    The Opportunities and Limits of Regional Policy-Making - some Critical Remarks on the Belgian Case

    In our paper, we deal with the dynamic and consequences of the federal structure and the dual party system for the policy capacities of Flanders, one of the three regions in the Belgian federal state. Since 1993, the Belgian constitution officially states that Belgium is a federal state. The process of state reform began in 1970, after the birth of linguistic parties in the sixties. One of the main characteristics of the Belgian party system is the absence of Belgian political parties and the asymmetry of the regional party systems. The specific functioning of political parties in ‘Belgium’, in other words in its regions, has some important consequences for the scope for policymaking of those regions. The differences between the regional party systems are the product of the region-specific social and economical features. In spite of the unequal economic performance of the two main regions, the ‘high speed’ North and ‘slow speed’ South, and the different economic challenges and possibilities, the Belgian federal level still retains several of the main economic competences and instruments. Therefore, the regionalised parties must, on the one hand, work together while, on the other hand, need to fight each other because of limited (federal) resources. We will consider the consequences of the elasticity and duality of the party system: does it enable or impede regional policy making, such as the switch of the unequal regional economies to a ‘new economy’?

    Validated UPLC-MS/MS methods to quantitate free and conjugated Alternaria toxins in commercially available tomato products and fruit and vegetable juices in Belgium

    Ultraperformance liquid chromatography tandem mass spectrometry and Quick, Easy, Cheap, Effective, Rugged, and Safe based analytical methodologies to quantitate both free (alternariol (1), alternariol monomethyl ether (2), tenuazonic acid (3), tentoxin (4), altenuene (5), altertoxin-I (6)) and conjugated (sulfates and glucosides of 1 and 2) Alternaria toxins in fruit and vegetable juices and tomato products were developed and validated. Acceptable limits of quantitation (0.7-5.7 mu g/kg), repeatability (RSDr < 15.7%), reproducibility (RSDR < 17.9%), and apparent recovery (87.0-110.6%) were obtained for all analytes in all matrices investigated. 129 commercial foodstuffs were analyzed, and 3 was detected in 100% of tomato product samples (<LOQ to 333 mu g/kg), while 1, 2, 4, and 5 were also frequently detected (21-86%, <LOQ to 62 mu g/kg). Moreover, low levels (<LOQ to 9.9 mu g/kg) of modified Alternaria toxins (sulfates of 1 and 2) were repeatedly detected. A deterministic dietary exposure assessment revealed the possible risk for human health related to the presence of 1 and 2 in tomato based foodstuffs, whereas 3 is unlikely to be of human health concern

    Fibromuscular dysplasia: its various phenotypes in everyday practice in 2021

    Fibromuscular dysplasia (FMD) is a non-atherosclerotic vascular disease that may involve medium-sized muscular arteries throughout the body. The pathogenesis of FMD remains poorly understood, but a combination of genetic and environmental factors may be involved. The majority of FMD patients are women, but men may have a more progressive disease, especially when smoking. Besides the classical phenotype of string of beads or focal stenosis, arterial aneurysms, dissections, and tortuosity are frequent manifestations of the disease. However, the differential diagnosis of FMD is extensive and includes imaging artefacts as well as other arterial diseases. Diagnosis is based on CT-, MR-, or conventional catheter-based angiography during work-up of clinical manifestations, but clinically silent lesions may be found incidentally. Arterial hypertension and neurological symptoms are the most frequent clinical presentations, as renal and cerebrovascular arteries are the most commonly involved. However, involvement of most arteries throughout the body has been reported, resulting in a variety of clinical symptoms. The management of FMD depends on the vascular phenotype as well on the clinical picture. Ongoing FMD-related research will elaborate in depth the current progress in improved understandings of the disease’s clinical manifestations, epidemiology, natural history and pathogenesis.     Whooper Swan Cygnus cygnus January population censuses for Northwest Mainland Europe, 1995-2015

    Internationally coordinated censuses of Whooper Swans Cygnus cygnus across continental northwest Europe were undertaken in mid-winter 1995, 2000, 2005, 2010 and 2015. The estimate of 138,500 birds in 2015, the highest to date, represented a more than doubling of the population size (at an annual increase of 4.1%) since the first census total of 59,000 swans in 1995. The largest increase was in Denmark, where numbers almost trebled from 21,740 in 1995 to 62,620 in 2015. More than 97% of all swans were counted in just six countries. The percentage of total numbers increased significantly between 1995 and 2015 in Denmark (from 36.5% to 45.2%) and Germany (26.0% to 34.7%), but declined significantly in Sweden (14.2% to 8.4%), Norway (13.1% to 3.6%), Poland (6.2% to 4.0%) and the Netherlands (2.4% to 1.7%). The counts show an increasing discrepancy between national trends in abundance for Whooper Swans in Sweden and especially in Denmark in comparison with results obtained only from mid-winter International Waterbird Count (IWC) site coverage. This demonstrates the increasing tendency for Whooper Swans to winter in areas away from traditionally counted IWC sites and confirms the continued need for a regular cycle of coordinated dedicated swan counts to anchor population trends generated from other data sources.Peer reviewe
