Whose disaster? Disaster response as a conflicted field between cooperation and competition

Disasters reveal solidarity as well as contestation in many different aspects. This article deals with the increasing significance of spontaneous volunteers (here non-official responders to disasters) and the resulting impacts on the established population protection system in Germany. Considering respective changes and differences, it explores subliminal and manifested conflicts among official and non-official responders. Based on a survey among disaster officials (n = 1957), qualitative interviews (n = 12) and workshop outcomes, the findings reveal competing opportunities to participate in disaster response, clashes of logics of disaster response practice, challenges in task distribution, and points of friction due to shared public recognition. This article uses a Bourdieusian lens to analyze these obstacles to cooperation against the background of habitus-related role expectations, shifting dispositions, newly emerging demands for official disaster response, and altered volunteering reward patterns and attractiveness. It concludes with a discussion on underlying hurdles for cooperation among different disaster responders, changing social norms as the significance of non-official volunteers increases, cascading effects of different conflict lines, and effects of societal dynamics on disaster response systems

Disaster Situation and Humanitarian Emergency – In-Between Responses to the Refugee Crisis in Germany

In 2015, the needs of hundreds of thousands of refugees who arrived in Germany could only be met by deploying all available civil protection units. This article presents procedures and practices of state and non-state formal actors in the field of civil protection and related crisis management structures implemented and established across the board in the municipalities, the Federal Government and mass shelters, in particular in Bavaria. From a disaster research and humanitarian studies perspective we use the concept of “patterns of interpretation” to analyse the application of the “humanitarian emergency” and the “disaster situation” procedures to discuss whether the situation can really be categorized as “either-or” or whether the coexistence of the two served a function in managing such a complex situation. Finally, we discuss some developments that occurred after 2015/16 and consider the extent to which these developments shift or expand the existing patterns of interpretation

Diese Sammlung von über 150 Praxismaterialien zur Stärkung von Ehrenamt und Engagement in Bevölkerungsschutzkontexten umfasst sowohl Ansätze, die in Forschungsprojekten entwickelt worden sind als auch Beispiele von Ansätzen, die von Behörden und Organisationen im Bevölkerungsschutz entwickelt wurden. Darunter fallen Konzepte mit Fokus auf Gesellschaft, Aus- und Fortbildung, organisatorische Lösungen und technische Lösungen. Die Materialsammlung kann sowohl Behörden und Organisationen im Bevölkerungsschutz als auch Engagierten in Krisen außerhalb dieser als Überblick über bestehende Ansätze dienen.This collection of more than 150 practical approaches and working materials to strengthening volunteerism and engagement in population protection contexts includes approaches developed in research projects as well as examples of approaches developed by civil protection agencies and organizations. These include concepts focusing on society, education and training, organizational solutions, and technical solutions. The collection of materials can serve as an overview of existing approaches for authorities and organizations in population protection as well as for crisis volunteers outside of these agencies

Dresdner Bücherboten helfen ehrenamtlich: Reorganisation geglückt – Bücherhausdienst der Städtischen Bibliotheken Dresden fit für den Dauerbetrieb

Der ehrenamtliche Bücherhausdienst der Städtischen Bibliotheken Dresden, angegliedert an das Sachgebiet Soziale Bibliotheksarbeit, versorgt seit Oktober 2012 mit Hilfe ehrenamtlicher Bücherboten hausgebundene Menschen mit Medien aus dem Bibliotheksbestand. So ermöglicht dieser seit 1996 angebotene Service immobilen, hochbetagten, gehandicapten oder erkrankten Bürgern eine höhere Lebensqualität durch den Zugang zu aktuellen Informations-, Bildungs- und Unterhaltungsmedien. Von Oktober 2012 bis August 2014 wurde die Reorganisation des Bücherhausdienstes ins Ehrenamt vom Bundesministerium für Bildung und Forschung (BMBF) im Rahmen der Initiative „Lernen vor Ort“ unterstützt, sodass diese besondere Dienstleistung langfristig abgesichert werden konnte. Neben dem BMBF erhielt bzw. erhält der ehrenamtliche Bücherhausdienst Unterstützung von weiteren Kooperationspartnern: Barmer GEK Dresden, Bürgerstiftung Dresden, Deutsches Rotes Kreuz Dresden, Lions Club Dresden „Käthe Kollwitz“ und Volkssolidarität Dresden

Misunderstanding and misapplication of motor insurance law: will the Supreme Court come to the rescue?

For many years a tension has existed between the law of the European Union governing motor vehicle insurance and the UK’s transposition, interpretation and application of its national law. Cases including Delaney v Pickett & Tradewise [2011] EWCA Civ 1532 and EUI v Bristol Alliance Partnership[2012] EWCA Civ 1267 have demonstrated the UK’s misunderstanding of its legal obligations in this area and has led to the award of damages to affected individuals against the UK. On 5 December 2016 the Court of Appeal issued its judgment in the case Sahin v Havard and Riverstone Insurance (UK) Ltd [2016] EWCA Civ 1202. The Court was tasked to apply provisions of the Road Traffic Act 1988 to a victim of an unauthorised driver in a claim against the policyholder and the insurer. It is argued here that the Court has misunderstood and misapplied the EU parent law in its application of national law. The case may ultimately be determined by the Supreme Court but it is a ruling of sufficient significance in its lack of adherence to EU law and, given the notoriety of cases demonstrating the inconsistencies of the Court of Appeal’s decisions in motor vehicle insurance law, it is worrying that these judgments seemingly have been ignored. The ruling also has important implications for the consequences that Brexit will have on motor vehicle insurance. This is particularly if, as is expected, the UK pursues a ‘hard Brexit’ without access to the single market and the need to comply with the free movement principles through which the motor vehicle insurance directives are based. The UK would therefore be freed of the compatibility issues demonstrated in Sahin, but this will likely leave third party victims in a weaker position

DLR Schlussbericht e-Triage: Verbundprojekt Elektronische Betroffenenerfassung in Katastrophenfällen "e-Triage"; Teilvorhaben Synchronisation von verteilten Datenbanken über Satelliten- und terrestrische Netze

1. Derzeitiger Stand von Wissenschaft und Technik: Es existieren bereits eine Reihe frei verfügbarer und kommerziell vertriebener Replikationslösungen für Distributed Database Management Systems (DDBMS). Keines der bekannten Produkte erfüllte gänzlich die Anforderungen des e-Triage Projekts. 2. Begründung/Zielsetzung der Untersuchung: Die große Herausforderung im Einsatzgeschehen ist, verteilt vorliegende Daten zu aggregieren und allen beteiligten Entscheidungsträgern zeitgleich vorzulegen (Sanduhr-Modell). Die einzelnen Datenbanken müssen sich über die vorhandenen (möglicherweise unzuverlässigen) Übertragungskanäle automatisch synchronisieren. Außerdem müssen sich die Datenbanken gegenseitig finden. 3. Methode: Zunächst wurde ein passendes Open-Source-Projekt als Grundlage ausgewählt. In einem zweiten Schritt wurde der asynchrone Datenbankreplikator mit einer hocheffizienten Synchronisierungslösung verbunden. 4. Ergebnis: Die Arbeiten führten zu einem neuartigen Replikatorlösung, die problemlos mit Linkunterbrechungen umgehen kann. Die Ergebnisse wurden mit zwei Patenten geschützt. 5. Schlussfolgerung/Anwendungsmöglichkeiten: Neben dem MANV-Management sind alle Anwendungsbereiche denkbar, bei denen eine Instanz eines verteilten Datenbanksystems auf einem mobilen Terminal laufen soll. Public Service Motivation im Nonprofit-Bereich: Eine Fallstudie am Beispiel des Deutschen Roten Kreuzes

Public Service Motivation (PSM), als ein Konzept des öffentlichen Sektors, beruht auf der Annahme bestimmter Motive, die charakteristisch für öffentlich Bedienstete sind. Mit dem Versuch dieses Konstrukt auf den Nonprofit-Sektor zu übertragen, wird das Ziel verfolgt ein tieferes Verständnis für die Motivation der Beschäftigten zu erlangen und die dazu existierenden, eher geringen Befunde der PSM-Forschung um ein qualitatives Vorgehen zu erweitern. Die vorliegende Arbeit bereitet hierfür zunächst den theoretischen Hintergrund der PSM auf und nimmt Bezug zu der von Perry (1996) weiterentwickelten Theorie der PSM. Im anschließenden empirischen Teil werden in einer Fallstudie verschiedene Anstellungsformen sowie Tätigkeitsbereiche der Nonprofit-Organisation Deutsches Rotes Kreuz untersucht. Anhand der ermittelten Ergebnisse kann dabei die Existenz der PSM nachgewiesen werden. Nicht zuletzt werden durch die Wahl eines qualitativen Forschungsdesigns aufschlussreiche Erkenntnisse bezüglich der untersuchten Einflussfaktoren gewonnen. Es kann festgehalten werden, dass sich Haupt- und Ehrenamtliche in Ihrer PSM nicht gravierend unterscheiden. Hingegen die PSM zwischen Arbeitern der Verwaltungs- und Arbeitern der Street-Level-Ebene hinsichtlich ihrer Ausprägung von einander abweicht. Darüber hinaus liefert die Arbeit erste Erklärungsversuche und geht dabei unter anderem auf die Theorie der extrinsischen und intrinsischen Motivation, sowie auf die Selbstbestimmungstheorie ein.Public Service Motivation (PSM) as a concept for the public sector is based on certain motives which are typical for public employees. The goal in attempting to transfer this construct to the nonprofit sector is to get a better understanding of motivation of employees and to extend the existing, somewhat scant findings in PSM research using a qualitative approach. This paper begins by presenting the theoretical background of PSM and refers to the developed theory of PSM by Perry (1996). The subsequent empirical section presents a case study which examines different types of appointments as well as areas of operation within the German Red Cross, a nonprofit organization. The results indicated here demonstrate the existence of PSM. Lastly, useful insights are delivered in terms of the influencing factors, this due in no small part to the choice of a qualitative study design. It may be noted that no significant difference in PSM is found between full-time employees and volunteer workers. By contrast, the way PSM is expressed by street-level workers differs widely from that of those working at an administrative level. In addition, the paper provides first attempts at an explanation and refers to the theory of the extrinsic and intrinsic motivation, as well as to self-determination theory
