    Assessment of the present NASA optical metrology capabilities and recommendations for establishing an in-house NASA Optical Metrology Group

    An investigation into when it was first recognized that there was a deficiency in NASA optical metrology oversight capability, why this deficiency existed unnoticed for so long, and a proposal for correcting the problem is presented. It is explained why this optical metrology oversight is so critical to program success and at the same time, why it is difficult to establish due to the nature of the technology. The solution proposed is the establishment of an Optics Metrology Group within the NASA/MSFC Optics Branch with a line of authority from NASA S & MA

    Use of a digital tone extractor for real-time phase analysis

    A digital tone extractor which monitors the phase integrity of a VLBI recording system in real time was developed. The digital tone extractor monitors phase calibrator tones injected at the antenna and tracks their phase as a function of time. It is capable of maintaining 0.001 cycle phase accuracy over the course of a VLBI experiment in accordance with the accuracy requirements of centimeter VLBI work. This real time VLBI system monitor is a safeguard against most instrumental breakdowns and operator errors

    A Simple Pendulum Determination of the Gravitational Constant

    We determined the Newtonian Constant of Gravitation G by interferometrically measuring the change in spacing between two free-hanging pendulum masses caused by the gravitational field from large tungsten source masses. We find a value for G of (6.672 34 +/- 0.000 14) x 10^-11 m^3 kg^-1 s^-2. This value is in good agreement with the 1986 Committee on Data for Science and Technology (CODATA) value of (6.672 59 +/- 0.000 85) x 10^-11 m^3 kg^-1 s^-2 [Rev. Mod. Phys. 59, 1121 (1987)] but differs from some more recent determinations as well as the latest CODATA recommendation of (6.674 28 +/- 0.000 67) x 10^-11 m^3 kg^-1 s^-2 [Rev. Mod.     Delineation of major soil associations using ERTS-1 imagery

    The delineation of a major soil association in the loess region of Obion County has been accomplished using ERTS-1 imagery. Channel 7 provides the clearest differentiation. The separation of other smaller soil associations in an intensive row crop agricultural area is somewhat more difficult. Soil differentiation has been accomplished visually as well as electronically using a scanning microdensitometer. Lower altitude aircraft imagery permits a more refined soil association identification and where imagery is of sufficient scale, even individual soils may be identified

    Dynamic modeling of spacecraft in a collisionless plasma

    A new computational model is described which can simulate the charging of complex geometrical objects in three dimensions. Two sample calculations are presented. In the first problem, the capacitance to infinity of a complex object similar to a satellite with solar array paddles is calculated. The second problem concerns the dynamical charging of a conducting cube partially covered with a thin dielectric film.
