O artigo avalia comparativamente as políticas educacionais do governo Fernando Henrique Cardoso (1995-2003) no contexto do período entre 1992-2008. Demonstra os grandes progressos alcançados em termos de acesso aos diferentes níveis de ensino e da reorganização do sistema educacional promovida a partir da Lei de Diretrizes e Bases da Educação Nacional. Aponta também a importância da criação de um sistema nacional de avaliação de todo o sistema educacional. Por fim, analisa a questão da qualidade de ensino, que é hoje o problema central da educação no Brasil.The article offers a comparative analysis of the educational policies of president Fernando Henrique Cardoso (1995-2003) taking as reference the period between 1992-2008. It demonstrates the great progress towards the universalization of basic education, the expansion of higher education and the reforms based on a new educational law. It also analyses the importance of the implementation of a comprehensive system of evaluation of all levels of education. Chimpanzés também amam: a linguagem das emoções na ordem dos primatas

The general objective of this article is to call the attention of anthropologists to new developments of biological sciences like Neurobiology, Primatology, Ethology and studies and theories regarding evolution which should promote a revision of assumptions present in Anthropology regarding the classical opposition nature-culture. This general problem is analyzed through a comparison between chimpanzees and humans, focusing on the emotional components of behavior. More specifically, it analyses ''love'' behavior and includes sexual behavior, mother-child, sibling and friendship relations. It also analyses the importance of emotional components for the constitutions and continuity of social groups. A brief mention is made regarding hierarchy, aggression and political alliances. The comparison raises questions regarding incest, homosexuality and marriage which involves also a dialogue with Psychoanalysis.O objetivo deste artigo é o de chamar a atenção dos antropólogos para novos desenvolvimentos das ciências biológicas como os da Neurobiologia, da Primatologia e da Etologia, assim como os estudos recentes referentes à evolução. O resultado destes trabalhos recentes devem promover uma revisão das pressuposições antropológicas presentes na clássica oposição entre natureza e cultura. Este problema geral é analisado através de uma comparação entre homens e chimpanzés, a qual focaliza os componentes emocionais de comportamento dessas espécies, mais especificamente ainda, o artigo privilegia a análise do comportamento ''amoroso'', incluindo o sexual, e aquele presente nas relações entre mães e filhos, irmãos e amigos. Além disto, o trabalho também analisa a importância dos componentes emocionais para a constituição e preservação dos grupos sociais. INEQUALITY IN EDUCATION AND QUOTAS FOR BLACK STUDENTS IN UNIVERSITIES

SUMMARY This article discusses the proposed definition of quotas for black students in universities in view of the widespread inequalities in the Brazilian educational system. The author defends that the proposed measure would lead to limitations and distortions, for it is based on rigid, artificial categories, in sharp contrast with the country's ethnic heterogeneity, and fails to consider key factors in the schooling experience of afrodescendants. The study of statistical series has shown that in spite of the progress made, there is still a great educational gap dividing white students from black and mulatto students. This led the author to conclude that public initiatives geared to reinforcing basic skills would constitute a more effective affirmative action than the establishment of quotas

O presente trabalho apresenta a evolução do sistema educacional durante o governo Fernando Henrique Cardoso, no contexto das transformações ocorridas na última década. Os dados demonstram o nítido progresso ocorrido na educação básica; o artigo analisa as políticas educacionais implementadas e as transformações ocorridas no sistema neste período. Parte especial é dedicada ao ensino superior, na qual se mostra a permanência da crise que afeta as instituições públicas, particularmente as federais, e os avanços registrados nos processos de avaliação do sistema.This work presents the evolution of the educational system during the government of Fernando Henrique Cardoso, in the context of the transformations occurred in the last decade. The data demonstrates a clear progress in elementary education and the article analyses the implemented educational policy and the transformation, which occurred in the system during this time. A special part is dedicated to College, and it is demonstrated the existence of a crisis which affects the public institutions, mainly the Federal ones. It also shows the headway in the process of evaluation of the system
