    No more cutting class ? reducing teacher absence and providing incentives for performance

    Expanding and improving basic education in developing countries requires, at a minimum, teachers who are present in the classroom and motivated to teach, but this essential input is often missing. This paper describes the findings of a series of recent World Bank and other studies on teacher absence and incentives for performance. Surprise school visits reveal that teachers are absent at high rates in countries such as India, Indonesia, Uganda, Ecuador, and Zambia, reducing the quality of schooling for children, especially in rural, remote, and poor areas. More broadly, poor teacher management and low levels of teacher accountability afflict many developing-country education systems. The paper presents evidence on these shortcomings, but also on the types of incentives, management, and support structures that can improve motivation and performance and reduce avoidable absenteeism.     This Sector Framework Document (SFD) for Education and Early Childhood Development has been prepared in accordance with document GN-2670-1, which governs the strategies, policies, sector frameworks, and guidelines to set out the Bank's goals in Education and Early Childhood Development (ECD) and guide its work on knowledge generation and dialogue with the countries, their governments, and private borrowers. This Sector Framework Document will be complemented with the Social Protection and Health and Labor Markets SFDs to address ECD and school-to-work transition projects, respectively.

Monografía con el título 'La tarea de enseñar: atraer, formar, retener y desarrollar buen profesorado'América Latina enfrenta enormes desafíos, particularmente aquellos planteados por el desarrollo, la pobreza y la desigualdad, y la educación es reconocida como uno de los medios más críticos para enfrentar estos desafíos. La democratización de la educación a través del mejoramiento tanto de su cobertura como de su calidad es crítica para superar la desigualdad social y económica existente en toda América Latina. Asegurar que todos los niños tengan la oportunidad de adquirir las habilidades críticas en los niveles primario y secundario es primordial para superar las barreras de habilidades que perpetúan el subdesarrollo y la pobreza. Un creciente conjunto de evidencia apoya la noción intuitiva de que los docentes desempeñan una función clave en lo que respecta a qué, cómo y cuánto deben aprender los estudiantes. Atraer personas calificadas a la profesión docente, retener a estos maestros calificados, proporcionar leslas competencias y conocimientos necesarios y motivarlos a trabajar duro y esforzarse al máximo es probablemente el principal desafío en el ámbito de la educación. Este artículo analiza el impacto de las reformas educativas en la calidad de la enseñanza y el aprendizaje estudiantil.     Latin America faces huge challenges, particularly those presented by development, poverty and inequality. Education is acknowledged at all levels as one of the more critical means to face these challenges. Democratization of education through the improvement of its coverage as much as its quality becomes critical to overcome Latin America socio-economic inequality. Guaranteeing all children¿ s opportunities to acquire critical abilities in primary and secondary school is paramount to overcome those barriers that perpetuate underdevelopment and poverty. Growing evidence supports the intuitive notion that teachers play a key role in what, how and what extent students must learn.Attracting qualified people to the teaching profession, retaining them, helping them to attain required competencies and knowledge, and motivating them to work hard and make their best is probably the main challenge in education. This paper analyses the impact of education reforms on the quality of teaching and students learning. Examined reforms represent the efforts of several countries in the region to increase teachers responsibility over results and introduce incentives to motivate teachers to improve students learning.América Latina enfrenta enormes desafíos, particularmente aquellos planteados por el desarrollo, la pobreza y la desigualdad.     Early childhood development outcomes play an important role throughout a person's life, affecting one's income-earning capacity and productivity, longevity, health, and cognitive ability. The deleterious effects of poor early childhood development outcomes can be long-lasting, affecting school attainment, employment, wages, criminality, and social integration of adults. The authors first take stock of early childhood development indicators in the region and explore access to early childhood development services for children of different backgrounds. They review recent evidence on the impact of early childhood development interventions in the region and investigate more deeply a selection of programs in Latin America and the Caribbean to distill lessons related to their design, implementation and institutionalization processes. The book concludes with a discussion of the challenges of scaling up and presents policy options to develop national early childhood development policies and programs that may be effective and sustained over time.     Understanding what and how students learn has emerged as a salient issue in Latin America, a region where the majority of children now have access to schools but few students learn the skills they need to succeed. 'Raising Student Learning in Latin America' examines recent advances in our understanding of the policies and programs that affect student learning and provides policy makers with effective options. This volume relies on indicators from national and international assessments of subject matter knowledge plus intermediate learning indicators, such as dropout and completion rates. The first part focuses on the central role of student learning in education. The second part reviews the evidence on factors and policies that affect student learning. The final part addresses policy options on education quality assurance.     Teoría y evidencia sobre las políticas docentes en países desarrollados y en desarrollo

    La década pasada ha sido testigo del surgimiento de un gran número de rigurosas evaluaciones de impacto de políticas docentes. En este trabajo se revisa la teoría económica y la evidencia empírica sobre ocho metas de las políticas docentes: 1) fijar expectativas claras para los docentes; 2) atraer a los mejores a la docencia; 3) preparar a los docentes con formación y experiencia útiles; 4) asignar a los docentes donde más se los necesita; 5) liderar a los docentes con buenos directores; 6) evaluar el aprendizaje y la enseñanza; 7) apoyar a los docentes para que mejoren la enseñanza y 8) motivar a los docentes en su desempeño. También se discuten los conceptos y métodos econométricos claves para comprender los estudios realizados hasta la fecha y ofrecer algunos lineamientos para futuras investigaciones.
