    Economic Development and the World Bank

    We contribute to the research stream examining the effects of World Bank lending programs on economic growth in developing economies. We contend that it is important to distinguish between the short-term effects and extended exposure of countries to these lending programs and also to assess the Bank’s (late 1990s) reforms to improve the effectiveness of these programs in recipient countries to assess whether program lending has any positive impacts on economic growth. Our comparative cross-national findings using instrumental variables analysis to control for endogeneity between program participation and economic growth demonstrate that both the short-term and longer exposure to program lending worsens economic growth. We find no evidence that World Bank reforms improved economic growth rates in the post-reform (1999–2009) period. Our findings are robust to changes in model specifications and estimation techniques. Future research should examine whether these reforms had beneficial impacts in other societal areas affected by program lending

We use this device to characterize the intensity power spectrum of ultrahighrepetition rate mode-locked lasers at repetition rates up to 400 GHz, and observe dynamic noise related behavior not observable with other technique

    Assessment of White Spruce and Jack Pine Stem Curvature from a Nelder Spacing Experiment

    This study presents a method for calculating stem curvature for trees with multiple deviations. Generally, tree curvature is assessed using the maximum deflection method. It consists of measuring the farthest point from a straight line drawn between the large and small ends of a stem. It works fairly well for a single deviation but gives poorer results for stems with several deviations. The stems used for developing this method were harvested from a 32-yr-old Nelder spacing experiment established near Woodstock, New Brunswick, Canada. A total of 96 trees were selected for this study from the white spruce (Picea glauca [Moench] Voss) and jack pine (Pinus banksiana Lamb.) that were planted on the same Nelder circle. This particular plantation design offered a gradient of initial spacings ranging from 640 to 12,000 stems/ha. Results of analysis revealed that initial spacing had an impact on tree curvature. Stem curvature increased with wider initial spacing. However, this influence varied between species and differed according to the method used to calculate curvature. The vector length calculation method showed that stem curvature in jack pine was more pronounced and more often encountered at lower densities than in white spruce. It was also observed that tree shape was influenced by the cardinal points with white spruce growing more in westerly and southerly directions

    On-chip two-octave supercontinuum generation by enhancing self-steepening of optical pulses

    Dramatic advances in supercontinuum generation have been made recently using photonic crystal fibers, but it is quite challenging to obtain an octave-spanning supercontinuum on a chip, partially because of strong dispersion in high-index-contrast nonlinear integrated waveguides. We show by simulation that extremely flat and low dispersion can be achieved in silicon nitride slot waveguides over a wavelength band of 500 nm. Different from previously reported supercontinua that were generated either by higher-order soliton fission in anomalous dispersion regime or by self phase modulation in normal dispersion regime, a two-octave supercontinuum from 630 to 2650 nm (360 THz in total) can be generated by greatly enhancing self-steepening in nonlinear pulse propagation in almost zero dispersion regime, when an optical shock as short as 3 fs is formed, which enables on-chip ultra-wide-band applications

    Efficient wavelength conversion and net parametric gain via four wave mixing in a high index doped silica waveguide

    We demonstrate sub-picosecond wavelength conversion in the C-band via four wave mixing in a 45cm long high index doped silica spiral waveguide. We achieve an on/off conversion efficiency (signal to idler) of + 16.5dB as well as a parametric gain of + 15dB for a peak pump power of 38W over a wavelength range of 100nm. Furthermore, we demonstrated a minimum gain of + 5dB over a wavelength range as large as 200nm

    Self-locked optical parametric oscillation in a CMOS compatible microring resonator: a route to robust optical frequency comb generation on a chip

    We report a novel geometry for OPOs based on nonlinear microcavity resonators. This approach relies on a self-locked scheme that enables OPO emission without the need for thermal locking of the pump laser to the microcavity resonance. By exploiting a CMOS-compatible microring resonator, we achieve oscillation featured by a complete absence of “shutting down”, i.e. the self-terminating behavior that is a very common and detrimental occurrence in externally pumped OPOs. Further, our scheme consistently produces very wide bandwidth (>300nm, limited by our experimental set-up) combs that oscillate at a spacing equal to the FSR of the micro cavity resonance

    A wider Europe? The view from Russia, Belarus and Ukraine

    On the evidence of national surveys conducted between 2000 and 2006, there is a declining sense of European self-identity in the three Slavic post-Soviet republics of Russia, Belarus and Ukraine. Attitudes towards the European Union and the possibility of membership are broadly supportive, but with a substantial proportion who find it difficult to express a view, and substantial proportions are poorly informed in comparison with the general public in EU member or prospective member countries. Those who are better informed are more likely to favour EU membership and vice versa. Generally, socioeconomic characteristics (except for age and region) are relatively poor predictors of support for EU membership as compared with attitudinal variables. But ‘Europeanness’ should not be seen as a given, and much will depend on whether EU member countries emphasize what is common to east and west or establish ‘new dividing lines’ in place of those of the cold war
