    This was the keynote address at the Fourth International Conference on Ethiopian Development Studies, Western Michigan University, Kalamazoo, MI, August 3, 2007.The title An Ethiopian Dilemma stands to evoke an association to the book by Swedish sociologist Gunnar Myrdal, An American Dilemma, which played a signal role in helping Americans resolve their longstanding conflict of values regarding racial discrimination. The author hopes to suggest ways in which a social scientist might help Ethiopians get a better grip on their country\u27s problems.Not since the 16th Century has Ethiopia experienced changes so convulsive as in the past fifty years. 20th-century turbulence stemmed from invasions: first Sudan, then Italy, twice. These invasions pushed Ethiopia toward deliberate programs of internal change, what sociologists call defensive modernization. One way or another, however, a push toward modernization was inevitable, given steady engulfment by a global civilization.     X-ray Transients Monitored by the All-Sky Monitor on RXTE: A Tabulation

    We present a tabulation of 46 transient x-ray sources monitored with the All-Sky Monitor (ASM) on the Rossi X-ray Timing Explorer (RXTE). They fall into four broad categories: short (~d), intermediate, and long (>500 d) duration of outbursts, and long period binary systems that flare up at periastron (e.g., Be systems). The mixture of outburst/quiescent cycles and low-level persistent emission in a few systems could indicate conditions are near the limit for stable mass flow in the accretion disk.     The kinematical constraints of helicity amplitudes are studied using the general ideas of Jackson and Hite. The helicity amplitudes are expressed in terms of a Taylor series expansion from which all constraints at threshold and pseudothreshold can be trivially found.
