Opportunities for improving the processes of preparing legal acts by public authorities based on the process mining
The processes of creating legal acts must meet such criteria as transparency, controllability, compliance with regulations. However, currently the procedures are extremely bureaucratic, pre-planned and go through many instances during the preparation, approval and signing. Of course, most of these processes are necessary, time-tested and legally fixed. At the same time, there are operations that require optimisation, including due to their automation or robotisation. To identify them and ensure that the procedure meet the changing needs of the state, it is important to create conditions for continuous monitoring, timely identification and operational adaptation and optimisation of the rule-making activities of the authorities. In this regard, the issue of applying contemporary technologies and approaches to analysis and the formation of recommendations for improving proactive processes seems extremely relevant. The purpose of this study is to examine the currend specifics of the preparation of the legal acts by the federal executive authorities and to identify areas for this normative documentsβ improvement based on the process mining. The research methods used were a literature review and the Russian legal framework analysis, a questionnaire survey and process modelling. The authors analyse how draft legal documents (government and presidential acts, federal laws) are developed in the Russian Federation. They demonstrate the need for a transition to smart management. Its principles will ensure efficiency and flexibility in the preparation of normative legal acts. The metrics for monitoring and controlling the execution of the relevant instructions are formulated and the prospects for the development of their information support as a result of the implementation of process mining technologies are highlighted

The COVID-19 epidemic forced most employers to transfer employees to a remote format, and after the restrictions were lifted, many companies retained this regime. Therefore, an urgent topic today is the discussion of the question of whether the hybrid or online format will remain as established forms of interaction between people. The purpose of the study is to identify the main problems in corporate governance that arose during the forced transfer of some of the personnel to a remote work format and to show the possibilities of their solution based on digital tools. Coordination of work in a team affects not so much the productivity of each employee as the formation of a general vision of the situation, the quality of setting and solving problems, the presence of informal communications and the stability of horizontal ties, and the support and adaptation of new team members. To substantiate the choice of a hybrid office, expert assessments and the method of analysing hierarchies have been applied. The article provides a list of tools that ensure the operation of a hybrid office, formulates their advantages and development prospects. STATE OF VEGETATIVE INTENSITY OF FUNCTIONAL SYSTEMS OF ORGANISM OF PATIENTS WITH DYSONTOGENETIC COXARTHROSIS AT THE TREATMENT BY ILIZAROV APPARATUS
The estimation of state of vegetative nervous system (by cardiointervalography) in 20 children and. adolescents of 10-17 years (13,5 Β± 2,1 years in average) with dysplastic coxarthrosis was realized. The study showed that before the treatment increase of activity of sympathetic nervous system prevails. During the first week after surgery acetylcholine type of regulation of heart rate accompanied by increased activity of sympathetic division of vegetative nervous system was registered. Postoperative treatment time (during 1 month) and. increased physical activity contribute to the restoration of regulatory systems to the original level. During the treatment by Ilizarov apparatus the decrease of level of tolerance to hypoxia and. decrease of processes of general adaptation are registered
Sapphire shaped crystals for laser-assisted cryodestruction of biological tissues
We have developed cryo-applicators based on the sapphire shaped crystals fabricated using the edge-defined film-fed growth (EFG) and noncapillary shaping (NCS) techniques. Due to the unique physical properties of sapphire: i.e. high thermal, mechanical, and chemical strength, impressive thermal conductivity and optical transparency, these cryo-applicators yield combination of the tissue cryo-destruction with its exposure to laser radiation for controlling the thermal regimes of cryosurgery, and with the optical diagnosis of tissue freezing. We have applied the proposed sapphire cryo-applicators for the destruction of tissues in vitro. The observed results highlight the prospectives of the sapphire cryo-applicators in cryosurgery
History of biomechanical research at the Ilizarov Centre (to the 100th anniversary of Academician G.A. Ilizarov)
Background. Biomechanical studies of both the Ilizarov apparatus itself andΒ theΒ physiological system βapparatusΒ βΒ limbβ occupy a significant place in theΒ history of the formation and elaboration of the Ilizarov method, developed in the middle of the last century at the Kurgan Research Institute of Experimental Traumatology and Orthopaedics (nowadays β the world-famous Centre named after its creator). The analysis of the history of biomechanical research in the formation of Ilizarov method is not without interest.The aim. To analyze the history and stages of development of biomechanical research in order toΒ substantiate the effectiveness of the IlizarovΒ method of transosseous osteosynthesis.Results. The national medical industry did not produce the appropriate equipment forΒ biomechanical research in the early 1970s. That is why a group of engineers wasΒ included into the Laboratory of Clinical Physiology and Biomechanics (established inΒ 1971) of the Ilizarov Centre, which created equipment for studying the processes inΒ the tissues of the limbs and in the structure of the Ilizarov apparatus itself during itsΒ traction and compression impact on biological structures. The community of physicians, scientists and engineers made it possible to overcome aΒ number of difficulties and problems. In their scientific publications and dissertations, theΒ laboratory staff paid great attention to biomechanical research during transosseous osteosynthesis with the Ilizarov apparatus. At present, the staff of the Ilizarov Centre continues theΒ traditions established by G.A.Β Ilizarov. For the first time in our country, a computer 3DΒ video analysis of the kinematics and kinetics of orthopedic patients gait wasΒ introduced; it was supplemented with embedded software for the preparation of a clinical report of human gait biomechanics.Conclusions. The initial stage of the biomechanical research at the Ilizarov Centre included the creation of the research equipment. Subsequently, the biomechanical studies carried out by the staff of the Centre for almost half a century have shown an applied and functional result of the realization of general biological regularities of the Ilizarovβs discovery. At present, the biomechanical research continues at a higher level with the use of modern high-tech equipment

Objectives. Herein, the effects of cationic polyelectrolytes on the properties of solid substrate immobilized acidβbase indicators are investigated to predict shifts in their spectral patterns and characteristics. Methods. The properties of the silica gel immobilized indicator dye in a solution of the cationic polyelectrolyte were studied using automatic photometric titration in the visible region and spectrophotometry using a specialized computerized setup. Results. The measured pKa value of the immobilized dye, which had shifted by three units to the acidic region, was very similar to the pKa value observed for the indicator in the modifying polymer solution. The observed change in pKa of the immobilized dye and the influence of the solutionβs ionic strength were attributed to the local electric potential of the polymer globule. In contrast to the processes associated with covalent immobilization, the effect exerted by the solutionβs ionic strength on the indicator reaction diminishes, which, in turn, affects the measured values obtained.Conclusions. The creation of a sensor for continuous visualization of pH levels based on Congo Red immobilized on silica gel was described. Here, a color transition was noted between pH 1 and 4. These materials can be used to monitor metal extraction processes from industrial effluents or to optimize the extraction of valuable actinides. The approach demonstrated in this work can be applied to immobilize other indicators for pH level monitoring purposes or the production of sensors for other analytes.Π¦Π΅Π»ΠΈ.
