Muchas de estas características fundacionales ajustaron modelos usados en otros países a sus condiciones locales, lo que explica en parte su durabilidad. Desde comienzos del siglo XIX hasta finales del siglo XX, la mayoría de las instituciones políticas en Latinoamérica exhibieron constituciones inestables, usualmente con bajo nivel de aplicación, extremadamente centralistas, hiper-presidencialistas, con legislaturas débiles y sin capacidad proactiva, con poderes judiciales conservadores e ineficaces, elecciones contestadas y partidos políticos efímeros.     Pulmonary arterial hypertension (PAH) is characterized by dysregulated pulmonary artery endothelial cell (PAEC) proliferation, apoptosis and permeability. Loss-of-function mutations in the bone morphogenetic protein receptor type-II (BMPR-II) are the most common cause of heritable PAH, usually resulting in haploinsufficiency. We previously showed that BMPR-II expression is regulated via a lysosomal degradative pathway. Here, we show that the antimalarial drug, chloroquine, markedly increased cell surface expression of BMPR-II protein independent of transcription in PAECs. Inhibition of protein synthesis experiments revealed a rapid turnover of cell surface BMPR-II, which was inhibited by chloroquine treatment. Chloroquine enhanced PAEC expression of BMPR-II following siRNA knockdown of the BMPR-II transcript. Using blood outgrowth endothelial cells (BOECs), we confirmed that signalling in response to the endothelial BMPR-II ligand, BMP9, is compromised in BOECs from patients harbouring BMPR-II mutations, and in BMPR-II mutant PAECs. Chloroquine significantly increased gene expression of BMP9-BMPR-II signalling targets Id1, miR21 and miR27a in both mutant BMPR-II PAECs and BOECs. These findings provide support for the restoration of cell surface BMPR-II with agents such as chloroquine as a potential therapeutic approach for heritable PAH

    Element pool changes within a scrub-oak ecosystem after 11 years of exposure to elevated CO2

    The effects of elevated CO2 on ecosystem element stocks are equivocal, in part because cumulative effects of CO2 on element pools are difficult to detect. We conducted a complete above and belowground inventory of non-nitrogen macro- and micronutrient stocks in a subtropical woodland exposed to twice-ambient CO2 concentrations for 11 years. We analyzed a suite of nutrient elements and metals important for nutrient cycling in soils to a depth of ∼2 m, in leaves and stems of the dominant oaks, in fine and coarse roots, and in litter. In conjunction with large biomass stimulation, elevated CO2 increased oak stem stocks of Na, Mg, P, K, V, Zn and Mo, and the aboveground pool of K and S. Elevated CO2 increased root pools of most elements, except Zn. CO2-stimulation of plant Ca was larger than the decline in the extractable Ca pool in soils, whereas for other elements, increased plant uptake matched the decline in the extractable pool in soil. We conclude that elevated CO2 caused a net transfer of a subset of nutrients from soil to plants, suggesting that ecosystems with a positive plant growth response under high CO2 will likely cause mobilization of elements from soil pools to plant biomass

    Panoramic optical and near-infrared SETI instrument: prototype design and testing

    The Pulsed All-sky Near-infrared Optical Search for ExtraTerrestrial Intelligence (PANOSETI) is an instrument program that aims to search for fast transient signals (nano-second to seconds) of artificial or astrophysical origin. The PANOSETI instrument objective is to sample the entire observable sky during all observable time at optical and near-infrared wavelengths over 300 - 1650 nm1^1. The PANOSETI instrument is designed with a number of modular telescope units using Fresnel lenses (∼\sim0.5m) arranged on two geodesic domes in order to maximize sky coverage2^2. We present the prototype design and tests of these modular Fresnel telescope units. This consists of the design of mechanical components such as the lens mounting and module frame. One of the most important goals of the modules is to maintain the characteristics of the Fresnel lens under a variety of operating conditions. We discuss how we account for a range of operating temperatures, humidity, and module orientations in our design in order to minimize undesirable changes to our focal length or angular resolution.Comment: 12 pages, 8 figures, 1 tabl

    Targeted disruption of cubilin reveals essential developmental roles in the structure and function of endoderm and in somite formation

    BACKGROUND: Cubilin is a peripheral membrane protein that interacts with the integral membrane proteins megalin and amnionless to mediate ligand endocytosis by absorptive epithelia such as the extraembryonic visceral endoderm (VE). RESULTS: Here we report the effects of the genetic deletion of cubilin on mouse embryonic development. Cubilin gene deletion is homozygous embryonic lethal with death occurring between 7.5–13.5 days post coitum (dpc). Cubilin-deficient embryos display developmental retardation and do not advance morphologically beyond the gross appearance of wild-type 8–8.5 dpc embryos. While mesodermal structures such as the allantois and the heart are formed in cubilin mutants, other mesoderm-derived tissues are anomalous or absent. Yolk sac blood islands are formed in cubilin mutants but are unusually large, and the yolk sac blood vessels fail to undergo remodeling. Furthermore, somite formation does not occur in cubilin mutants. Morphological abnormalities of endoderm occur in cubilin mutants and include a stratified epithelium in place of the normally simple columnar VE epithelium and a stratified cuboidal epithelium in place of the normally simple squamous epithelium of the definitive endoderm. Cubilin-deficient VE is also functionally defective, unable to mediate uptake of maternally derived high-density lipoprotein (HDL). CONCLUSION: In summary, cubilin is required for embryonic development and is essential for the formation of somites, definitive endoderm and VE and for the absorptive function of VE including the process of maternal-embryo transport of HDL

    Precise Radial Velocities of Giant Stars II. Pollux and its Planetary Companion

    It has long been speculated that the observed periodic radial velocity pattern for the K giant Pollux might be explained in terms of an orbiting planetary companion. We have collected 80 high-resolution spectra for Pollux at Lick Observatory yielding precise radial velocities with a mean error of 3.8 m/s, providing the most comprehensive and precise data set available for this star. Our data confirm the periodicity previously seen in the radial velocities. We derive a period of 589.7+/-3.5 days and, assuming a primary mass of 1.86 M_Sun, a minimum companion mass of 2.9+/-0.3 M_Jup, consistent with earlier determinations. No evidence for any periodicities is visible in our analysis of the shapes of the spectral lines via the bisector method, so that we conclude that evidence is accumulating and compelling for a planet around Pollux. However, some last doubt remains about this interpretation, because non-radial pulsations which might be present in giant stars could in principle also explain the observed radial velocities, while the accompanying bisector variations might be too small to be detectable with current data.Comment: 13 pages, 4 figures, accepted by Ap

    Laser-plasma interactions in long-scale-length plasmas under direct-drive National Ignition Facility conditions

    Laser-plasma interaction experiments have been carried out on the OMEGA laser system [T. R. Boehly et al., Opt. Commun. 133, 495 (1997)] under plasma conditions representative of the peak of a 1.5 MJ direct-drive laser pulse proposed for the National Ignition Facility (NIF). Plasmas have been formed by exploding 18–20 μm thick CH foils and by irradiating solid CH targets from one side, using up to 20 kJ of laser energy with phase plates installed on all beams. These plasmas and the NIF plasmas are predicted to have electron temperatures of 4 keV and density scale lengths close to 0.75 mm at the peak of the laser pulse. The electron temperature and density of the exploding-foil plasmas have been diagnosed using time-resolved x-ray spectroscopy and stimulated Raman scattering, respectively, and are consistent with predictions of the two-dimensional Eulerian hydrodynamics code SAGE [R. S. Craxton and R. L. McCrory, J. Appl. Phys. 56, 108 (1984)]. When the solid-target or exploding-foil plasmas were irradiated with an f/6f/6 interaction beam at 1.5×1015 W/cm2,1.5×1015W/cm2, well above the NIF f/8f/8 cluster intensity of ∼ 2×1014 W/cm2,∼2×1014W/cm2, stimulated Brillouin backscattering (SBS) was found to be completely inhibited. A conservative upper limit of direct-backscattered SRS was found to be ∼5% from the solid targets.     Pseudospectral Calculation of Helium Wave Functions, Expectation Values, and Oscillator Strength

    The pseudospectral method is a powerful tool for finding highly precise solutions of Schr\"{o}dinger's equation for few-electron problems. We extend the method's scope to wave functions with non-zero angular momentum and test it on several challenging problems. One group of tests involves the determination of the nonrelativistic electric dipole oscillator strength for the helium 111^1S →21\to 2^1P transition. The result achieved, 0.27616499(27)0.27616499(27), is comparable to the best in the literature. Another group of test applications is comprised of well-studied leading order finite nuclear mass and relativistic corrections for the helium ground state. A straightforward computation reaches near state-of-the-art accuracy without requiring the implementation of any special-purpose numerics. All the relevant quantities tested in this paper -- energy eigenvalues, S-state expectation values and bound-bound dipole transitions for S and P states -- converge exponentially with increasing resolution and do so at roughly the same rate. Each individual calculation samples and weights the configuration space wave function uniquely but all behave in a qualitatively similar manner. Quantum mechanical matrix elements are directly and reliably calculable with pseudospectral methods. The technical discussion includes a prescription for choosing coordinates and subdomains to achieve exponential convergence when two-particle Coulomb singularities are present. The prescription does not account for the wave function's non-analytic behavior near the three-particle coalescence which should eventually hinder the rate of the convergence. Nonetheless the effect is small in the sense that ignoring the higher-order coalescence does not appear to affect adversely the accuracy of any of the quantities reported nor the rate at which errors diminish.Comment: 24 pages, 12 figures, 6 tables.
