The work covers James\u27 life from its beginnings in England in 1814, to his death in Mendon, Utah, in 1895. It covers the surviving traces that exist on his life, with the notable accomplishments of Pastor in the Mormon mission field in England (1853-1856), and Bishop of the Salt Lake City Seventh Ward between 1856 and 1859, with major emphasis on his most famous deed, that of captain of the ill-fated handcart company of 1856

    There is a need for improved drought monitoring and assessment methods in the United States. Drought is the most costly natural disaster [Federal Emergency Management Agancy (FEMA 1995; Wilhite 2000)], but it is often neglected by developers of assessment and forecast products. Drought is more nebulous than other disasters and does not lend itself to traditional assessments or forecast methods. Its relatively slow onset and the complexity of its impacts are reasons for the new assessment methodology. Improvements in drought monitoring and forecasting techniques will allow for better preparation, lead to better management practices, and reduce the vulnerability of society to drought and its subsequent impacts. The Drought Monitor (additional information available online at http://drought.unl/edu/dm) was created with the goal of tracking and displaying the magnitude and spatial extent of drought and its impacts across the United States. The Drought Monitor is produced weekly and classifies drought severity into four major categories, with a fifth category threshold assigned to locations on a map are determined from a number of indicators, or tools, blended with subjective interpretation

    Chemical Plants Remain Vulnerable to Terrorists: A Call to Action

    U.S. chemical plants currently have potentially catastrophic vulnerabilities as terrorist targets. The possible consequences of these vulnerabilities echo from the tragedies of the Bhopal incident in 1984 to the terrorist attacks on 11 September 2001 and, most recently, Hurricanes Katrina and Rita. Findings from a 2004 nationwide participatory research study of 125 local union leaders at sites with very large volumes of highly hazardous chemicals suggest that voluntary efforts to achieve chemical plant security are not succeeding. Study respondents reported that companies had only infrequently taken actions that are most effective in preventing or in preparing to respond to a terrorist threat. In addition, companies reportedly often failed to involve key stakeholders, including workers, local unions, and the surrounding communities, in these efforts. The environmental health community thus has an opportunity to play a key role in advocating for and supporting improvements in prevention of and preparation for terrorist attacks. Policy-level recommendations to redress chemical site vulnerabilities and the related ongoing threats to the nation’s security are as follows: a) specify detailed requirements for chemical site assessment and security; b) mandate audit inspections supported by significant penalties for cases of noncompliance; c) require progress toward achieving inherently safer processes, including the minimizing of storage of highly hazardous chemicals; d) examine and require additional effective actions in prevention, emergency preparedness, and response and remediation; e) mandate and fund the upgrading of emergency communication systems; and f) involve workers and community members in plan creation and equip and prepare them to prevent and respond effectively to an incident

    Understanding the rapid precipitation response to CO2 and aerosol forcing on a regional scale

    Precipitation exhibits a significant rapid adjustment in response to forcing, which is important for understanding long-term climate change. In this study, fixed sea surface temperature (SST) simulations are used to analyze the spatial pattern of the rapid precipitation response. Three different forcing scenarios are investigated using data obtained from phase 5 of CMIP (CMIP5): an abrupt quadrupling of CO2, an abrupt increase in sulfate, and an abrupt increase in all anthropogenic aerosol levels from preindustrial to present day. Analysis of the local energy budget is used to understand the mechanisms that drive the observed changes. It is found that the spatial pattern of the rapid precipitation response to forcing is primarily driven by rapid land surface temperature change, rather than the change in tropospheric diabatic cooling. As a result, the pattern of response due to increased CO2 opposes that due to sulfate and all anthropogenic aerosols, because of the opposing surface forcing. The rapid regional precipitation response to increased CO2 is robust among models, implying that the uncertainty in long-term changes is mainly associated with the response to SST-mediated feedbacks. Increased CO2 causes rapid warming of the land surface, which destabilizes the troposphere, enhancing convection and precipitation over land in the tropics. Precipitation is reduced over most tropical oceans because of a weakening of overturning circulation and a general shift of convection to over land. Over most land regions in the midlatitudes, circulation changes are small. Reduced tropospheric cooling therefore leads to drying over many midlatitude land regions
