    Trends and Cycles in Australian State and Territory Unemployment Rates.

    This paper has as its subject matter the behaviour of state unemployment rates over time. Arguments are presented which suggest that the common approach which entails regressing state or regional rate of unemployment on the national rate is not likely to yield much useful knowledge. As a positive contribution to the literature, this paper focuses on two things: first, the behaviour over time in the dispersion of state unemployment rates and their relationship with the business cycle and; second, tests for the presence of common trends and/or common cycles in the state unemployment rates.     Misleading Regressions with Constructed Variables.

    It is common practice to examine empirical models in which one of the regressors is constructed as the weighted average or sum of a set of series that includes the dependent variable. Examples include models relating money and wealth, consumption and income and regional and national unemployment. In this paper we show that biased results are likely to be generated by such models and that the identified bias is distinct from the more familiar simultaneous equation bias.     This document is a consolidated catalogue of requirements for the Electronic Health Care Record (EHCR) and Electronic Health Care Record Architecture (EHCRA), gleaned largely from work done in the EU Framework III and IV programmes and CEN, but also including input from other sources including world-wide standardisation initiatives. The document brings together the relevant work done into a classified inventory of requirements to inform the on-going standardisation process as well as act as a guide to future implementation of EHCRA-based systems. It is meant as a contribution both to understanding of the standard and to the work that is being considered to improve the standard. Major features include the classification into issues affecting the Health Care Record, the EHCR, EHCR processing, EHCR interchange and the sharing of health care information and EHCR systems. The principal information sources are described briefly. It is offered as documentation that is complementary to the four documents of the ENV 13606 Parts I-IV produced by CEN Pts 26,27,28,29. The requirements identified and classified in this deliverable are referenced in other deliverables

    Employment volatility and the great moderation: Evidence from the Australian states and territories

    Macroeconomic policy discussion in Australia presumes that there was once and for all reduction in the volatility of aggregate output and employment in the late 80s or early-mid 90s and that all states and territories were party to this 'Great Moderation'. In this paper we examine Australian data on national and state and territory employment, focusing in particular on whether there have been common national and state and territory changes in the volatility of employment growth. We find that there was no change in volatility for SA, WA and the ACT while there was a change in volatility, associated with 'the great moderation' in the early-mid 1990s for NSW, VIC, QLD, TAS and the NT. The different experiences of the states and territories signals the need for more, and more evidence-led, discussion in Australia of the regional aspects of macroeconomic stabilisation policy

    Regional Unemployment Disparities.

    In this paper we examine the nature of disparities in regional (State) unemployment rates in Australia over the period 1978-1999 and their relationship to the national unemployment rate. As a measure of dispersion we use the sum of the (weighted) deviations of regional unemployment rates from the national rate. We show that this figure may be interpreted as the number of new jobs or labour force movements that would be needed to even out unemployment rates between regions, expressed as a proportion of the total number currently employed in all regions. Using co-integration analysis, we find that there is a (long-run) relationship between the degree of dispersion in the regional unemployment rates and the level of the national unemployment rate. The relationship between the two is negative implying that, as the national unemployment rate falls, micro and/or differentiated labour markets policies need to bite harder (and affect proportionately more people) if equity in unemployment across regions is to be maintained. We also find that the trade-off between dispersion and unemployment has become steeper in the period following significant deregulation of the Australian economy in the early Nineteen-Eighties. It would appear likely that this reflects an increase in differences in the Natural Rate of Unemployment between the regions since that time.UNEMPLOYMENT ; REGIONAL DEVELOPMENT

    Device and method for frictionally testing materials for ignitability

    Test apparatus for determining ignition characteristics of various metal in oxidizer environments simulating operating conditions for materials is invented. The test apparatus has a chamber through which the oxidizing agent flows, and means for mounting a stationary test sample therein, a powered, rotating shaft in the chamber rigidly mounts a second test sample. The shaft is axially movable to bring the samples into frictional engagement and heated to the ignition point. Instrumentation connected to the apparatus provides for observation of temperatures, pressures, loads on and speeds of the rotating shaft, and torques whereby components of stressed oxygen systems can be selected which will avoid accidental fires under working conditions

    Critical velocity ionisation in substellar atmospheres

    The observation of radio, X-ray and Hα emission from substellar objects indicates the presence of plasma regions and associated high-energy processes in their surrounding envelopes. This paper numerically simulates and characterises Critical Velocity Ionisation, a potential ionisation process, that can efficiently generate plasma as a result of neutral gas flows interacting with seed magnetized plasmas. By coupling a Gas-MHD interactions code (to simulate the ionisation mechanism) with a substellar global circulation model (to provide the required gas flows) we quantify the spatial extent of the resulting plasma regions, their degree of ionisation and their lifetime for a typical substellar atmosphere. It is found that the typical average ionisation fraction reached at equilibrium (where the ionisation and recombination rates are equal and opposite) ranges from 10-5 to 10-8, at pressures between 10-1 and 10-3 bar, with a trend of increasing ionisation fraction with decreasing atmospheric pressure. The ionisation fractions reached as a result of Critical Velocity Ionisation are sufficient to allow magnetic fields to couple to gas flows in the atmosphere

    Structures and materials technology issues for reusable launch vehicles

    Projected space missions for both civil and defense needs require significant improvements in structures and materials technology for reusable launch vehicles: reductions in structural weight compared to the Space Shuttle Orbiter of up to 25% or more, a possible factor of 5 or more increase in mission life, increases in maximum use temperature of the external surface, reusable containment of cryogenic hydrogen and oxygen, significant reductions in operational costs, and possibly less lead time between technology readiness and initial operational capability. In addition, there is increasing interest in hypersonic airbreathing propulsion for launch and transmospheric vehicles, and such systems require regeneratively cooled structure. The technology issues are addressed, giving brief assessments of the state-of-the-art and proposed activities to meet the technology requirements in a timely manner

    Technical innovation changes standard radiographic protocols in veterinary medicine: is it necessary to obtain two dorsoproximal-palmarodistal oblique views of the equine foot when using computerised radiography systems?

    Since the 1950s, veterinary practitioners have included two separate dorsoproximal–palmarodistal oblique (DPr–PaDiO) radiographs as part of a standard series of the equine foot. One image is obtained to visualise the distal phalanx and the other to visualise the navicular bone. However, rapid development of computed radiography and digital radiography and their post-processing capabilities could mean that this practice is no longer required. The aim of this study was to determine differences in perceived image quality between DPr–PaDiO radiographs that were acquired with a computerised radiography system with exposures, centring and collimation recommended for the navicular bone versus images acquired for the distal phalanx but were subsequently manipulated post-acquisition to highlight the navicular bone. Thirty images were presented to four clinicians for quality assessment and graded using a 1–3 scale (1=textbook quality, 2=diagnostic quality, 3=non-diagnostic image). No significant difference in diagnostic quality was found between the original navicular bone images and the manipulated distal phalanx images. This finding suggests that a single DPr–PaDiO image of the distal phalanx is sufficient for an equine foot radiographic series, with appropriate post-processing and manipulation. This change in protocol will result in reduced radiographic study time and decreased patient/personnel radiation exposure

    Swimming in curved space or The Baron and the cat

    We study the swimming of non-relativistic deformable bodies in (empty) static curved spaces. We focus on the case where the ambient geometry allows for rigid body motions. In this case the swimming equations turn out to be geometric. For a small swimmer, the swimming distance in one stroke is determined by the Riemann curvature times certain moments of the swimmer.Comment: 19 pages 6 figure
