    URBAN AND RURAL DIFFERENCES IN UTILIZATION OF STATE EARNED INCOME TAX CREDIT PROGRAMS: MINNESOTA'S EXPERIENCE

    This paper examines utilization rates of Minnesota's earned income tax credit program by households on welfare from 1992 through 1999. We examine urban and rural differences in the rate of filing an income tax return and receiving the earned income tax credit. Tabulations show that urban areas have the lowest utilization rates, but are catching up in both income tax filing rates and earned income credit receipt rates. Regression analyses identify correlates to urban-rural differences. A modeling exercise examines how urban and rural households might respond to a 10 percent increase in the credit. Finally, policy suggestions are offered, which are relevant to urban and rural areas and are appropriate for other states.Food Security and Poverty,

    Annual fecundity, batch fecundity, and oocyte atresia of Atka mackerel (Pleurogrammus monopterygius) in Alaskan waters

    Annual potential fecundity, batch fecundity, and oocyte atresia were estimated for Atka mackerel (Pleurogrammus monopterygius) collected in Alaskan waters during 1993−94. Atka mackerel were assumed to be determinate spawners on the basis of decreasing fecundity after batch spawning events. Histological examination of the ovaries indicated that oocytes in the vitellogenic stage and higher had been spawned in the current spawning season. For an average female of 40 cm, potential annual fecundity was estimated to be 41,994 eggs, average batch size (i.e., batch fecundity) was estimated to be 6689 eggs, and there were 6.13 batches per spawning season. Atresia was estimated by examining postspawning specimens and was found to be substantial. The average amount of atresia for a 40-cm fish was estimated to be 11,329 eggs, resulting in an estimated realized fecundity of only 30,664 eggs and 4.64 batches of eggs per spawning season

    The Arches Cluster Mass Function

    We have analyzed H and K_s-band images of the Arches cluster obtained using the NIRC2 instrument on Keck with the laser guide star adaptive optics (LGS AO) system. With the help of the LGS AO system, we were able to obtain the deepest ever photometry for this cluster and its neighborhood, and derive the background-subtracted present-day mass function (PDMF) down to 1.3 Msun for the 5 arcsec-9 arcsec annulus of the cluster. We find that the previously reported turnover at 6 Msun is simply due to a local bump in the mass function (MF), and that the MF continues to increase down to our 50 % completeness limit (1.3 Msun) with a power-law exponent of Gamma = -0.91 for the mass range of 1.3 < M/Msun < 50. Our numerical calculations for the evolution of the Arches cluster show that the Gamma values for our annulus increase by 0.1-0.2 during the lifetime of the cluster, and thus suggest that the Arches cluster initially had Gamma of -1.0 ~ -1.1, which is only slightly shallower than the Salpeter value.Comment: Accepted for publication in ApJ

    A general approach to three-dimensional postprocessing of engineering analyses is presented. The approach is versatile and may handle the results from a wide range of engineering analysis methods which involve the discretization of continua. To facilitate the understanding of complex three-dimensional numerical models, advanced interactive color postprocessing techniques are introduced. Finite element, finite difference, and boundary element models are evaluated with the prototype postprocessor. The existing color graphics program (POSTPRO3D) was ported to a high-resolution device. Interactive graphic tools were implemented to facilitate qualitative mesh evaluation from a single analysis. A postprocessing environment was design for workstation technology

    The Environment for Application Software Integration and Execution (EASIE) provides both a methodology and a set of software utility programs to ease the task of coordinating engineering design and analysis codes. This document provides necessary information for installing the EASIE software on a host computer system. The target host is a DEX VAX running VMS version 4; host dependencies are noted when appropriate. Relevant directories and individual files are identified, and compile/load/execute sequences are specified. In the case of the data management utilities, database management system (DBMS) specific features are described in an effort to assist the maintenance programmer in converting to a new DBMS. The document also describes a sample EASIE program directory structure to guide the program implementer in establishing his/her application dependent environment

    Nimbus 7 Solar Backscatter Ultraviolet (SBUV) spectral scan solar irradiance and Earth radiance product user's guide

    The archived tape products from the spectral scan mode measurements of solar irradiance (SUNC tapes) and Earth radiance (EARTH tapes) by the Solar Backscatter UV (SBUV) instrument aboard Nimbus 7 are described. Incoming radiation from 160 to 400 nm is measured at intervals of 0.2 nm. The scan-to-scan repeatability of the solar irradiance measurements ranges from approximately 0.5 to 1 percent longward of 280 nm, to 2 percent around 210 nm and 4 percent near 175 nm. The repeatability of the Earth radiance values ranges from 2 to 3 percent at longer wavelengths and low zenith angles to 10 percent at shorter wavelengths and high zenith angles. The tape formats are described in detail, including file structure and contents of each type of record. Catalogs of the tapes and the time period covered are provided, along with lists of the days lacking solar irradiance measurements and the days dedicated to Earth radiance measurements. The method for production of the tapes is outlined and quality control measures are described. How radiances and irradiances are derived from the raw counts, the corrections for changes in instrument sensitivity, and related uncertainties are discussed

    The Environment for Application Software Integration and Execution, EASIE, provides a methodology and a set of software utility programs to ease the task of coordinating engineering design and analysis codes. EASIE was designed to meet the needs of conceptual design engineers that face the task of integrating many stand-alone engineering analysis programs. Using EASIE, programs are integrated through a relational data base management system. In volume 2, the use of a SYSTEM LIBRARY PROCESSOR is used to construct a DATA DICTIONARY describing all relations defined in the data base, and a TEMPLATE LIBRARY. A TEMPLATE is a description of all subsets of relations (including conditional selection criteria and sorting specifications) to be accessed as input or output for a given application. Together, these form the SYSTEM LIBRARY which is used to automatically produce the data base schema, FORTRAN subroutines to retrieve/store data from/to the data base, and instructions to a generic REVIEWER program providing review/modification of data for a given template. Automation of these functions eliminates much of the tedious, error prone work required by the usual approach to data base integration
