    Exploring the Dialectics Underlying Institutionalization of IT Artifacts

    We examine the relationship between information and communication technology for development (ICT4D) and local historically embedded institutions. We argue that, to understand the process of implementing IT artifacts, one needs to consider not only technical feasibility and economic viability but also institutional permissibility. We present a novel theoretical framework based on dialectics and institutional theory and apply it to a case study that contributes a dialectics-centered framework illustrated with empirical data from the informal sector in Latin America. The analysis demonstrates the institutionalization of IT artifacts as a conflicted and contested process and that historical institutions may enable some forms of institutionalization while resisting others contrary to social norms. We examine the emergence of contradictions, active praxis, and the resulting outcomes before concluding that, for IT artifacts to contribute to development, one must emphasize the embedded institutional arrangements and contestation that historically embedded institutions present. We conclude the paper by discussing the theoretical and practical implications

    Mesoscale monitoring of the soil freeze/thaw boundary from orbital microwave radiometry

    A technique was developed for mapping the spatial extent of frozen soils from the spectral characteristics of the 10.7 to 37 GHz radiobrightness. Through computational models for the spectral radiobrightness of diurnally heated freesing soils, a distinctive radiobrightness signature was identified for frozen soils, and the signature was cast as a discriminant for unsupervised classification. In addition to large area images, local area spatial averages of radiobrightness were calculated for each radiobrightness channel at 7 meteorologic sites within the test region. Local area averages at the meteorologic sites were used to define the preliminary boundaries in the Freeze Indicator discriminate. Freeze Indicator images based upon Nimbus 7, Scanning Multichannel Microwave Radiometer (SMMR) data effectively map temporal variations in the freeze/thaw pattern for the northern Great Plains at the time scale of days. Diurnal thermal gradients have a small but measurable effect upon the SMMR spectral gradient. Scale-space filtering can be used to improve the spatial resolution of a freeze/thaw classified image

    Generation of crowd arrival and destination locations/times in complex transit facilities

    In order to simulate virtual agents in the replica of a real facility across a long time span, a crowd simulation engine needs a list of agent arrival and destination locations and times that reflect those seen in the actual facility. Working together with a major metropolitan transportation authority, we propose a specification that can be used to procedurally generate this information. This specification is both uniquely compact and expressiveā€”compact enough to mirror the mental model of building managers and expressive enough to handle the wide variety of crowds seen in real urban environments. We also propose a procedural algorithm for generating tens of thousands of high-level agent paths from this specification. This algorithm allows our specification to be used with traditional crowd simulation obstacle avoidance algorithms while still maintaining the realism required for the complex, real-world simulations of a transit facility. Our evaluation with industry professionals shows that our approach is intuitive and provides controls at the right level of detail to be used in large facilities (200,000+ people/day)

    A Highly Stable Blood Meal Alternative for Rearing \u3cem\u3eAedes\u3c/em\u3e and \u3cem\u3eAnopheles\u3c/em\u3e Mosquitoes

    We investigated alternatives to whole blood for blood feeding of mosquitoes with a focus on improved stability and compatibility with mass rearing programs. In contrast to whole blood, an artificial blood diet of ATP-supplemented plasma was effective in maintaining mosquito populations and was compatible with storage for extended periods refrigerated, frozen, and as a lyophilized powder. The plasma ATP diet supported rearing of both Anopheles and Aedes mosquitoes. It was also effective in rearing Wolbachia-infected Aedes mosquitoes, suggesting compatibility with vector control efforts
