    Pour une agriculture intelligente face au changement climatique au Sénégal: Recueil de bonnes pratiques d'adaptation et d'atténuation

    Climate change is at the present time a new threat which leads to increased frequency and intensity of floods, droughts and cyclones with rising sea levels; thus placing additional demands on a situation already critical in rural areas. In Senegal, as in many countries of the Sahel, those natural phenomena result in a significant drop in harvests, water shortages and worsening health crisis which leads to consequences such as growing food insecurity of the population; thus threatening the progress achieved in regards with the fight against poverty during the last century. Indeed, many farmers live in rural areas which are characterized as low rainfall, saline soils, fragile or degraded soils and limited market access areas. The poverty in which they live, especially those of women, is often worsened by social exclusion. Such farmers are vulnerable because they depend directly on rainfall and seasons. They have little savings while supports from the government or their local authorities remain inadequate. It is essential to strengthen the adaptive capacity of vulnerable countries and communities to cope with the impacts of climate change on agriculture and food security. This document is the result of a multi-criteria analysis of experiences of tackling climate variability, drought and desertification, and land degradation on one hand, and Adaptation to Climate Change in Senegal on the other. It is carried out on the initiative of the national platform for science-policy dialogue on adaptation of agriculture and food security to climate change (C-CASA) for capacity building and informed decision making for adaptation to climate change. This work has received technical and financial support from CCAFS Program (www.ccafs.cgiar.org). It is intended for the use of field workers in the area of adaptation to climate change. It also serves as technologies and tools guide to adapt to climate change impacts in the area of agriculture and food security. The manual is based primarily on (1) both the institutional and peasant experiences of the actors; (2) the recommendations of the reports of the Inter-governmental Panel on Climate Change (IPCC); (3) the procedures manual for assessing climate change impacts and adaptation strategies; (4) the results of development projects and applied research. This is a collection that comes as a complement to other initiatives in the country and ongoing operations which provide practical examples of using the technological options for successful implementation of projects and programs and for the definition of agricultural policies in the Sahel

    Une méthode de dosage de l'azadirachtine a été développée. Après élimination de l'huile par l'hexane, l'azadirachtine est extraite des amandes broyées à l'aide de méthanol. Les extraits sont purifiés d'abord par partage liquide/liquide, ensuite par chromatographie sur colonne de Florisil. L'analyse HPLC est réalisée notamnent sur colonne CI8 ODS. Le taux moyen de récupération est de 97%. Des extraits des amandes du neem (Azadirachta indica) ont été formulés en solution émulsionnable EC

    Les changements et variabilités climatiques représentent des défis majeurs pour la mise en oeuvre des plans et politiques nationaux de développement. Le Sénégal, avec l’appui du programme « Climate Change Agriculture and Food Security » (CCAFS) a formé une Plateforme Multi-acteurs pour faciliter les échanges entre chercheurs et décideurs autours des questions d’adaptation du secteur de l’agriculture et de la Sécurité alimentaire au changement climatique. La présente étude est faite pour comprendre les goulots d’étranglement qui reposent sur la mise en oeuvre effective des politiques de changement climatique. L’étude révèle qu’au niveau national les actions stratégiques semblent tout au plus être définies avec des objectifs cloisonnés qui n'intègrent pas un cadre de référence concerté. L'insuffisance de synergie des différents départements ministériels disperse les efforts de l'Etat en matière de prévision et de planification des changements climatiques dans les stratégies politiques. En plus le déficit en ressources humaines de l’administration publique, notamment dans le secteur agricole après les réformes structurelles des années 90, a engendré un faible accès aux technologies agricoles et aux bonnes pratiques d’adaptation aux changements climatiques. Il a été démontré que la disponibilité de la technologie culturale pour l'adaptation, au moins à court terme, n'est pas un problème, mais c’est plutôt l'accessibilité à ces technologies qui est difficile. Les services d’encadrement et d’appui conseil sont généralement insuffisants en raison de contraintes financières et de compétences. Pour pallier à ces faits, il est nécessaire de mettre l’accent sur : la sensibilisation du monde rural sur les changements climatiques, faciliter l’accès aux formations et services climatiques, surtout dans secteurs de la pêche, de l’agriculture et de l’élevage

    Science-policy interfaces for sustainable climate-smart agriculture uptake: lessons learnt from national science-policy dialogue platforms in West Africa

    Connecting science with policy has always been challenging for both scientists and policymakers. In Ghana, Mali and Senegal, multi-stakeholder national science-policy dialogue platforms on climate-smart agriculture (CSA) were setup to use scientific evidence to create awareness of climate change impacts on agriculture and advocate for the mainstreaming of climate change and CSA into agricultural development plans. Based on the platforms’ operations and achievements, we used semi-structured questionnaire interviews and reviewed technical reports produced by the platforms to analyse how their modes of operation and achievements improve understanding of the science-policy interfaces between agricultural and climate change decision making. Results showed that these platforms constitute an innovative approach to effectively engaging decision-makers and sustainably mainstreaming climate change into development plans. Effective science-policy interaction requires: (a) institutionalizing dialogue platforms by embedding them within national institutions, which improves their credibility, relevance and legitimacy among policymakers; (b) two-way communication, which contributes substantially to the co-development of solutions that address climate change vulnerabilities and impacts; and (c) relevant communication products and packaging of evidence that aligns with country priorities, which facilitates its uptake in policy-making processes. We conclude with a framework of sustainable operation for such platforms based on lessons learnt in the three countries

    West Africa International Centers of Excellence for Malaria Research: Drug Resistance Patterns to Artemether-Lumefantrine in Senegal, Mali, and The Gambia.

    In 2006, artemether-lumefantrine (AL) became the first-line treatment of uncomplicated malaria in Senegal, Mali, and the Gambia. To monitor its efficacy, between August 2011 and November 2014, children with uncomplicated Plasmodium falciparum malaria were treated with AL and followed up for 42 days. A total of 463 subjects were enrolled in three sites (246 in Senegal, 97 in Mali, and 120 in Gambia). No early treatment failure was observed and malaria infection cleared in all patients by day 3. Polymerase chain reaction (PCR)-adjusted adequate clinical and parasitological response (ACPR) was 100% in Mali, and the Gambia, and 98.8% in Senegal. However, without PCR adjustment, ACPR was 89.4% overall; 91.5% in Mali, 98.8% in Senegal, and 64.3% in the Gambia (the lower value in the Gambia attributed to poor compliance of the full antimalarial course). However, pfmdr1 mutations were prevalent in Senegal and a decrease in parasite sensitivity to artesunate and lumefantrine (as measured by ex vivo drug assay) was observed at all sites. Recrudescent parasites did not show Kelch 13 (K13) mutations and AL remains highly efficacious in these west African sites

    Science-policy interactions for climate-smart agriculture uptake: lessons learnt from national science-policy dialogue platforms in West Africa

    Science–policy interfaces are critical in shaping agricultural and environmental governance. However, connecting science with policy has always been a challenge for both scientists and policymakers. In Ghana, Mali and Senegal, the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) supported the creation of a multi-stakeholder national science-policy dialogue platforms on climate-smart agriculture (NSPDP-CSA) to use scientific evidence to create awareness on climate change impacts on agriculture and advocate for the mainstreaming of climate change and climate-smart agriculture (CSA) into agricultural development plans. Since their establishment, there is limited information as to how the modes of operation and achievements of the NSPDP-CSA improve our understanding of the sciencepolicy interfaces of agricultural and climate change decision making. This study aimed to use the evidence from the operations and achievements of the NSPDP-CSA to make recommendations for effective science-policy interaction on climate change and CSA. We used semi-structured questionnaire interviews and review of technical reports produced by the platforms to obtaining the information aforementioned. The results showed that using NSPDPCSA may be an innovative approach to effectively engaging policymakers/decision-makers for climate change and CSA mainstreaming into agricultural development policies and plans in Ghana, Mali and Senegal. For effective science-policy interaction, the study suggests the following recommendations: (a) Institutionalising the NSPDP-CSA through embedding them within national institutions improves their credibility, relevance and legitimacy among policymakers; (b) two-way communication may have a phenomenal advantage in the codevelopment of solutions that address climate change vulnerabilities and impacts; and (c) using relevant communication products and packaging CSA and climate change with evidence to align with country priorities will facilitate readily uptake in policy decision-makings. A framework of operation for the platforms was suggested based on lessons learnt from the 3 countries’ experiences and achievements

    High resolution melting: a useful field-deployable method to measure dhfr and dhps drug resistance in both highly and lowly endemic Plasmodium populations

    Background: Emergence and spread of drug resistance to every anti-malarial used to date, creates an urgent need for development of sensitive, specifc and feld-deployable molecular tools for detection and surveillance of validated drug resistance markers. Such tools would allow early detection of mutations in resistance loci. The aim of this study was to compare common population signatures and drug resistance marker frequencies between two populations with diferent levels of malaria endemicity and history of anti-malarial drug use: Tanzania and Sénégal. This was accomplished by implementing a high resolution melting assay to study molecular markers of drug resistance as compared to polymerase chain reaction–restriction fragment length polymorphism (PCR/RFLP) methodology. Methods: Fifty blood samples were collected each from a lowly malaria endemic site (Sénégal), and a highly malaria endemic site (Tanzania) from patients presenting with uncomplicated Plasmodium falciparum malaria at clinic. Data representing the DHFR were derived using both PCR–RFLP and HRM assay; while genotyping data representing the DHPS were evaluated in Senegal and Tanzania using HRM. Msp genotyping analysis was used to characterize the multiplicity of infection in both countries. Results: A high prevalence of samples harbouring mutant DHFR alleles was observed in both population using both genotyping techniques. HRM was better able to detect mixed alleles compared to PCR/RFLP for DHFR codon 51 in Tanzania; and only HRM was able to detect mixed infections from Senegal. A high prevalence of mutant alleles in DHFR (codons 51, 59, 108) and DHPS (codon 437) were found among samples from Sénégal while no mutations were observed at DHPS codons 540 and 581, from both countries. Overall, the frequency of samples harbouring either a single DHFR mutation (S108N) or double mutation in DHFR (C59R/S108N) was greater in Sénégal compared to Tanzania Conclusion: Here the results demonstrate that HRM is a rapid, sensitive, and feld-deployable alternative technique to PCR–RFLP genotyping that is useful in populations harbouring more than one parasite genome (polygenomic infections). In this study, a high levels of resistance polymorphisms was observed in both dhfr and dhps, among samples from Tanzania and Sénégal. A routine monitoring by molecular markers can be a way to detect emergence of resistance involving a change in the treatment policy
