Non-financial goals of municipal Social Housing Associations in managing the communal housing system
Motivation: Social rental housing is an important sector of the housing system aimed at meeting the housing needs of people whose economic strength does not allow them to purchase or rent real estate on the free market, and who at the same time do not qualify for social assistance in the form of the right to rent a municipal flat. In Poland, Social Housing Associations (hereinafter: SHAs; abbreviated and known in Poland as TBS) are the institutional form of this construction industry. SHAs, which are established by municipalities, play an important role in shaping the housing policy thanks to institutional possibilities allowing for the construction and renting of apartments, real estate management on the basis of commission contracts, or acting as a substitute investor.Aim: The aim of the article is to analyse the assumptions of the activities of municipal SHAs. As part of the research, the types of non-financial aims in the provisions of company agreements were examined, in particular according to the criterion of their going beyond the “pure” activity of SHAs, which is the construction and operation of apartments on the basis of lease. The article identifies the optimal selection of non-financial goals covering the areas of managing the housing stock and green areas in its vicinity and managing housing communities.Results: Thanks to the analysis of the provisions of the companies’ agreements of 62 municipal SHAs, it was found that the vast majority of them had non-financial goals that allow for complementary activities in the implementation of the municipal policy. The author managed to distinguish groups of provisions that could serve the implementation of the municipal policy in the field of housing, public property management, spatial order and greenery management
Real estate management against state policy regarding the development of the fiber optic network
Motivation: Contemporary social and economic development is undoubtedly based on access to various types of information. This access is conditioned by the existence and availability of a proper telecommunications infrastructure. In order to provide adequate infrastructure, it is necessary to have proper legal regulations on this subject matter. According to the authors, the issue of providing access to the real estate, and in particular the obligations resulting from it, deserves a special discussion.Aim: The purpose of this article is to discuss the obligations that property managers have in the field of providing the property to telecommunications undertakings in order to provide telecommunications network. In addition, the purpose of the article is also to draw attention to the specific administrative procedure that may be initiated in the event of failure to fulfill these obligations by the administrators.Results: Based on the analysis of legal regulations and literature, the responsibilities of property managers, as well as administrative proceedings conducted by the President of UKE were discussed. Attention was also paid to a number of differences that occur in this procedure in relation to the general administrative procedure, including primarily the appeal procedure against the decision issued in the case. Moreover, the article presents statistical data on the number of initiated proceedings and decisions issued by the President of UKE. The article explores civil-law aspects of the protection of consumers of tourist
services against a failure to perform or improper performance of a service by the tour operator. Legal definitions concerning tourist services, duties of the contractors as well as the range of their responsibilities have been discussed within. The article also raises the issues of contract for the provision of tourist services, performing these services and the execution of duties of the tour operator. Consumer protection bodies in tourist services have been talked over from the point of view of the act on tourist services and from the point of view of the provisions of the Civil Code, which are applied in cases of aggrieved consumers of a tourist service at a failure to perform or offering a negligent service by the tour operator.Stefan Nowa
ELECTRONIC SEARCH ENGINE FOR HOUSING EXCHANGE AS A TOOL IN THE MANAGEMENT OF THE MUNICIPAL HOUSING STOCK
The article is devoted to the problem of using information technologies in themanagement of the municipal housing stock. In particular the impact of the use of these technologieson the effectiveness of the recovery of overdue municipal receivables due to the leaseof communal premises and the improvement in the living and financial situation of the tenantswas analyzed. In order to demonstrate the practical use of information technologies in managingthe municipal housing stock and their effectiveness in the aforementioned area, the exampleof the electronic search engine for exchanging apartments, which was launched by theDepartment of Housing Management Social Housing Association in Czestochowa LLC(ZGM TBS Sp. z o.o.), was used. The article also discusses the influence of the search engineon credit management of the Municipality of Czestochowa and on the effectiveness of usingits housing stock, as well as using the engine as a tool in debt relief programs for the tenants.In addition to the indicated issues, the article characterizes the systemic status of municipalitiesand their tasks in the management of their housing stock, as well as in meeting the housingneeds of the local community. The main purpose of the article is to indicate the positive influenceof the applied technologies on debt restructuring and on increasing the subjectivity andindividuality of tenant

Zarządzanie procesem komunikacji elektronicznej w małej kancelarii prawnej
The purpose of this article is to present the issues related to the management process in the electronic communication of a small law firm. In the introduction, the role of information and knowledge in shaping the competitiveness of enterprises is presented. Then the phenomenon of electronic communication as a process of data transmission is shown, which on the one hand determines the competitive position of economic entities including law firms and legal counsellors, and on the other hand, it is the subject of legal regulations. Because the information provided by electronic means shall be subject to the professional secrecy of legal attorneys or solicitors, as the principle of confidentiality applicable to lawyers according to relevant legislation does not exempt these entities from the responsibility in terms of the protection of personal data. Another area raised in the article is to identify actions to protect information transmitted electronically. The last part of the study is to present the results of studies that show the extent to which we use e-mail, free applications such as Dropbox and Google Drive. Moreover the issues of the frequency of password changing and encryption of media as well as attacks on data owned by an office have been discussed. The perception of the municipal housing manager’s CSR activities in the context of its stakeholders
Purpose: The growing complexity of the environment in which they operate causes modern enterprises, including various types of organizations, to develop competitive management models aimed at meeting the expectations of various groups of stakeholders involved in their activitiesin the long-term perspective. This article focuses on the importance of corporate social responsibility (CSR) in the activities of the municipal housing manager in the context of its stakeholders. The study examines how stakeholders (employees, resource residents, entrepreneurs) perceive the city's housing manager's CSR activities. Design/methodology/approach: In this study, in addition to the analysis of the literature on the subject, the results of the survey conducted in the first and second quarter of 2022 among 363 stakeholders of the municipal housing manager were used. In the study, the impartiality test χ2 and the coefficient of T Czuprow convergence were used, with the significance level α = 0.05. Findings: The results suggest that each of the three selected groups of stakeholders perceive the necessity of CSR activities differently. The group that is the most interested in such activities are employees, the inhabitants of resources expect only actions aiming to improve the quality of their lives, and therefore actions within the aspect of local responsibility. Entrepreneurs in turn, are interested in activities in the social, external and environmental aspects. In addition, the results of these studies may contribute to the state of knowledge in the scientific literature by pointing to the importance of CSR activities by entities not focused on maximizing profits. Originality/value: It can be expected that the developed models will help decision makers of city housing managers to gain a perception of the stakeholder's awareness of and attitudes towards the CSR concept
Innovative Ecological Transformations in the Management of Municipal Real Estate
Innovative ecological transformations are implemented in order to improve the quality and comfort of people’s lives, especially in urban spaces. The ecological awareness of the society has increased in recent years, which resulted in the emergence of a growing number of social initiatives in the field of ecological activities. The main purpose of the article was to conduct a survey in order to examine the environmental awareness of the inhabitants and the need to implement pro-ecological solutions in their area of residence. We analysed the results of research carried out among the residents of ZGM TBS Sp. z o.o. in Częstochowa. The authors’ own research presented in the article was conducted in the first and second quarter of 2021 among the inhabitants of a medium-sized city in the Śląskie Voivodeship. Research was conducted in Częstochowa, which is a specialized Silesian region, is one of the most polluted pollutants in Poland, and is a reserved research stand. The survey was conducted with the use of a questionnaire administered to 400 respondents, the number of whom was considered sufficient to express the opinion of a part of the population on the topic under study. The obtained results of the research prove the respondents’ awareness of the implementation of modern ecological solutions, allowing for a reduction in maintenance costs and unfavourable actions for the natural environment. The results of the study clearly indicate the need to adapt urban spaces to the requirements of its community and the respondents’ willingness to implement ecological solutions. Ecological changes in the management of municipal real estate should be implemented and modernized in accordance with the standards set by modern society
