    Characteristics of Billfish Anglers in the U.S. Atlantic Ocean

    A mail survey of 1,984 U.S. billfish tournament anglers was completed to examine their fishing activity, attitudes, trip expenditures, consumer's surplus, catch levels, and management preferences. A sample of 1,984 anglers was drawn from billfish tournaments in the western Atlantic Ocean (from Maine to Texas, including Puerto Rico and the U.S. Virgin Islands) during 1989. A response rate of 61% was obtained (excluding nondeliverables). Anglers averaged 13 billfish trips per year, catching a billfish 40% of the time while 89% of billfish caught were released with <1 billfish per year per angler retained. Catch and retention rates varied by region. Expenditures averaged 1,600pertrip,butvariedbyregion.Theannualconsumer′ssurpluswas1,600 per trip, but varied by region. The annual consumer's surplus was 262 per angler, but increased to 448peranglerifbillfishpopulationsweretoincrease.Anestimated7,915tournamentanglersintheU.S.westernAtlanticspent448 per angler if billfish populations were to increase. An estimated 7,915 tournament anglers in the U.S. western Atlantic spent 179,425,000 in pursuit of billfish in 1989. Anglers opposed management options that would diminish their ability to catch a billfish, but supported options limiting the number of billfish landed

    Charter and Party Boat Operators in the U.S. Gulf of Mexico: A Social Structure Perspective

    To better address the charter and party boat fishery needs in the U.S. Gulf of Mexico, fishery managers must understand the linkages between the industry and other groups and organizations that affect its success. Gulf state charter and party boat operators were interviewed to ascertain the extent of their social network linkages, membership in community organizations, business community relationships, and linkages to information sources. Approximately one-third to one-half of the charter and party boat operators did not belong to local community organizations that could assist their business through tourism promotion or natural resource protection. Despite their limited integration in the community, the vast majority of operators gave and received referrals from other businesses. Of four major information sources, the National Weather Service and the County Marine Extension agents were rated highest and lowest, respectively, in mean importance to charter and party boat operators. Results suggest that business success can be enhanced by strengthening network ties between operators and local businesses, chambers of commerce, and tourism organizations. For this to occur, individual operators and charter/party boat organizations need to become more effective in representing industry interests. Informational linkages between industry and govemment agencies also need improvement

    Identification and critical analysis of selected literature dealing with the recreational aspects of water resources use, planning, and development

    The literature dealing with the recreational aspects of water is fragmented to such a degree that it presents a weak foundation for future research. Therefore, this study integrates and summarizes the existing interdisciplinary body of knowledge dealing with recreation and water. Over one thousand pertinent articles and publications were identified, fully documented, and classified according to keyword descriptors. A computerized bibliographic retrieval routine was developed to enable an investigator to receive, automatically, using keyword inputs, those bibliographic notations that are pertinent to his request. Bibliographic retrieval was accomplished through the IBM System/360. Using this retrieval system to assemble bibliographies by topic, this research project surveyed and critically analyzed research findings and their implications for water recreation planning and development. The narrative critical analysis of pertinent literature is organized within five broad areas: (1) The water resource, (2) Water resource recreation planning, (3) User-resource planning considerations, (4) Factors inhibiting the recreational use of water resources, and (5) Maintaining water quality for recreational use. In citing gaps in existing methods and knowledge, this critical analysis forms the bibliographic foundation for a programmatic identification of interdisciplinary recreation-water resources research needs. These research needs are grouped according to: (1) The water resource, (2) User-resource planning, (3) Water quality maintenance for recreational use.     A preliminary fishery quality index for Portuguese streams

    There is a need to quantify the multivariate quality of a recreational fishery at the site scale to better communicate the relative quality among sites to the public and anglers. Borrowing on the general approach of multimetric indices of biotic integrity (IBIs), we developed fishery quality indices (FQIs) from species quality indices (SQIs) based on measures of fish abundance and size structure for northern and central Portuguese streams. Our FQIs showed regional patterns indicating a range in fishery quality. Higher coldwater FQI scores were mostly found in the northwestern (Minho and Lima), northeastern Douro, and northern Tagus basins. Higher warmwater FQI scores occurred in the eastern Tagus basin. The species that contributed the most to warmwater FQI scores were largemouth bass Micropterus salmoides, pumpkinseed Lepomis gibbosus, the cyprinid Luciobarbus bocagei, chubs Squalius carolitertii and S. pyrenaicus, and nases Pseudochondrostoma duriense and P. polylepis. The chubs, nases, and brown trout Salmo trutta contributed the most to coldwater FQI scores. As expected, our indices were correlated with river size and with disturbance at the catchment, segment, and site scales. Regression models for separate coldwater and warmwater FQIs were stronger than those for the individual SQIs and for an all-site FQI. The correlation was positive between the coldwater FQI and a coldwater IBI but negative between the warmwater FQI and warmwater IBIs. The proposed FQIs offer a quantitative approach for assessing relative fishery quality among sites and for making regional assessments given an appropriate study design. The component SQIs and SQI metrics of the FQIs can be disassociated to determine the population and species characteristics most affected by various environmental variables
