Local Government Revenue Mobilisation in Anglophone Africa

This paper examines opportunities and constraints facing local revenue mobilisation in anglophone Africa, with an emphasis on urban settings. It discusses specific revenue instruments and their effects on economic efficiency, income distribution and accountability. In particular, it addresses political and administrative constraints facing various revenue instruments and factors affecting citizens’ compliance. The analysis is illustrated with examples from across anglophone Africa. A general conclusion emerging from the study is that local revenues mobilised in most local government authorities in Africa are necessary but not sufficient to develop and supply adequate services for the fast-growing population. Factors of innovation uptake is analysed in this paper through the metaphorical lens of the "price of convenience" (PoC). The PoC model was introduced in (Ng-Kruelle et al., 2002c) and further refined in (Ng-Kruelle et al., 2002a) as a heuristic device to aid understanding of how a user trades personal privacy for the conveniences of mobile technology. This paper builds on our work: - Guided by cultural-historical activity theory, we conduct a socio-technical analysis of a business, social and legislative environment within which we propose a possible method of viewing innovation uptake through the lens of the PoC. - We illustrate how habituation and desensitisation through time affect privacy sensitivity in an individual's "PoC archetypes" and the changing adoption attitude towards types of service/product uptake and the associated behaviour of contracting, initiation and discontinuance decision
