What ... From the Sea Didn\u27t Say

    Get PDF
All though much has been said and written about the white paper ... From the Sea, there has been considerably less discussion of how and why its strategic concept evolved. What :1ssessment of the potenti:11 problems and requirements of a new age drove naval planners to conclude that a shift in focus from blue-water to littoral oper:1tions was necess:1ry or even possible? How much did the changed requirements reflect the collapse of the Soviet Union? How much were they simply a response to the pressures of Congress and budget? The answers to these questions were not reflected in the final and much-abbreviated document published in September 1992

THE PRESENT STATUS OF ILLUSORY TRUSTS-THE DOCTRINE ON NEWMAN v. DORE BROUGHT DOWN TO DATE

    Get PDF
It has long been the policy of the law to provide for a widow by setting aside some portion of her deceased husband\u27s estate for her future support. Such a policy, it has been said, dates back to the laws of Hammurabi and later evidences of it may. be found in the Justinian Code of the Roman Law, and in English law from the earliest times; its final manifestation being in the well-known common law dower. It is not with dower, however, that we are here concerned, for that institution is sufficiently well understood to require no discussion in this comment

Assessing Factors of Physical Risk-Taking in a Novel Behavioral Measure

Risk taking is a complex heterogeneous construct that has proven difficult to assess, especially when using behavioral tasks. A new measure, the Assessment of Physical Risk Taking (APRT) is presented as a comprehensive assessment of several factors of risk. Specifically, the measure seeks to examine the effects of several decision-making elements (e.g., probability of success and failure, magnitude of reward and punishment) of different types of physically risky behaviors and produce a variety of different outcome scores. Participants (N = 256) completed APRT in a laboratory setting, with half being assigned to an enforced Delay condition. Main effects, two-way interactions among five within-subject factors, and interactions between the within-subject factors and Delay were estimated for four APRT outcome scores using Generalized Estimating Equations. Results indicated that Injury Magnitude and Injury Probability exerted much stronger effects than any of the other independent variables. The implications of these results are discussed in the context of the future of behavioral risk-taking tasks and studies

EFFECTS OF ALTERNATIVE FARM PROGRAMS AND LEVELS OF PRICE VARIABILITY ON TEXAS COTTON FARMS

    Get PDF
This study examines the effects of alternative government farm programs and hypothetical price variability levels on two Texas cotton farms which were simulated stochastically over a 10-year period. Results indicate that a combination of high price variability and participation in government programs stimulates growth and wealth accumulation.Public Economics,

    Network-centric Warfare

    Get PDF
What is network-centric warfare? What does it bring to us? Why is it so critical to America’s future military power that we must give up other capabilities to buy it? A warfare-centered working con- cept of network-centric operations is needed. The measure of success will be the effect that net- working enables us to have on would-be enemies in peace and in war

In the wake of DESERT STORM and the phenomenal success of the coalition forces, it appeared to a considerable number of of observers that the United States was experiencing a revolution in military affairs or RMA, a sharp discontinuity in warfare like that represented by the blitzkrieg of 1940

    Pharmacogenetics of ophthalmic topical β-blockers

    Get PDF
Glaucoma is the second leading cause of blindness worldwide. The primary glaucoma risk factor is elevated intraocular pressure. Topical β-blockers are affordable and widely used to lower intraocular pressure. Genetic variability has been postulated to contribute to interpersonal differences in efficacy and safety of topical β-blockers. This review summarizes clinically significant polymorphisms that have been identified in the β-adrenergic receptors (ADRB1, ADRB2 and ADRB3). The implications of polymorphisms in CYP2D6 are also discussed. Although the candidate-gene approach has facilitated significant progress in our understanding of the genetic basis of glaucoma treatment response, most drug responses involve a large number of genes, each containing multiple polymorphisms. Genome-wide association studies may yield a more comprehensive set of polymorphisms associated with glaucoma outcomes. An understanding of the genetic mechanisms associated with variability in individual responses to topical β-blockers may advance individualized treatment at a lower cost

Comparison of Alternative Safety Net Programs for the 2000 Farm Bill

    Get PDF
As Congress begins its debate for the 2002 farm bill, there have been calls for a counter cyclical safety net that will provide a better basis for targeting longer term planning than exists with ad hoc emergency assistance. Further subsidization of the multi-peril crop insurance (MPCI) program has been proposed, as well as reliance on a farm and ranch risk management (FARRM) account to help farmers. A whole farm revenue income support program and several variations of national income supplement programs have been put forward. A comprehensive analysis of different safety net alternatives using a common methodology is needed so farmers and policy makers can make objective comparisons. The objective of this paper is to quantitatively analyze the economic effects of alternative safety net/insurance programs on farmers in the Southern United States. The objective is accomplished by simulating representative crop farms in the South over the 2001-2005 planning horizon for alternative safety net options. The simulated net present value distributions for the farms are compared using certainty equivalents to determine the value of alternative safety net options to feed grain, cotton and rice farms in the South.Agricultural and Food Policy,
