    Ecosystem services in German infrastructure planning - a case study of the projected Lower Weser deepening

    We study the incorporation of ecosystem services in German water infrastructure planning exemplified by a projected deepening of the Lower Weser river channel. Therefore, we recalculate the project’s benefit-cost ratio by integrating the monetary value of changes in different ecosystem services: i) the restoration costs of a planned mitigation measure for a loss in fresh water supply for agricultural production in the estuary, ii) costs of loss in habitat services by transferring the willingness to pay between a contingent valuation study to the area assessed in the environmental impact assessment, and iii) the benefits of emission savings induced by more efficient shipping taking a marginal abatement cost approach. We find that the inclusion of monetary values for ecosystem service changes leads to a substantial drop in the benefit-cost ratio and consequently argue for a reform of the standard to facilitate more complete welfare assessments

    Hot topics in agricultural and environmental economics – a large-scale bibliometric analysis

    Land use is at the core of today’s complex sustainability challenges. Agricultural and environmental economics share a focus land and resource use but evolved in their own domains. Their specialized competencies can be complementary and thus strengthen policy analysis. We use structural topic modelling on more than 24,000 articles in the top agricultural economics and environmental economics journals to derive trending topics in both fields. We thereby identify areas where the two fields converge on hot topics. We review content and contributions from each field. Our results show that policy-oriented research on land use and agent behaviour regarding multifunctional landscapes, climate change mitigation, and biodiversity conservation are hot research avenues and thus candidates for further intensified collaboration

    Reviewing the interface of bioeconomy and ecosystem service research

    The bioeconomy is currently being globally promoted as a sustainability avenue involving several societal actors. While the bioeconomy is broadly about the substitution of fossil resources with bio-based ones, three main (competing or complementary) bioeconomy visions are emerging in scientific literature: resource, biotechnology, and agroecology. The implementation of one or more of these visions into strategies implies changes to land use and thus ecosystem services delivery, with notable trade-offs. This review aims to explore the interdisciplinary space at the interface of these two concepts. We reviewed scientific publications explicitly referring to bioeconomy and ecosystem services in their title, abstract, or keywords, with 45 documents identified as relevant. The literature appeared to be emerging and fragmented but eight themes were discernible (in order of decreasing occurrence frequency in the literature): a. technical and economic feasibility of biomass extraction and use; b. potential and challenges of the bioeconomy; c. frameworks and tools; d. sustainability of bio-based processes, products, and services; e. environmental sustainability of the bioeconomy; f. governance of the bioeconomy; g. biosecurity; h. bioremediation. Approximately half of the documents aligned to a resource vision of the bioeconomy, with emphasis on biomass production. Agroecology and biotechnology visions were less frequently found, but multiple visions generally tended to occur in each document. The discussion highlights gaps in the current research on the topic and argues for communication between the ecosystem services and bioeconomy communities to forward both research areas in the context of sustainability science.Peer reviewe

    Where communities intermingle, diversity grows - The evolution of topics in ecosystem service research

    We analyze how the content of ecosystem service research has evolved since the early 1990s. Conducting a computational bibliometric content analysis we process a corpus of 14,118 peer-reviewed scientific article abstracts on ecosystem services (ES) from Web of Science records. To provide a comprehensive content analysis of ES research literature, we employ a latent Dirichlet allocation algorithm. For three different time periods (1990-2000, 2001-2010, 2011-2016), we derive nine main ES topics arising from content analysis and elaborate on how they are related over time. The results show that natural science-based ES research analyzes oceanic, freshwater, agricultural, forest, and soil ecosystems. Pollination and land cover emerge as traceable standalone topics around 2001. Social science ES literature demonstrates a reflexive and critical lens on the role of ES research and includes critiques of market-oriented perspectives. The area where social and natural science converge most is about land use systems such as agriculture. Overall, we provide evidence of the strong natural science foundation, the highly interdisciplinary nature of ES research, and a shift in social ES research towards integrated assessments and governance approaches.     Decentralization effects in ecological fiscal transfers - the case of Portugal

    Portugal has a unitary system in which the central government transfers funds to lower government levels for their public functions. In 2007, Portugal introduced Ecological Fiscal Transfers (EFT), where municipalities receive transfers for hosting Protected Areas (PA). We study whether introducing EFT in Portugal incentivized municipalities to designate PA and has led to a decentralization of conservation decisions. We employ a Bayesian structural time series approach to estimate the effect of introducing EFT in comparison to a simulated counterfactual time series. Quantitative results show a significant increase in the ratio of municipal and national PA designations following Portugal’s EFT introduction. The analysis furthermore places emphasis on the importance of relevant municipal conservation competencies and the role of local decision makers’ motivations for PA designations. Results have important implications for conservation policy-making in terms of allocating budgets and competencies in multi-level governments

    Ecological Fiscal Transfers in Europe - evidence-based design options of a transnational scheme

    Ecological Fiscal Transfers (EFT) have recently gained attention as a promising instrument to provide incentives for nature conservation addressing public authorities. In parallel, both the EU and different European countries are exploring new mechanisms to mobilise funding to support biodiversity conservation. So far, existing EFT mechanisms in Europe have been implemented at the national level in Portugal and, to some extent, in France while in Brazil EFT schemes exist between the state and local level. In this paper we develop a proposal for an EFT design within the supranational context of the EU and assess its potential effects with evidence-based estimates. To provide such a knowledge base for a potential supranational EU-EFT implementation, we i) provide a theoretical underpinning, and an analytical synthesis of the current experiences both with the uptake of EFT and the implementation of EU’s nature conservation legislation (i.e. the Habitats and Bird Directives), ii) propose a model for an EFT implementation within the existing EU funding framework for N2k financing which is built upon both quantitative and qualitative conservation indicators, iii) compute fiscal effects of our suggested model and analyse how the resulting payments would be (spatially) distributed among European regions, and iv) discuss the model outcomes in terms of ecological effectiveness, distributive effects, and cost-efficiency. Thereby we aim at stimulating a debate about how to better integrate ecological public functions within multi-level and supra-national governance structures

    Soil carbon insures arable crop production against increasing adverse weather due to climate change

    Intensification of arable crop production degrades soil health and production potential through loss of soil organic carbon. This, potentially, reduces agriculture's resilience to climate change and thus food security. Furthermore, the expected increase in frequency of adverse and extreme weather events due to climate change are likely to affect crop yields differently, depending on when in the growing season they occur. We show that soil carbon provides farmers with a natural insurance against climate change through a gain in yield stability and more resilient production. To do this, we combined yield observations from 12 sites and 54 years of Swedish long-term agricultural experiments with historical weather data. To account for heterogenous climate effects, we partitioned the growing season into four representative phases for two major cereal crops. Thereby, we provide evidence that higher soil carbon increases yield gains from favourable conditions and reduces yield losses due to adverse weather events and how this occurs over different stages of the growing season. However, agricultural management practices that restore the soil carbon stock, thus contributing to climate change mitigation and adaptation, usually come at the cost of foregone yield for the farmer in the short term. To halt soil degradation and make arable crop production more resilient to climate change, we need agricultural policies that address the public benefits of soil conservation and restoration

    Implementing result-based agri-environmental payments by means of modelling

    From a theoretical point of view, result-based agri-environmental payments are clearly preferable to action-based payments. However, they suffer from two major practical disadvantages: costs of measuring the results and payment uncertainty for the participating farmers. In this paper, we propose an alternative design to overcome these two disadvantages by means of modelling (instead of measuring) the results. We describe the concept of model-informed result-based agri-environmental payments (MIRBAP), including a hypothetical example of payments for the protection and enhancement of soil functions. We offer a comprehensive discussion of the relative advantages and disadvantages of MIRBAP, showing that it not only unites most of the advantages of result-based and action-based schemes, but also adds two new advantages: the potential to address trade-offs among multiple policy objectives and management for long-term environmental effects. We argue that MIRBAP would be a valuable addition to the agri-environmental policy toolbox and a reflection of recent advancements in agri-environmental modelling

    Thinking green, circular or bio: Eliciting researchers' perspectives on a sustainable economy with Q method

    The continuous emergence of new ideas and terms simultaneously enables and impedes the advancement of sustainability, because of an increasingly complex conceptual landscape. This study aims at highlighting combinations of sustainability concepts (circular, green and bioeconomy) and of development models (growth, steady-state, degrowth) which selected researchers have considered priorities for pursuing sustainability transformations. Thirteen leading scholars working on sustainability issues were asked to rank 36 statements describing activities related to either circular, green, bio, growth, steady-state or degrowth economy. Using Q methodology, an exploratory approach to the identification of shared or diverging opinions, three archetypical perspectives were identified across the respondents: 1. circular solutions towards economic-environmental decoupling in a degrowth perspective; 2. a mix of circular and green economy solutions; 3. a green economy perspective, with an emphasis on natural capital and ecosystem services, and critical towards growth. Economic growth was perceived negatively across all perspectives, in contrast to the current lack of political and societal support for degrowth ideas. Neither did bioeconomy-oriented activities have support among the participating researchers, even though half of the respondents were working with bioeconomy issues, which are currently high on the political agenda. The lack of support for pro-growth and bioeconomy solutions are unexpected results given the current political discourses. While the results are not to be generalised beyond the sample, they provide valuable orientation for emerging and under-investigated research and policy directions. If bioeconomy policies are to be implemented on a broader scale, it seems worthwhile evaluating the acceptability of the bioeconomy agenda among various societal actors. Furthermore, our results point to the (still under-explored) potential of formulating synergic circular, green and bioeconomy policies, possibly without a focus on economic growth.Peer reviewe
