    Formation of adsorbate structures induced by external electric field in plasma-condensate systems

    We present a new model of plasma-condensate system, by taking into account an anisotropy of transference reactions of adatoms between neighbor layers of multi-layer system, caused by the strength of the electric field near substrate. We discuss an influence of the strength of the electric field onto first-order phase transitions and conditions for adsorbate patterning in plasma-condensate systems. It is shown that separated pyramidal-like multi-layer adsorbate islands can be formed in the plasma-condensate system if the strength of the electric field near substrate becomes larger tan the critical value, which depends on the interaction energy of adsorbate and adsorption coefficient.Comment: 8 pages, 8 figure

    The article is devoted to the study of the evolution of the European Union (EU) approach towards the Responsibility to Protect (R2P). The paper refers to the case study method used to assess the EU’s capacity to respond adequately to the particular mass atrocity cases – Libya, South Sudan, and Myanmar. The methodology of the paper is based on a discursive analytical approach, which requires a thorough examination of the official declarations, statements, and resolutions adopted by the EU in the scope of EU foreign and security policy. The article focuses on clear distinctions between the EU’s approach to these cases, reveals several weaknesses and hidden reputational risks in the EU’s response to mass atrocity situations as well as offers several recommendations on how to overcome identified deficiencies

    Nano-structured thin films growth in stochastic plasma-condensate systems

    We derive the stochastic model of plasma-condensate systems by taking into account anisotropy in transference of adatoms between neighbor layers and by introducing fluctuations of adsorbate flux. We show, that by varying the fluctuation's intensity on can govern dynamics of pattern formation on intermediate layer of multi-layer plasma-condensate system. It is shown that the morphology of the growing surface, type of surface structures and their linear size can be controlled by the intensity of the adsorbate flux fluctuations.Comment: 6 pages, 4 figure

    Axiological constants of educational mobility

    The article analyzes the process of educational mobility in terms of educational philosophy. The philosophical and axiological constants of educational mobility allow us to clearly indicate the purpose of this process. Advantages and disadvantages of mobility form value priorities in integration educational cluster. Values are a litmus test of expediency and effectiveness of mobility for subjects of education and educational system. Axiological human dimension of education ensures its sustainable progressive development, while integration is only a tool to ensure it. The aim of the work is to develop a system of axiological norms formed in the process of educational mobility. It is practically impossible to create a universal system of values for the educational sphere, so we consider dialectical contradictions of socio-cultural categories as an acceptable methodology for the formation of relevant mobility axiological constants. Contradictions of globalization and identification trends, imbalance of in formativeness and communicativeness of educational process, contradictions in issues of openness and accessibility of education, correlation of pragmatic and humanistic ideas in learning, classification of horizontal and vertical forms of mobility are the categories that provide a common understanding of value priorities in education
