The article reflects the current problems of society, in the direction of using digital technologies. The authors pay special attention to the possibilities of attracting digital technologies in the process of levelling financial and socio-economic exclusion among people with disabilities. The authors analysed modern methods of obtaining information when a person does not just receive educational services, but programs his brain to further produce it in a particular area. The authors came to the conclusion that the prevailing global goal of hedonism, with the inability to build images of the future, leads to the fact that society becomes less tolerant and counts on quick and easy success. Therefore, the rules of digital hygiene should become the legislative norm of the life of a modern person

Автори прийшли до висновку, що глобальна мета гедонізму, з нездатністю будувати образи майбутнього, призводить до того, що суспільство стає менш толерантним і розраховує на швидкий і легкий успіх. Особое внимание авторы уделяют возможностям привлечения цифровых технологий в процессе нивелирования финансовой и социально-экономической изоляции людей с ограниченными возможностями здоровья. Авторы проанализировали современные методы получения информации, когда человек не просто получает образовательные услуги, а программирует свой мозг на дальнейшее ее производство в той или иной сфере. Авторы пришли к выводу, что господствующая глобальная цель гедонизма при невозможности построения образов будущего приводит к тому, что общество становится менее толерантным и делает ставку на быстрый и легкий успех. Поэтому правила цифровой гигиены должны стать законодательной нормой жизни современного человека

Оцінювання добробуту населення в синергетичній системі соціально-економічного відторгнення

Дослідження присвячено систематизації найважливіших соціальних, економічних та інші видів детермінант, врахування яких дозволить здійснити комплексну багаторівневу діагностику добробуту населення країни. Багаторівневість запропонованого підходу до діагностики добробуту населення проявляється у тому, що її запропоновано здійснювати на міжнародному, національному, регіональному, місцевому та локальному рівнях. В статті доведено, що так зване «соціально-економічне відторгнення» є результатом закону синергетичного розвитку системи, тобто закону, який виражає внутрішньо необхідні, стійкі зв'язки між елементами системи. Результатом дослідження стала також узагальнена система показників оцінки добробуту населення з урахуванням його багаторівневого вимірювання. Виділено комплекс чинників, під впливом яких змінюється рівень добробуту населення. Практичне значення одержаних результатів полягає в тому, що розроблені методологічні основи та прикладний інструментарій багаторівневої діагностики добробуту населення дозволить нейтралізувати негативні наслідки відторгнення і сприятиме зростанню якості благоустрою населення в різних регіонах. Стаття містить також і результати проведених авторами досліджень щодо оптимального вибору інструментів для подолання існуючих проблем і диспропорцій в суспільстві. Застосування багаторівневого підходу до діагностики добробуту населення безпосередньо вплине на забезпечення якості життя населення і досягнення прогресу у соціально-економічному розвитку. Уникнути регіональних диспропорцій розвитку та процесів відторгнення, що відбуваються в державі, можливо через диференціацію інструментарію оцінювання соціально-економічного розвитку регіонів з урахуванням специфіки кожного з них. Моніторинг узгодженості дій громад, урядових організацій забезпечить досягнення високого рівня якості життя населення, що дозволить кожному окремому члену суспільства реалізовувати власні раціонально-егоїстичні цілі розвитку, запустить ланцюг зворотного зв'язку з отриманням мультиплікативного позитивного ефекту.The research confirmed that in order to carry out a comprehensive multi-level diagnosis of the well-being of the population, it is necessary to systematize the most important social, economic and other types of indicators. The authors developed a multilevel approach to implement the tools for diagnosing the population welfare: at the international, national, regional, territory and local levels. It is proved that socio-economic exclusion is the result of the law of the synergetic development of the system, that is, a law that expresses internally necessary, stable connections between elements of the system that determine the level of system synergy. The system of estimation indicators of population welfare is generalized taking into account its multilevel dimension. The complex of factors is determined, under the influence of which the level of population welfare changes. The authors develop methodological and applied aspects of the choice of a multilevel approach to estimate the population welfare through the neutralization of the negative effects of exclusion and the promotion of population improvement in different regions. The conducted studies allowed to confirm the results obtained regarding the choice of instruments to overcome existing problems and disproportions in society. The introduction of a multi-level approach to evaluate the population welfare could directly affect to the level of life quality of the population and progressive socio-economic development. Avoidance of regional disproportions in development and rejection processes taking place in the state is possible taking into account from the different point of views on the specificity of socio-economic development of each region. Monitoring of the coherence of the public communities actions and governmental organizations could ensure the achievement of a high quality living standard of the population, which enable each individual member of the community to implement their own rational-selfish development goals, which trigger the loop of feedback with a multiplicative positive effect

Effectiveness of functioning national transport system: the space-time aspects

Визначено переваги транспортної системи України серед безлічі країн світу. Встановлено, що функціонування національної транспортної системи здійснюється під впливом не тільки екзогенних, але й ендогенних чинників, які склались під впливом історичних, соціальних та інших процесів. До зовнішніх належать такі: вплив ринкових механізмів господарювання, організаційно-правові відносини, соціальні умови, безпека руху, інновації, маркетингові і логістичні фактори. До внутрішніх належать такі: інфраструктура, трудові ресурси, фінансові ресурси, екологічна ситуація. На основі аналізу показників, які характеризують зовнішнє та внутрішнє середовище національної транспортної системи, проводиться оцінка тенденцій її функціонування, що дасть можливість пошуку загроз, проблем і перспектив її розвитку за допомогою SWOT-аналізу.In today’s conditions, when the integration of the economies of all states into the world economy is increasing, the volume of consumption of natural resources increases, the question of the stable and guaranteed assurance of their economic activity is all the more acute. It is impossible to solve this problem without proper development of the transport system. The peculiarities of the national transport system determine the importance of its effective functioning, on which the ecological, socio-economic and political integrity of our state, its political situation in the world and the standard of living of the entire population of the country depends on it. The development of a scientific approach influenced the work of domestic and foreign scientists, economists and practitioners who are engaged in research and solving problems of ensuring the stable functioning of different systems. The market principles of management, the changing economic situation and the imperfect regulatory and legal framework have necessitated the appropriate adaptation of the transport system. On this basis, there is a need to know the depths of processes and phenomena that occur, which cannot be achieved without relevant information, as well as its evaluation. The purpose of the paper is to determine the effectiveness of the functioning of the national transport system on the basis of a comprehensive situational analysis of the massive statistical data of the mega and macroeconomic environment, the infrastructure of the transport system, labor, financial and ecological resources, which allows estimating the spatio-temporal positioning of the transport system and identifying constraints, threats and problems of its development. Summarizing the results of a comprehensive system analysis of the functioning of the transport system of Ukraine in the space-time context, we can draw the following conclusions: firstly, the transport system plays an extremely important role in the life of the country and in the world economy as a whole. The development of international transport contributes to the expansion of international relations, increasing the volume of world trade. Ukraine has the necessary resources and advantages to create a developed transport system, an opportunity to take a leading role in the world of transport. It is characterized by a set of features, which constitute the prerequisites for the formation of a unique transport system; and secondly, its functioning is influenced not only by external but also by internal factors influenced by regional, historical, social and other processes. The external ones include: the influence of market mechanisms of management, organizational and legal relations, social conditions, traffic safety, innovation, marketing and logistics factors. The internal ones include: infrastructure, labor resources, financial resources, ecological situation; Thirdly, negative and positive tendencies in functioning of the transport system of the country, which lead to the search of threats, problems and prospects of its development with the help of SWOT-analysis, which will be the basis for further scientific researches, are revealed.В статье на базе массива статистических данных определены тенденции функционирования национальной транспортной системы в контексте пространственно-временного аспекта. Определены преимущества транспортной системы Украины среди множества стран мира. Установлено, что функционирование национальной транспортной системы осуществляется под влиянием не только экзогенных, но и эндогенных факторов, которые сложились под влиянием исторических, социальных и других процессов. К внешним относятся такие: влияние рыночных механизмов хозяйствования, организационно-правовые отношения, социальные условия, безопасность движения, инновации, маркетинговые и логистические факторы. К внутренним относятся такие: инфраструктура, трудовые ресурсы, финансовые ресурсы, экологическая ситуация. На основе анализа показателей, характеризующих внешнюю и внутреннюю среду национальной транспортной системы, проводится оценка тенденций ее функционирования, что даст возможность поиска угроз, проблем и перспектив ее развития с помощью SWOT-анализа
