    In order to handle its obligations, the Brazilian Ministry of Defense (MoD) will need an information system capable of managing logistics information from all military services. A project to develop an integrated information system to fit the requirements of different, but connected, organizations has inherent challenges. Differences in the organizational structures, cultures and political aspects, are key issues to be observed before the development to assure the project\u27s success. The same is applicable when trying to adapt an already existing information system to fill the needs of another organization. In the new organization, it is mandatory to assess the feasibility of the software\u27s alternatives available. Alternatives can be to adapt an existing information system or to develop a completely new system. This research sought to develop a method for assessing the organizational, cultural, and political considerations affecting the insertion of the Integrated Logistics Information System (SILOMS), developed by the Brazilian Air Force, into the MoD. The research develops a method for assisting decision makers in assessing the risks involved in the implementation of an information system in the MoD

The decision upholds the negotiated Compact for the second time, affirming the Montana Water Court’s decision granting summary judgment to the Settling Parties over objections by the Objectors and approving the Compact by a final order. This decision represents the last step in a process, started in 1979, to define and quantify the reserved water rights for current and future uses of the Crow Nation in Montana

The order provides a clear roadmap for other Montana tribes still seeking to achieve approval of a water compact by the Montana Water Court, and for objectors who would attempt to invalidate a compact in future proceedings

    Despite the majority’s “needlessly circuitous” route, as described by concurring Judge Brown, Sierra Club v. U.S. Army Corps of Engineers stands as a limit of the application of NEPA to a private pipeline constructed largely on private land. While the main issue identified by the District of Columbia Circuit Court was the scope of environmental review required under NEPA, the court also addressed issues dealing with the ESA and the CWA relating to the construction and operation of a pipeline in the Midwest. The court held that under these circumstances, NEPA review was mandated only for those small stretches where it crossed federally managed lands, not for the entire pipeline project

    Review of Haploporid (Trematoda) Genera with Ornate Muscularization in the Region of the Oral Sucker, Including Four New Species and a New Genus

    Species of the Haploporidae Nicoll, 1914 with elaborate muscularization of the oral sucker belong in three trematode genera, including three new species and a new genus from the intestine of fishes in Australian waters. Spiritestis Nagaty, 1948 is resurrected and S. herveyensis n. sp. is described from the mullet Moolgarda seheli (Forsskål) collected in Hervey Bay, Queensland, Australia; the latter differs from S. arabii Nagaty, 1948 in that the position of the genital pore is pharyngeal rather than post-pharyngeal and the geographical range is off Australia rather than the Red Sea. A new genus is proposed for two new species, with a uniquely ornamented oral sucker, which infect Australian scatophagids. Members of Capitimitta n. g. are distinguished from Waretrema Srivastava, 1937, species of which have a simple oral sucker with six radially arranged anterior muscular lobes, in that their oral sucker is V-shaped with six embedded muscular finger-like structures in the anteroventral portion. The relatively small C. darwinensis n. sp., collected from Selenotoca multifasciata (Richardson) at Darwin, Northern Territory, Australia, is distinguished from C. costata n. sp., collected from Scatophagus argus (Linnaeus) in the same locality and S. multifasciata off Brisbane, Australia, and by having smaller eggs, a vitellarium commencing at a level close to the ventral sucker rather than at greater than one ovarian length posterior to the ventral sucker, and shorter tegumental body spines. Sequence data of a c. 2,500 bp region of the 3′ end of 18S, the entire ITS region and the 5′ end of the 28S revealed that Spiritestis and Capitimitta are not as closely related as some morphological features would suggest and are probably not the closest relative of each other. What has been reported as Waretrema piscicolum Srivastava, 1937 probably consists of several species, some in different genera, and one, based on material collected by Dr. Masaaki Machida, is proposed as Spiritestis machidai n. sp. from Crenimugil crenilabis (Forsskål) off Japan. Phylogenetic hypotheses, based on analysis of an alignment of partial 28S sequences with other haploporids, provide a framework for the evaluation of interrelationships within the Haploporidae. These analyses show that: (1) Spiritestis and Capitimitta are supported within the Haploporidae; (2) branches to Forticulcita Overstreet, 1982, Saccocoelioides Szidat, 1954, Spiritestis and Capitimitta create a clade that is sister to haploporines from the Mediterranean Sea; (3) the branch to Saccocoelioides, Spiritestis, and Capitimitta create a polytomy; and (4) the two new species of Capitimitta, plus an immature specimen of an unnamed species, form a monophyletic clade

    Traffic placement policies for a multi-band network

    Recently protocols were introduced that enable the integration of synchronous traffic (voice or video) and asynchronous traffic (data) and extend the size of local area networks without loss in speed or capacity. One of these is DRAMA, a multiband protocol based on broadband technology. It provides dynamic allocation of bandwidth among clusters of nodes in the total network. A number of traffic placement policies for such networks are proposed and evaluated. Metrics used for performance evaluation include average network access delay, degree of fairness of access among the nodes, and network throughput. The feasibility of the DRAMA protocol is established through simulation studies. DRAMA provides effective integration of synchronous and asychronous traffic due to its ability to separate traffic types. Under the suggested traffic placement policies, the DRAMA protocol is shown to handle diverse loads, mixes of traffic types, and numbers of nodes, as well as modifications to the network structure and momentary traffic overloads

    CSMA/RN: A universal protocol for gigabit networks

    Networks must provide intelligent access for nodes to share the communications resources. In the range of 100 Mbps to 1 Gbps, the demand access class of protocols were studied extensively. Many use some form of slot or reservation system and many the concept of attempt and defer to determine the presence or absence of incoming information. The random access class of protocols like shared channel systems (Ethernet), also use the concept of attempt and defer in the form of carrier sensing to alleviate the damaging effects of collisions. In CSMA/CD, the sensing of interference is on a global basis. All systems discussed above have one aspect in common, they examine activity on the network either locally or globally and react in an attempt and whatever mechanism. Of the attempt + mechanisms discussed, one is obviously missing; that is attempt and truncate. Attempt and truncate was studied in a ring configuration called the Carrier Sensed Multiple Access Ring Network (CSMA/RN). The system features of CSMA/RN are described including a discussion of the node operations for inserting and removing messages and for handling integrated traffic. The performance and operational features based on analytical and simulation studies which indicate that CSMA/RN is a useful and adaptable protocol over a wide range of network conditions are discussed. Finally, the research and development activities necessary to demonstrate and realize the potential of CSMA/RN as a universal, gigabit network protocol is outlined

    Significant progress was made over the year in the four focus areas of this research group: gigabit protocols, extensions of metropolitan protocols, parallel protocols, and distributed simulations. Two activities, a network management tool and the Carrier Sensed Multiple Access Collision Detection (CSMA/CD) protocol, have developed to the point that a patent is being applied for in the next year; a tool set for distributed simulation using the language SIMSCRIPT also has commercial potential and is to be further refined. The year's results for each of these areas are summarized and next year's activities are described
