Distributed Detection in Sensor Networks with Limited Range Sensors
We consider a multi-object detection problem over a sensor network (SNET)
with limited range sensors. This problem complements the widely considered
decentralized detection problem where all sensors observe the same object.
While the necessity for global collaboration is clear in the decentralized
detection problem, the benefits of collaboration with limited range sensors is
unclear and has not been widely explored. In this paper we develop a
distributed detection approach based on recent development of the false
discovery rate (FDR). We first extend the FDR procedure and develop a
transformation that exploits complete or partial knowledge of either the
observed distributions at each sensor or the ensemble (mixture) distribution
across all sensors. We then show that this transformation applies to
multi-dimensional observations, thus extending FDR to multi-dimensional
settings. We also extend FDR theory to cases where distributions under both
null and positive hypotheses are uncertain. We then propose a robust
distributed algorithm to perform detection. We further demonstrate scalability
to large SNETs by showing that the upper bound on the communication complexity
scales linearly with the number of sensors that are in the vicinity of objects
and is independent of the total number of sensors. Finally, we deal with
situations where the sensing model may be uncertain and establish robustness of

Self-Aligned Ballistic Molecular Transistors and Electrically Parallel Nanotube Arrays
Carbon nanotube field-effect transistors with structures and properties near
the scaling limit with short (down to 50 nm) channels, self aligned geometries,
palladium electrodes with low contact resistance and high-k dielectric gate
insulators are realized. Electrical transport in these miniature transistors is
near ballistic up to high biases at both room and low temperatures. Atomic
layer deposited (ALD) high-k films interact with nanotube sidewalls via van der
Waals interactions without causing weak localization at 4 K. New fundamental
understanding of ballistic transport, optical phonon scattering and potential

Orta Asya'da hükümdarın şahsi servetler edinip, halkının durumunu düşünmeden hareket etmesini engellemek maksadıyla, hükümdar yılda iki kez halka açık ziyafetler verir ardından eşi ile otağından çıkarak halkın otağı yağma edip ihtiyaçlarını almasını sağlardı. 'Han-ı yağma" deyiminin bu "potlaç'' töreni ile ilgili bir deyim olduğu
ilk defa rahmetli Ziya Gökalp tarafından kaydedilmiştir. Türkler bir defa "hoy" diyerek bütün sofrayı yağma ederlerdi. Hafız-i Şirazi'nin beyitlerinden de anlaşılıyor ki İranlılar "han-ı yağma" törenini Türk göreneği saymışlardır. Bu geleneğin Orta-Asya boyları arasında Moğol istilasından sonra devam
ettiğine dair elimizde tarihi veri mevcut değildir. Moğolların, Timur ve oğullarının devrinde yazılan tarih kitaplarında Türk gelenek ve göreneklerine çok önem verilmekte, en küçük olaylar bile yazarların gözünden kaçmamaktadır. Durum böyle iken bu devrin yazarlarından hiçbir kimse Potlaç izi olabilecek
bir gelenekten bahsetmemiştir. Dikkate değer bir bilgi ise XVIII. yüzyılın sonlarına kadar Osmanlı sarayında 'han-ı yağma'yı çok andıran bir gelenek tarih belgelerinde kaydedilmiştir. Bu da Han Yağması geleneğinin biçim değiştirmiş hali olan "Çanak Yağması" geleneği olarak karşımıza çıkmaktadır. Selçuklular ve Suriye Atabegleri (Zen-giler)'nde ve Osmanlılarda da toy geleneğinin yeni formları sürmüştür. Suriye hükümdarı Nureddin Mahmud’un Arap etkisi altındaki bir ortamda bile yağmalı toylar verdiği bilinmektedir
A Study of Inclusive Double-Pomeron-Exchange in p pbar -> p X pbar at root s = 630 GeV
We report measurements of the inclusive reaction, p pbar -> p X pbar, in
events where either or both the beam-like final-state baryons were detected in
Roman-pot spectrometers and the central system was detected in the UA2
calorimeter. A Double-Pomeron-Exchange (DPE) analysis of these data and single
diffractive data from the same experiment demonstrates that, for central masses
of a few GeV, the extracted Pomeron-Pomeron total cross section exhibits an
enhancement which exceeds factorization expectations by an order-of-magnitude.
This may be a signature for glueball production. The enhancement is shown to be
independent of uncertainties connected with possible non-universality of the
Pomeron flux factor. Based on our analysis, we present DPE cross section
predictions, for unit (1 mb) Pomeron-Pomeron total cross section, at the

Cross Section Measurements of Hard Diffraction at the SPS-Collider
The UA8 experiment previously reported the observation of jets in diffractive
events containing leading protons (``hard diffraction''), which was interpreted
as evidence for the partonic structure of an exchanged Reggeon, believed to be
the Pomeron . In the present Letter, we report the final UA8 hard-diffractive
(jet) cross section results and their interpretation. After corrections, the
fraction of single diffractive events with mass from 118 to 189 GeV that have
two scattered partons, each with Et_jet > 8 GeV, is in the range 0.002 to 0.003
(depending on x_p). We determine the product, fK, of the fraction by which the
Pomeron's momentum sum rule is violated and the normalization constant of the
Pomeron-Flux-Factor of the proton. For a pure gluonic- or a pure qqbar-Pomeron
, respectively: fK = 0.30 +- 0.05 +- 0.09) and (0.56 +- 0.09 +- 0.17) GeV^-2.Comment: 20 pages, 5 Encapsulated Postscript figures, LaTex, Final Version,

Project PROMETHEUS: Design and Construction of a Radio Frequency Quadrupole at TAEK
The PROMETHEUS Project is ongoing for the design and development of a 4-vane
radio frequency quadrupole (RFQ) together with its H+ ion source, a low energy
beam transport (LEBT) line and diagnostics section. The main goal of the
project is to achieve the acceleration of the low energy ions up to 1.5 MeV by
an RFQ (352 MHz) shorter than 2 meter. A plasma ion source is being developed
to produce a 20 keV, 1 mA H+ beam. Simulation results for ion source,
transmission and beam dynamics are presented together with analytical studies
performed with newly developed RFQ design code DEMIRCI. Simulation results
shows that a beam transmission 99% could be achieved at 1.7 m downstream
reaching an energy of 1.5 MeV. As the first phase an Aluminum RFQ prototype,
the so-called cold model, will be built for low power RF characterization. In
this contribution the status of the project, design considerations, simulation
results, the various diagnostics techniques and RFQ manufacturing issues are
