Vulnerable and voiceless on the move. Unaccompanied child migrants in the EU

    Get PDF
A significant part of child migration is “often invisible in data and policy”, but available data shows that at least 5.3% of the over one million migrants who have lodged first time asylum application in the EU in 2016 were unaccompanied children in need of international protection and that the numbers are constantly rising. In spite of this alarming trend, unaccompanied asylum seeking children (UASC) still suffer in Europe particularly in Greece and Italy seriously inadequate protection, inappropriate services to meet their needs and interests, as well as slow and poor procedures to process their files and ensure them asylum status, family reunification, or relocation, according to their needs. Such dysfunctionalities often encourage young migrants to escape the system and continue their journey relying on smugglers, with the additional risk of becoming victims of abuse and exploitation. The European Union should overcome the Member States’ increasing lack of solidarity and expand the EU regular migration package, starting from the family reunification procedures

Environmental Migrations from Conflict-Affected Countries: Focus on EU Policy Response

    Get PDF
Given the strong evidence that most environmental migration is likely to occur within the Global South, the analysis of this paper and many of its recommendations focus on EU external and humanitarian policies in the field of environmental migration, as well as foreign policy and humanitarian aid and development-cooperation programs implemented in conflict-affected countries. The purpose of this paper is to contribute to the environmental migration debate with a multifaceted perspective that takes into account the relationship between climate change, migration and conflict. In doing so, it aims to highlight areas of particular political and geopolitical interest where further EU legal, policy, and humanitarian action is needed. On the basis of the analyzed legal, political, and institutional frameworks and the critical issues raised from the rograms implemented in the field, I will indicate areas of political and geopolitical interest for EU external action and humanitarian aid strategy and where further EU policy action is needed

One-dimensional random field Kac's model: weak large deviations principle

We prove a quenched weak large deviations principle for the Gibbs measures of a Random Field Kac Model (RFKM) in one dimension. The external random magnetic field is given by symmetrically distributed Bernoulli random variables. The results are valid for values of the temperature, β1\beta^{-1}, and magnitude, θ\theta, of the field in the region where the free energy of the corresponding random Curie Weiss model has only two absolute minima mβm_\beta and TmβTm_\beta. We give an explicit representation of the rate functional which is a positive random functional determined by two distinct contributions. One is related to the free energy cost F{\cal F}^* to undergo a phase change (the surface tension). The F{\cal F}^* is the cost of one single phase change and depends on the temperature and magnitude of the field. The other is a bulk contribution due to the presence of the random magnetic field. We characterize the minimizers of this random functional. We show that they are step functions taking values mβm_\beta and TmβTm_\beta. The points of discontinuity are described by a stationary renewal process related to the hh-extrema for a bilateral Brownian motion studied by Neveu and Pitman, where hh in our context is a suitable constant depending on the temperature and on magnitude of the random field. As an outcome we have a complete characterization of the typical profiles of RFKM (the ground states) which was initiated in [14] and extended in [16]

Basic skills in managing family finances need to be owned by every family, especially housewives. The low level of public education results in bad habits in managing family expenses. Therefore, to break the chain of low poverty, it can also be done by providing training on the importance of management and periodic counseling to the community regarding training and education in family financial management, which is expected to be able to open minds and attract people's interest to change life-saving behavior. The method of implementing this community service activity is through training carried out involving the Pangabasen Hamlet community who are members of a group of women who receive conditional cash assistance from the Ministry of Social Affairs of the Republic of Indonesia and interactive communication. The results of the training activities for compiling and controlling household financial budgets and the use of social assistance provided by the government to families had a positive response during the training, this group of women was very enthusiastic about the training provided so that the training carried out ran optimally. only given training this time but at other times also want community service with other topics that educate

Relative remote rural areas (RRRA)in developed regions: an analysis of the Emilia-Romagna region to support policy decision making.

This paper addresses the identification and the analysis of the remote rural areas (RRA) that should be at the center of future regional development policies for periphery areas in averagely highly developed territories, such as the Emilia-Romagna region. However, since none of the areas of the region can be defined lagging or underdeveloped when compared with the EU 25 countries, it is introduced the concept of “Relative” Remote Rural Area (RRRA) which partially could recall the semi-periphery in the theoretical scheme of Immanuel Wallestrein or the trasition area of Friedmann. Methodologically, the investigation is done both by using as a basis an intermediate geographical level that can be considered in line with the NUTS4 one: the SLL (Local Working Systems) identified by the Italian Institute of Statistics (ISTAT), and by a NUTS5-level cluster analysis performed using a selection of indicators, which includes demographic, socio-economic, employment, agricultural, infrastructure and commuting patterns. This work led to the identification and mapping of a set of municipalities that show the higher remote & rural features of the region. The Province of Ferrara resulted the NUTS3 level with the highest RRRA. After a discussion upon the main characteristics of this areas, preliminary policy indications for these territories are given.remotness; rurality; local working system (SLL); geographical economic analysis; regional policy

    Consiglio europeo.
