    Kedudukan Peraturan Daerah yang Dibatalkan oleh Keputusan Menteri dalam Negeri Setelah Putusan Mahkamah Konstitusi Nomor 137/PUU-XIII/2015

    Pada tahun 2016 Menteri Dalam Negeri membatalkan 3.143 Peraturan Daerah bermasalah. Kemudian pada tahun 2017 Mahkamah Konstitusi mengeluarkan sebuah Putusan yang mencabut kewenangan Menteri Dalam Negeri untuk membatalkan Peraturan Daerah. Akan tetapi masih ada Pemerintah Daerah yang melaksanakan Peraturan Daerah yang dibatalkan oleh Menteri Dalam Negeri sebelum keluarnya Putusan Mahkamah Konstitusi. Penelitian ini bertujuan, untuk menganalisis kekuatan eksekutorial Keputusan Menteri Dalam Negeri yang membatalkan peraturan daerah sebelum Putusan Mahkamah Konstitusi serta untuk menganalisis kedudukan peraturan daerah yang dibatalkan oleh Keputusan Menteri Dalam Negeri yang masih dilaksanakan oleh Pemerintah Daerah setelah Putusan Mahkamah Konstitusi. Metode penelitian yang digunakan adalah penelitian hukum normatif. Sumber data penelitian adalah data sekunder yang terdiri dari bahan hukum primer, bahan hukum sekunder dan bahan hukum tertier. Hasil penelitian menunjukkan bahwa pertama. Menteri Dalam Negeri masih dapat melaksanakan Keputusan untuk membatalkan Peraturan Daerah karena Putusan Mahkamah Konstitusi tidak berlaku surut, namun idealnya yang lebih berhak membatalkan Peraturan Daerah adalah Mahkamah Agung. Kedua, Kedudukan Peraturan Daerah yang dibatalkan oleh Keputusan Menteri Dalam Negeri yang masih dilaksanakan oleh Pemerintah Daerah setelah dikeluarkannya Putusan Mahkamah Konstitusi maka Peraturan Daerah tersebut tidak langsung batal karena ada mekanisme yang harus dilakukan yaitu pencabutan. Selama belum ada pencabutan, maka Peraturan Daerah dimaksud tetap ada tetapi tidak bisa dilaksanakan. Disarankan kepada Pemerintah Pusat agar merevisi Undang-Undang Nomor 23 Tahun 2014 khususnya pasal yang mengatur tentang pembatalan Peraturan Daerah dan apabila mengeluarkan suatu peraturan Perundang-undangan harus berpedoman pada hierarki peraturan Perundang-undangan yang berlaku saat itu.In 2016 the Minister of Home Affairs canceled 3,143 problematic Regional Regulations. Then in 2017 the Constitutional Court issued a Decision revoking the authority of the Minister of Home Affairs to cancel the Regional Regulation. However, there are still Regional Governments who carry out Regional Regulations that have been canceled by the Minister of Home Affairs before the decision of the Constitutional Court is issued. This study aims to analyze the executorial power of the Decree of the Minister of Home Affairs which overturned regional regulations before the Constitutional Court Decision and to analyze the position of regional regulations which were canceled by the Decree of the Minister of Home Affairs which was still implemented by the Regional Government after the Constitutional Court Decision. The research method used is normative legal research. The source of research data is secondary data consisting of primary legal materials, secondary legal materials and tertiary legal materials. The results of the study indicate that : first, The Minister of Home Affairs can still implement the Decision to cancel Regional Regulations because the Constitutional Court Decision does not apply retroactively, but ideally the more entitled to cancel Regional Regulations is the Supreme Court. Second, the position of the Regional Regulation which was canceled by the Decree of the Minister of Home Affairs which is still carried out by the Regional Government after the issuance of the Constitutional Court Decision, the Regional Regulation is not immediately canceled because there is a mechanism that must be done, namely revocation. As long as there has been no revocation, then the Regional Regulation in question still exists but cannot be implemented. It is recommended to the Central Government to revise Act. No. 23 Year 2014 specifically the articles governing the cancellation of Regional Regulations and when issuing a law and regulation must be guided by the hierarchy of legislation in force at that time

    In this research, ZnO thin films have been successfully deposited on glass substrates by spraycoatingtechniquewith avariety the sintering temperature of 300 °C , 400 °C , 450 °C and 550 °C. Optical properties ZnO thin films were characterized by using UV-Vis spectroscopy. The ability ofphotocatalyst of ZnOfordegradation ofmethylene bluecolorwas observedthrough the absorbance test by using UV-Vis to obtain the percentage of color degradation. The results showed that the sintering temperature of ZnO affects the value of energy Gap of ZnO thin film. Higher sintering temperature resulted in higher energy gap. The largest gap energy generated from the ZnO sintering temperature of 450 ˚ Cwith values Eg 3.03 eV. ZnO photocatalyst activity of test results have been able to degrade methylene blue up to 97.62% were obtained from ZnO thin layer of sintering temperature of 450 ˚ C

    The development of civil society in Indonesia raises important questions to be answered at the same time also be a fundamental reason for doing this study, namely issues concerning the relationship between state and civil society. This study wanted to see the relationship between the State and civil society in the province of Riau, studies the relationship between local government and the Riau Malay Customary Institution (LAM Riau).This study is a qualitative research, the data collection techniques in this study is a descriptive analysis. This study uses in-depth interviews with informants who did understand the problems being as an object of research information, and documentation study aimed to obtain information in the study.The purpose of this study was: (1) To determine the relationship between the state with civil society (civil society), especially with the local government of Riau Malay Customary Institution (LAMR). (2) for Classifying the factors that affect the relationship between the State and civil society in local government studies Riau Malay Customary Institution (LAMR). This study is a qualitative research technique used to collect data Descriptive AnalysisThe results showed that: 1) the relationship between the state and civil society, especially local governments with LAM Riau Riau is: in relation to the provision of operational funds LAM County, in the form of grant funding, the award honors the relationship / indigenous to the Governor of Riau and political relationships in .     Kawasan karst dikenal dengan lahan tandus karena potensi yang ada berupa sungai bawah tanah, serta keindahan Speleotem belum banyak diketahui oleh masyarakat luas. Pengembangan teknologi satelit sumber daya saat ini, sudah banyak digunakan untuk keperluan berbagai disiplin ilmu pengetahuan, khususnya untuk keperluan pemetaan geologi dan kajian terkait. Tujuan penelitian ini adalah mengkaji kemampuan citra landsat 8 pankromatik dalam memberikan informasi terkait identifikasi mulut gua serta agihan sebaran mulut gua di daerah penelitian.Aplikasi teknik penginderaan jauh untuk identifikasi mulut gua pada penelitian ini digunakan analisis pola aliran, analisis struktur dan morfologi. Variabel yang digunakan adalah pola aliran, kelurusan dan morfologi negatif dan vegetasi yang didapatkan melalui proses interpretasi visual.Hasil penelitian ini menunjukkan bahwa di daerah Semanu memiliki tingkat ketelitian interpretasi citra dengan menggunakan pendekatan analisis pola aliran, analisis struktur, dan analisis morfologi sebesar 72%, sehingga dapat dikatakan bahwa teknik penginderaan jauh dapat digunakan untuk identifikasi mulut gua

    Strategic palan is one of the tools needed by universities to face any challenge that comes from an environment that is always changing. One of the most important components of the strategic plan is the implementation. Factors affecting the implementation of the strategic plan, i.e. intellectual capital and organizational communication. Intellectual capital is an intangible resource such as knowledge, information, experience and commitment to exploit it. While organizational communication is delivering process and receiving messages within an organization which related with the task. This research purpose is describing and analyzing the affect of intellectual capital and organizational communication toward implementation effectiveness of strategic plan in UPI. This research used survey method with quantitative approach. Data collecting technique used was a questionnaire. Subjects consisted of Dean, Department Chairman, and study Program Chairman with a total 89 people. The result showed that the general description of implementation effectiveness of strategic plan in UPI. Intellectual capital and organizational communication at the high category. Partially, intellectual capital and organizational communication have a significant influence on the implementation effectiveness of strategic plan in UPI. Furthermore, simultaneously it also has a significant influence on the implementation effectiveness of strategic plan in UPI

    Ekstraksi dan Karakterisasi Inulin dari Umbi Dahlia (Dahlia Sp.l) Segar dan Disimpan

    Inulin is a natural polymer composed of monomers fructose, which is connected with the linear bonding ?-2,1-fruktosil-fructose. One source of inulin is the dahlia tubers (65.700%). The purpose of this study was to determine the water content, degree of purity inulin and how the value of the degree of polymerization inulin from dahlia tubers fresh and stored 4 weeks kinds of decorative strands formal crimson crown. This research was conducted experiments in Chemistry Research Laboratory UNP. The object of research was a kind of decorative dahlia tubers formal crimson obtained in the area of Aia Tawa, Kampung Batu nature, Solok. Inulin was characterized by using GC (Gas Chromatograpy) and HPLC(High-PerformanceLiquidChromtography). Determination of water content by using method of the AOAC(Associationof Official of Analytical Chemist).The results showed that the water content of dry weight percent (bk) inulin from dahlia tubers fresh is 2.123%, Inui figure is not much different than the inulin from dahlia tubers stored 4 weeks 2.003%. Based on the GC spectrum can be analyzed qualitatively that inulin extracted from dahlia tubers have a degree of polymerization of smaller than commercialinulin.
