai Unió minimumkövetelményei tükrében. Továbbá a Tanulmány olyan előremutató intézkedések megismertetésére is vállalkozik, amelyeket más tagállamok fogadtak el a gyermekek káros médiahatásoktól történő megóvása érdekében. A Tanulmány úgy véli a tagállamok előremutató eszközeit figyelembe véve, hogy hazánkban szükséges lenne a tartalom-besorolásra és –klasszifikációra vonatkozó jogi rendelkezések nagyobb tisztelete, további részletesebb és speciálisabb kötelezettségvállalás különösen az on-demand médiaszolgáltatásokkal összefüggésben és a médiatudatosság előmozdítása minden korosztály számára
