    The Clinton Legacy for America's Poor

    This paper examines the impact of Clinton era social policy changes on the poor. It explores shifts in incentives, behavior, and incomes and discusses the role Clinton did or did not play in influencing the policy mix and the nature of the political debate surrounding poverty. Policy changes included a radical shift in welfare policy, a sizable expansion in supports for low income workers with children, new child support enforcement measures, more restricted support for immigrants, and altered housing policies. Partly as a result of these policies, but also in part due to the strong economy, welfare use plummeted, work rose dramatically among single parents, and poverty was reduced. At the same time, there are indications that some families are doing worse than before and that some working families are not getting health and food benefits to which they are entitled. Significant questions remain about what will happen to poor families in the next recession.

    The managed competition proposals presented by the Jackson Hole Group in September 1991 have contributed significantly to the current debate on American health care reform. Critical elements of our earlier work - purchasing cooperatives, accountable health plans, outcomes information - are instrumental to most current state initiatives and many proposals for national legislation. While these ideas have formed the basis of mainstream thinking about health care delivery, Congress and the President have not yet been able to formulate a consensus strategy for ensuring universal coverage and effective cost containment.     We prove Sen's third conjecture that there are no on-shell perturbative excitations of the tachyon vacuum in open bosonic string field theory. The proof relies on the existence of a special state A, which, when acted on by the BRST operator at the tachyon vacuum, gives the identity. The level truncated solution provides vacuum energy density expected both for tachyon vacuum and trivial pure gauge.     Intrapartum epidural analgesia and breastfeeding: a prospective cohort study

    BACKGROUND Anecdotal reports suggest that the addition of fentanyl (an opioid) to epidural analgesia for women during childbirth results in difficulty establishing breastfeeding. The aim of this paper is to determine any association between epidural analgesia and 1) breastfeeding in the first week postpartum and 2) breastfeeding cessation during the first 24 weeks postpartum. METHODS A prospective cohort study of 1280 women aged > or = 16 years, who gave birth to a single live infant in the Australian Capital Territory in 1997 was conducted. Women completed questionnaires at weeks 1, 8, 16 and 24 postpartum. Breastfeeding information was collected in each of the four surveys and women were categorised as either fully breastfeeding, partially breastfeeding or not breastfeeding at all. Women who had stopped breastfeeding since the previous survey were asked when they stopped. RESULTS In the first week postpartum, 93% of women were either fully or partially breastfeeding their baby and 60% were continuing to breastfeed at 24 weeks. Intrapartum analgesia and type of birth were associated with partial breastfeeding and breastfeeding difficulties in the first postpartum week (p < 0.0001). Analgesia, maternal age and education were associated with breastfeeding cessation in the first 24 weeks (p < 0.0001), with women who had epidurals being more likely to stop breastfeeding than women who used non-pharmacological methods of pain relief (adjusted hazard ratio 2.02, 95% CI 1.53, 2.67). CONCLUSION Women in this cohort who had epidurals were less likely to fully breastfeed their infant in the few days after birth and more likely to stop breastfeeding in the first 24 weeks.     The fluctuation spectra around a Gaussian classical solution of a tensor model and the general relativity

    Tensor models can be interpreted as theory of dynamical fuzzy spaces. In this paper, I study numerically the fluctuation spectra around a Gaussian classical solution of a tensor model, which represents a fuzzy flat space in arbitrary dimensions. It is found that the momentum distribution of the low-lying low-momentum spectra is in agreement with that of the metric tensor modulo the general coordinate transformation in the general relativity at least in the dimensions studied numerically, i.e. one to four dimensions. This result suggests that the effective field theory around the solution is described in a similar manner as the general relativity.Comment: 29 pages, 13 figure

    Superstring field theory equivalence: Ramond sector

    We prove that the finite gauge transformation of the Ramond sector of the modified cubic superstring field theory is ill-defined due to collisions of picture changing operators. Despite this problem we study to what extent could a bijective classical correspondence between this theory and the (presumably consistent) non-polynomial theory exist. We find that the classical equivalence between these two theories can almost be extended to the Ramond sector: We construct mappings between the string fields (NS and Ramond, including Chan-Paton factors and the various GSO sectors) of the two theories that send solutions to solutions in a way that respects the linearized gauge symmetries in both sides and keeps the action of the solutions invariant. The perturbative spectrum around equivalent solutions is also isomorphic. The problem with the cubic theory implies that the correspondence of the linearized gauge symmetries cannot be extended to a correspondence of the finite gauge symmetries. Hence, our equivalence is only formal, since it relates a consistent theory to an inconsistent one. Nonetheless, we believe that the fact that the equivalence formally works suggests that a consistent modification of the cubic theory exists.
