    The Extractive Industries Transparency Initiative (EITI) and corruption in Latin America

    The Extractive Industries Transparency Initiative (EITI), launched in 2002, has been promoted as an international anti-corruption tool. Several empirical evaluations on the effectiveness of the EITI scheme provide average estimates based on cross-country analysis. However, little empirical work has been conducted on individual case studies, especially in the context of Latin America. Our study uses a Synthetic Control Methodology (SCM) to measure the EITI’s impact on several measures of corruption in the first five Latin American countries to join the initiative: Colombia, Guatemala, Honduras, Peru, and Trinidad and Tobago. The method allows us to assess the magnitude and statistical significance of the EITI’s effect on perceived corruption at each stage of implementation. Our results cast doubt on how decisive the scheme has been in combatting corruption. In the vast majority of cases, participation in the scheme either had no statistically significant effect or even coincided with marginally increased corruption levels (only in very few cases it was associated with temporary minor improvements). Taken together, the results indicate that joining EITI did not lead to a substantial decrease of corruption in any of the countries under scrutiny

    Memory Gaps in the American Time Use Survey: Are Respondents Forgetful or is There More to it?

    Unaccounted respondent memory gaps - i.e., those activity gaps that are attributed by interviewers to respondents' memory failure - have serious implications for data quality. We contribute to the existing literature by investigating interviewing dynamics using paradata, distinguishing temporary memory gaps, which can be resolved during the interview, from enduring memory gaps, which cannot be resolved. We investigate factors that are associated with both kinds of memory gaps and how different response strategies are associated with data quality. We investigate two hypotheses that are associated with temporary and enduring memory gaps. The motivated cuing hypothesis posits that respondents who display more behaviors related to the presence and use of retrieval cues throughout the survey will resolve temporary memory gaps more successfully compared to respondents displaying fewer such behaviors. This should result in overall lower levels of enduring memory gaps. The lack of effort hypothesis suggests that respondent who are less eager to participate in the survey will expend less cognitive effort to resolve temporary memory gaps compared to more motivated respondents. This should then result in a positive association with enduring memory gaps and no association with temporary memory gaps. Using survey and paradata from the 2010 ATUS, our analyses indicate that, as hypothesized, behaviors indicating the use of retrieval cues are positively associated with temporary memory gaps and negatively associated with enduring memory gaps. Motivated respondents experiencing memory difficulties overcome what otherwise would result in enduring memory gaps more successfully compared to other respondents. Indicators of lack of effort, such as whether or not the respondent initially refused to participate in the survey, are positively associated with enduring memory gaps suggesting that reluctant respondents do not resolve memory gaps. The paper concludes with a discussion of implications for survey research

    Exogenous Application of RNAi-Inducing Double-Stranded RNA Inhibits Aphid-Mediated Transmission of a Plant Virus.

    Plant viruses are difficult to control, and they decrease both the quality and yield of crops, thus threatening global food security. A new approach that uses topical application of double-stranded RNA (dsRNA) to induce antiviral RNA-interference has been shown to be effective at preventing virus infection in a range of plants following mechanical inoculation. In this study, topical application of dsRNA was effective against mechanical inoculation and aphid-mediated inoculation with the potyvirus bean common mosaic virus (BCMV). Topical application of dsRNAs targeting either the coding region of the potyviral nuclear inclusion b (NIb) protein (BCMVNIb-dsRNA) or the coat protein (CP) coding region (BCMVCP-dsRNA) protected Nicotiana benthamiana and cowpea (Vigna unguiculata) plants against mechanical inoculation with BCMV. BCMVCP-dsRNA was selected for subsequent aphid transmission experiments. BCMVCP-dsRNA was loaded onto layered double hydroxide nanoparticles to form BCMVCP-BioClay which is a more stable formulation for delivering dsRNA than naked dsRNA. BCMVCP-BioClay was shown to be successful in protecting plants against BCMV transmission by the aphid Myzus persicae. Spraying detached N. benthamiana leaves with BCMVCP-BioClay 5 days prior to exposure to viruliferous aphids protected the leaves from infection by BCMV. Importantly, spraying of intact N. benthamiana and cowpea plants with BCMVCP-BioClay 5 days prior to exposure to viruliferous aphids protected plants of both species from BCMV infection.
