    Charting a New Course in Cuba? Why the Time is Now to Settle Outstanding American Property Claims

    The recent warming of relations between the United States and Cuba offered generations of Cubans; Americans; and Cuban Americans renewed hope for normalized relations. One obstacle—satisfactory resolution of property claims—stands in the way; which dates back to the Cuban government’s nationalization of all U.S. assets on the island. The Cuban Liberty and Democratic Solidarity Act of 1996 (the “Helms-Burton Act”) predicates resolution of these decades-old property claims by the Cuban government as an essential condition for the full resumption of economic and diplomatic relations between the two neighbors. Separated by only ninety miles of Caribbean Sea; but more than a century of geopolitical tension; the United States; through the Helms-Burton Act; also demands a sweeping transition to a democratic form of governance in Cuba. This puts the cart before the horse. Three pieces of scholarship form the bedrock of existing analysis on claims resolution; but; pegged in many ways to the rhetoric of the Helms-Burton Act; all three proposals suffer from major flaws: under-inclusivity; ex parte valuations; and fidelity to official U.S. policy prescriptions. This Note argues for a new three-tier claims settlement framework; including restitution; bilateral trade agreements; and direct compensation. An inclusive settlement process (that considers the positions and interests of all parties) is a prerequisite to the sustained warming of economic and diplomatic relations; which in turn might catalyze movement towards the various freedoms and rights guaranteed in a democratic society

    First results from the INDRA-FAZIA apparatus on isospin diffusion in 58,64 Ni+58,64 Ni systems at Fermi energies

    An investigation of the isospin equilibration process in the reactions 58;64Ni+58;64Ni at two bombarding energies in the Fermi regime (32 MeV/nucleon and 52 MeV/nucleon) is presented. Data have been acquired during the first experimental campaign of the coupled INDRA-FAZIA apparatus in GANIL. Selecting from peripheral to semi-central collisions, both the neutron content of the quasiprojectile residue and that of the light ejectiles coming from the quasiprojectile evaporation have been used as probes of the dynamical process of isospin diffusion between projectile and target for the asymmetric systems. The isospin transport ratio technique has been employed. The relaxation of the initial isospin imbalance with increasing centrality has been clearly evidenced. The isospin equilibration appears stronger for the reactions at 32 MeV/nucleon, as expected due to the longer projectile-target interaction time than at 52 MeV/nucleon. Coherent indications of isospin equilibration come from the quasiprojectile residue characteristics and from particles ascribed to the quasiprojectile decay.This work was partially supported by the National Research Foundation of Korea (NRF; Grant No. 2018R1A5A1025563) and by the Spanish Ministerio de Econom a y Empresa (PGC2018-096994-B-C22).     Nuclear symmetry energy at work in heavy ion reactions: new results from the INDRA-FAZIA apparatus

    The recently coupled INDRA-FAZIA apparatus offers unique opportunities to investigate heavy ion collisions at Fermi energies by combining the optimal identification capabilities of FAZIA and the large angular coverage of INDRA. We present a selection of the results of the analysis of the first experimental campaign performed with INDRA-FAZIA, in which the four reactions Ni-58,Ni-64+Ni-58,Ni-64 have been studied at two different beam energies (32 and 52 MeV/nucleon) in the intermediate energy regime. The present work is focused on the isospin diffusion effects in semiperipheral and peripheral collisions. A stronger isospin equilibration is found at 32 MeV/nucleon than at 52 MeV/nucleon, as expected due to a shorter projectile-target interaction time in the latter cas

    Study of Ultrasonic Attenuation on Aging Precipitation in A Ti-6Al-4V Alloy

    Ti-6Al-4V alloy with different matrices was investigated by means of ultrasonic attenuation measurements. Widmanstätten and equiaxed microstructures were obtaining by heat treating a Ti-6Al-4V alloy. These two microstructures were over-aged at 545°C at different aging times. In order to find out the factors affecting the variation in the ultrasonic attenuation, the heat treated samples were examined by optical microscopy (OM) and (SEM) scanning electron microscopy. Based on the theory of ultrasonic attenuation in a solid media, the mechanisms of ultrasonic attenuation in the Ti-6Al-4V alloy with different matrices were analyzed. It was found that in both cases with Widmanstätten and equiaxed microstructures, the ultrasonic attenuation increased with frequency. The total ultrasonic attenuation was mainly attributed to the scattering loss which included the stochastic and the Rayleigh scattering due to the interaction between the ultrasonic wave and the material microstructure

    El videoclip lleva con nosotros más de medio siglo, sin embargo, a día de hoy sigue siendo una de las ramas del audiovisual menos investigadas. A pesar de ser ella misma la que más experimentación y transformación ha sufrido, no solo por la libertad creativa que soportaba este formato, sino por los cambios tecnológicos que se han producido en las últimas décadas y que han dado lugar al surgimiento de nuevas piezas que se salen de la definición popular de videoclip. Esta investigación pretende esbozar una clasificación del videoclip dependiendo del formato del mismo, y mostrar cuáles son las tendencias de estas piezas audiovisuales en los últimos años, intentando definir nuevos conceptos que han surgido recientemente como “álbum visual”, “visualizer” o “vertical video”. Además se analizan los canales oficiales de Vevo de los artistas pertenecientes a tres discográficas: Astralwerks Records, Def Jam Recordings e Interescope Record; todas ellas forman parte del conglomerado industrial más importante a nivel mundial dentro de este sector, Universal Music Group, con la intención de ver cuáles son las herramientas de promoción audiovisual más utilizadas, a parte del videoclip, en el sector musical.Universidad de Sevilla.     GALTRACE: A highly segmented silicon detector array for charged particle spectroscopy and discrimination

    GALTRACE is an array of segmented silicon detectors specifically built to work as an ancillary of the GALILEO γ-ray spectrometer at Legnaro National Laboratory of INFN. GALTRACE consists of four telescopic ΔE-E detectors which allow discriminating light charged particles also via pulse-shape analysis techniques. The good angular and energy resolutions, together with particle discrimination capabilities, make GALTRACE suitable for experiments where coincidences with specific emitted particles allow for the selection of reaction channels with very low cross section. The first in-beam experiment is reported here, aiming at identifying a narrow resonance, near-proton-threshold state in 11B, currently under discussion

This phenomenon has significant relevance considering the remarkable achievements of the shell model and the SDPF-U interaction in the region which is able to predict the fading of the N = 28 shell gap in neutron-rich 44S. Recent measurements narrowed down this discrepancy to an overestimation of the proton amplitude to the quadrupole transition matrix element. The current work aims to propose a different perspective on the puzzle, by studying a direct proton-transfer reaction on 46Ar as a means to directly probe the proton wavefunction of the ground state this isotope. By measuring the amount of l = 0 transfer to the ground state (1/2+) of 47K with respect to the l = 2 to the first excited state (3/2+), we aim to gain insight into the ground state proton wavefunction of 46Ar. We will present a brief description of the experiment performed at the SPIRAL1 facility in GANIL (France).     Breeding and larval rearing of the milkfish Chanos chanos (Pisces: Chanidae)

Box 256, Iloilo City 5901, Philippines.Two sexually maturing female milkfish were captured in April 1977 and induced to spawn by means of acetone-dried Pacific salmon pituitary powder. The eggs were fertilized and incubated and the resultant young reared to 74-day old, 11 cm long fingerlings. Newly fertilized eggs averaged 1.16 mm in diameter and each had a narrow perivitelline space containing several cortical granules which disappeared within a few minutes. The yolk was slightly yellowish, devoid of oil globules and very finely granulated. Embryonic development was very similar to that of other pelagic fish eggs and hatching occurred between 35 to 36 hr at a salinity of 32 ppt and a temperature range of 28.4-29.2°C.This study was partially supported through a grant to the SEAFDEC Aquaculture Department by the International Development Research Centre of Canada, under Project No. 3-P-74-0146
