    A logistics and potential hazard study of propellant systems for a Saturn 5 derived heavy lift (three-stage core) launch vehicle

    The Bush Administration has directed NASA to prepare for a return to the Moon and on to Mars - the Space Exploration Initiative. To meet this directive, powerful rocket boosters will be required in order to lift payloads that may reach the half-million pound range into low earth orbit. In this report an analysis is presented on logistics and potential hazards of the propellant systems envisioned for future Saturn 5 derived heavy lift launch vehicles. In discussing propellant logistics, particular attention has been given to possible problems associated with procurement, transportation, and storage of RP-1, HL2, and LOX, the heavy lift launch vehicle propellants. Current LOX producing facilities will need to be expanded and propellant storage and some support facilities will require relocation if current Launch Pads 39A and/or 39B are to be used for future heavy noise-abatement measures. Included in the report is a discussion of suggested additional studies, primarily economic and environmental, which should be undertaken in support of the goals of the Space Exploration Initiative

    The civil engineering and construction industries are currently using geo browsers such as Google Earth to access satellite and aerial imagery to create and update design drawings for roadway construction, which leads to inaccuracies in the construction phase and in effect, delays the time, and increases the cost of a project. Technological advancements in the civil engineering and construction industries have enabled the design processes to be more efficient and accurate. This research focuses on using the cutting-edge technology of airborne LiDAR and aerial imagery to extract roadway network information from an urban area, which can be used to enhance the durability and serviceability of transportation infrastructure in a complex environment. Research results revealed that the time, cost, and completeness of extracting roadway network information from LiDAR data and aerial imagery are more advantageous than that of digitizing from Google Earth, which involves designing roadway network information based on the designer’s best judgment. Research results also showed that there are still limitations with this approach as it relates to the vi accuracy of detecting the edges of the drivable spaces in an urban environment, mainly due to the failure of the extraction process to distinguish between drivable spaces and adjacent sidewalks or other paved surfaces. Future improvements for this extraction process will need to consider better edge detection methods to improve accuracy in urban environments. The process used for the procedure will be made readily available to the civil engineering and construction industries to enable the users to apply it to their work.     Emergency Medicine Super Utilizers and the Role of Targeted Community Paramedicine

    Frequent emergency department (ED) users, colloquially known as “frequent fliers,” are a small population that account for a disproportionately large number of ED visits. Depending on the criteria used, ED super users may constitute as little as 1% of the individuals seen through the department, while accounting for up to 60% of the visit volume. There is an associated stress on the 911 system and a public health concern with burdening of already busy emergency departments. Unsurprisingly, ED super users have an associated financial cost. A 2015 Milwaukee area pilot program provided community outreach to only 39 of their well-known ED utilizers and still managed to return just over one million dollars in cost savings to the healthcare system. This patient population is frequently characterized by chronic illness including cancer, mental health disorders, substance use disorders, chronic kidney disease and chronic obstructive pulmonary disease (COPD). At the University of Vermont Medical Center (UVMMC), a community outreach program is being assembled. Using both grant and internal funding, HealthNet paramedics and ED nurses will provide community-based care to the top 100 utilizers of the UVMMC Emergency Department. Methods include outreach to patients missing primary and subspecialty appointments, tracking pill counts, monitoring prescription refills, assessing medication adherence at home visits and assessing and addressing social determinants of health including housing and food stability. The program aims to decrease ED and EMS utilization, reduce health system costs and ultimately, improve patient outcomes. A similar program might be considered at CVPH, potentially utilizing CVPH Family Medicine staff for community outreach, as well as the clinic itself as a primary care alternative to frequent ED evaluation for chronic medical conditions.https://scholarworks.uvm.edu/fmclerk/1834/thumbnail.jp

    Guidelines for composite materials research related to general aviation aircraft

    Guidelines for research on composite materials directed toward the improvement of all aspects of their applicability for general aviation aircraft were developed from extensive studies of their performance, manufacturability, and cost effectiveness. Specific areas for research and for manufacturing development were identified and evaluated. Inputs developed from visits to manufacturers were used in part to guide these evaluations, particularly in the area of cost effectiveness. Throughout the emphasis was to direct the research toward the requirements of general aviation aircraft, for which relatively low load intensities are encountered, economy of production is a prime requirement, and yet performance still commands a premium. A number of implications regarding further directions for developments in composites to meet these requirements also emerged from the studies. Chief among these is the need for an integrated (computer program) aerodynamic/structures approach to aircraft design
