    Kantian Nonideal Theory and Nuclear Proliferation

    Recent revelations of Iran’s hitherto undisclosed uranium enrichment programs have once again incited western fears that Tehran seeks nuclear weapons’ capability. Their fears seem motivated by more than the concern for compliance with the Nuclear Nonproliferation Treaty (NPT). Rather, they seem strongly connected to the western moral assumptions about what kind of government or people can be trusted with a nuclear arsenal. In this paper, I critically examine the western assumptions of the immorality of contemporary nuclear proliferation from an international ethical stance that otherwise might be expected to give it unequivocal support – the stance of Kantian nonideal theory. In contrast to the uses of Kant that were prominent during the Cold War, I advance and apply a sketch of a Kantian nonideal theory that specifies the conditions (although strict conditions) under which nuclear proliferation for states like Iran is morally permissible even though the NPT forbids it

    Dual incapacity is one of three major inability scenarios involving the Vice President that threatens the continuity of the executive branch. The current state of the law in this area, unfortunately, leaves only imperfect options for policymakers. This Article proposes that, in the event of a dual inability, the Speaker, the President pro tempore of the Senate, and the Cabinet should meet and then jointly declare that the Speaker is Acting President until either the President or Vice President regains capacity. At the same time, the Speaker—as the new Acting President—the President pro tempore, and the Cabinet should request that Congress ratify their decision and the process they undertook to reach that determination

    This is the second annual report on the flight service components for the Bell Model 206L JetRanger helicopter. The components have been placed in service in the Continental United States, Canada, and Alaska. The report covers the period from 1 August 1983 to 1 January 1986. The status of 34 sets of components is discussed in this report. Approximately 73,000 flight hours were accumulated on the components as of 1 January 1986. Three years of coupon tests on the components are presented with test results. A vertical fin had been struck by lightning and the results of its examination and tests are included

    The space shuttle main engines experience a low frequency pressure pulsation in both the fuel and oxidizer preburners during the shutdown transient. This pressure pulsation, called chugging, has been linked to undesirable bearing loads and possible damage to the spark ignitor supply piping for the fuel preburner. The problem is briefly described and a model is proposed that includes: (1) a transient stirred tank reactor model for the combustion chamber, (2) a resistance capacitance model for the supply piping and (3) purge gas/liquid oxygen interface tracking
