Territorio y actividad constructora: del "tsunami" a la crisis. Factores explicativos y propuesta de indicadores a escala municipal en Andalucía
El artículo analiza el gran crecimiento de la actividad constructora y urbanizadora en
España en la primera mitad de esta década, seguido de su colapso tras el estallido de la crisis
económica internacional. Se distinguen los rasgos que singularizan por su magnitud el caso
español en el contexto europeo, detallando sus factores causales. Finalmente se estudia en
detalle el ejemplo de la Comunidad Autónoma de Andalucía, seleccionando e interpretando una
serie de indicadores que abordan la temática desde un enfoque territorial a escala municipal.In this paper the marked growth of the construction and urbanization activity in Spain
in the first half of this decade and the current collapse caused by the current international
economic crisis is studied. The causal factors of the particular spanish case in the european context are differentiated. Finally, the case of the Autonomous Region of Andalusia is
studied from a series of indicators that explain the phenomenon from a territorial approach

Vivienda y estructura del hogar en la provincia de Sevilla. Un análisis desde la perspectiva de género
Las necesidades de vivienda derivadas de los factores demográficos se forman
esencialmente en torno a los procesos de creación y disolución de hogares. Los nuevos
hogares se constituyen fundamentalmente como resultado de la creación de nuevos
núcleos familiares, por emancipación de individuos aislados o por la reforma de los
existentes. En este sentido, la ruptura del concepto de familia tradicional y el desarrollo
de hogares monoparentales con la mujer como cabeza de familia o mediante la
conformación de hogares unipersonales, juega un papel fundamental en la nueva
estructura de hogares, cuya importancia cobra diferente protagonismo en función del
grado de metropolización de las ciudades y su mayor o menor arraigo a una cultura
urbana o rural.
En la presente comunicación se pretende llevar a cabo un análisis estadístico-territorial
de la dinámica de hogares en los municipios de la provincia de Sevilla, haciendo
especial énfasis en el protagonismo de la mujer en el proceso de independencia y
desarrollo de esos nuevos hogares. Se analizarán las dinámicas comunes de
comportamiento según las comarcas de la provincia de Sevilla y se revisarán las
medidas públicas actuales que favorecen el acceso a la vivienda a las mujeres en
función a su rango de edad

A place in the sun: the British housing market’s (de)construction of Andalusia
Andalusia has become one of the main destinations for British residential tourists, attracted by leisure, a mild climate and the search for a better lifestyle. Prompted by its interest in selling houses, the real estate industry has devised an image of the Andalusian landscape that is, to all intents and purposes, partial and biased. The purpose of this research is to assess the importance of the elements and features that characterise this particular vision of this Spanish region, paying particular attention to more rural inland areas. For this, an empirical study has been conducted based on content analysis of real estate websites targeting British buyers. This study has revealed that: (i) the misrepresented and romantic projection of the image of Andalusia still persists to a certain extent. Among the main elements and attributes that characterise the landscape are all those that emphasise the region’s sublime, picturesque and exotic nature; other main landscape qualities and unique areas, specifically, any that today enjoy natural or cultural legal protection due to their heritage value, are less important in this cultural construction; (ii) the various parts of Andalusia are treated unequally. Malaga province and the rest of the Baetic Mountains are much better represented than other areas (the Guadalquivir Valley and the Sierra Morena mountains). This imbalance sometimes results in a distorted construction of the territory. This way of conceiving Andalusia puts Malaga at the heart of the region, and the further from the Costa del Sol, the more peripheral the regions become; (iii) the complexity of the landscape as a cultural expression is reduced to a set of simplified features that can be easily digested by a social group focused not on experiencing, but on consuming the landscape
Linking Vulnerability to Heatwaves and Public Health: Indicators for EU Policies on Energy Renovation of Residential Buildings
To achieve the recommendation stated in the title, we propose the following:
- Recognising heatwave risks as a public health problem, energy renovation of buildings must focus on the most vulnerable groups.
- Renovation programmes require an integrative approach, interdisciplinary teams, and socio-educational initiatives such as “energy coaching”.
- A multi-criteria framework is proposed for the assessment of heatwaves vulnerability integrating biophysical and socio-economic factors.
- Main factors of vulnerability are identified: income level; population over 65 (mostly elderly women living alone); educational level; ageing and quality of buildings; and urban greening.
- Quality and availability of data on health, building quality, and energy use are essential to effective prioritisation of funding for renovation
Regionalization of housing policies? An exploratory study of Andalusia, Catalonia and the Basque Country
The Spanish home ownership sector has been hit hard by the economic crisis. Repossessions stand at around half a million in the period from 2008 to 2014. This article investigates how the authorities, both at the level of the Spanish state and of the autonomous communities (regions), have responded to this problem. We investigated whether they assist troubled home owners and aim to design a less risky housing system, with more (social) rental housing. Our research in Catalonia, the Basque Country and Andalusia shows that Autonomous Communities are playing an increasingly important role in this matter. This finding fits well with theories on the formation of regional varieties of welfare, which indicate that flaws of the central governments in providing social welfare, are increasingly addressed by regions. The Basque Country seems to be on the way of designing the most comprehensive system of housing policies of the three regions, including a strong Right to Housing. All three regions regard the mobilisation of the large vacant dwelling stock as an important means to provide more affordable rental housing. However, the owners are often unwilling and the three regions have proposed drastic measures, such as fines and even temporary expropriations. The central government resists such measures, because they might interfere with the proper working of the country’s financial system. It shows that certain policy competences can never be totally isolated from other policy fields and multi-level distribution of competences makes it all the more complex.OLD Housing System
