Landesman-Lazer condition revisited: the influence of vanishing and oscillating nonlinearities
In this paper we deal with semilinear problems at resonance. We present a
sufficient condition for the existence of a weak solution in terms of the
asymptotic properties of nonlinearity. Our condition generalizes the classical
Landesman-Lazer condition but it also covers the cases of vanishing and
oscillating nonlinearities

Publications of the Polish scientists indexed in the Social Sciences Citation Index in the 2009-2015 period
W artykule przeanalizowano publikacje polskich naukowców indeksowane w Social Sciences Citation Index. Wzięto pod uwagę wszystkie artykuły oraz artykuły przeglądowe z lat 2009-2015 (N = 6109) opublikowane w 1799 czasopismach. Każdemu czasopismu przyporządkowany został odpowiedni kwartyl Impact Factora na podstawie danych z Journal Citation Reports. Badanie pokazało, że polscy naukowcy publikują coraz więcej artykułów w czasopismach z części A „Wykazu czasopism punktowanych” i jednocześnie coraz częściej wybierają czasopisma z I lub II kwartyla Impact Factora.This article examines publications of the Polish scientists which are indexed in the Social Sciences Citation Index. All the articles and reviews from the 2009 2015 period (N = 6109) published in 1,799 journals were analyzed into the study. An impact factor quartile has been assigned to each journal on the basis of the the Journal Citation Reports. The present study has revealed that Polish scientists publish more articles in journals that are indexed on the A list of the Polish Journal Ranking and, at the same time, the share of articles from the first and second impact factors quartiles has been significantly growing
Price and quality competitiveness of socialist countries'exports
In this report the authors have analyzed pricing of the centrally planned economies (CPEs) in the highly competitive export markets of the EC countries in the first half of the 1980s. They found that the CPEs'export prices were lower than prices in both developed and developing countries. Manufactured goods from CPEs were underpriced an average 31 to 45 percent - even more on some commodities. Protection of EC countries doesn't seem to be a factor in CPE underpricing of manufactured goods. This could not be explained either by a deliberate policy of CPEs to penetrate Western markets. The CPEs inability to upgrade manufactured exports that are subject to quotas suggests serious quality constraints on exports of manufactured goods. Investment policies and telecommunications regimes
The purpose of the paper is to evaluate the GATS/Telecom Agreement. This is done by looking at the guiding principles for negotiating market access for foreign investors, by comparing the Agreement with the Telecom Agreement under NAFTA and by discussing the merits of the multilateral approach to negotiating foreign investment in the telecommunication sector. The WTO GATS/Telecom Agreement comes out rather well from this evaluation exercise
A multilateral agreement on investment: Convincing the sceptics
Much has been recently written about the Multilateral Agreement on Investment (MAI) that has been negotiated by OECD countries. Perhaps even more has been said by the critics of those who would like to see an agreement of this kind extended among other countries. There has indeed been a great deal of toing and froing about the desirability of MAI and even misunderstandings about its merits. The principal question of this paper is whether there is any need for MAI. There are arguments in favour and against and this paper provides a short review. On balance, the positive aspects of a multilateral agreement should outweigh the negative ones. The novelty of the paper is the attempt to address the critical voices. Given the lukewarm reaction in some countries, it would seem sensible to pay more attention to these arguments - a feature that may only now become something of pressing need in the light of the difficulties encountered in the OECD negotiations
Locus control regions and gene therapy
Gene therapy is a procedure in which exogenous genetic material is
introduced into the cells of a patient in order to correct an genetic error or
to provide the cells of the patient with a new functional property.
Correction can be achieved by gene targeting via homologous
recombination, at present achieved with very low efficiency (reviewed in
Yanez and Porter 1998), or by addition of a therapeutic gene
(augmentation). For gene therapy to succeed in clinical practice, the
therapeutic gene must be delivered efficiently into the appropriate cells
(tissue) and, once delivered, the gene must be expressed at a therapeutical
level.
In this chapter (section A) I will summarise some of the efforts currently
underway for the development of practical, efficient and safe methods for
gene transfer in man and the rationale underlying these approaches as well
as the limitations and the problems involved (Tables IA and IB). I will
also address the following issues: regulation of gene expression (section
B), possible targets for gene therapy (section C), creation of animal models
for human diseases and their relevance to somatic gene therapy (section D)
and ethical and social implications of gene therapy (section E)
