    National Indigenous Languages Report

    The National Indigenous Languages Report is a collaboration between the Australian Government Department of Infrastructure, Transport, Regional Development and Communications, the Australian Institute of Aboriginal and Torres Strait Islander Studies (AIATSIS), and the Australian National University. The Report strengthens the evidence base regarding the use, importance, and state of Aboriginal and Torres Strait Islander languages. It identifies the strengths and speaker numbers of Australia's Indigenous languages, as well as the many economic and social benefits gained through the recognition, use and reawakening of those languages. The Report provides guidance on practical ways to use its findings to inform policy, program development and service delivery for Australia's First Peoples. The National Indigenous Languages Report is a key achievement through Australia's participation in the United Nation’s 2019 International Year of Indigenous Languages. The authors of the National Indigenous Languages Report acknowledge the traditional owners and custodians of country throughout Australia and acknowledges their continuing connection to land, waters and community.     Markets, large projects and sustainable development: traditional and new planning in the Thames Gateway

    The transition from traditional hierarchical government to new forms of governance and planning can be overstated. The regionalisation of planning and new ambitions for spatial planning in the UK are commonly understood to have created an overcomplex system concerned with co-ordination and integration across jurisdictional spheres. However, this new governance of planning sits alongside traditional planning processes such as the public inquiry and ministerial decision. This case study of a large port development near London suggests that the emphasis upon the move to new, collaborative practices understimates the influence of traditional governmental structures. This provides cause for questioning the capacity of the current planning system to address the challenge of sustainable development, a central concern for the new planning

    Life after Regions? The Evolution of City-regionalism in England

Following the demise of English regional policy in 2004, city-regions have come to represent the in vogue spatial scale amongst policy elites. The result has been a proliferation of actual and proposed policies and institutions designed to operate at a, variously defined, city-regional scale in England. Nevertheless, attempts to build a city-regional tier of governance have been tentative and lacking coherence. Alongside this city-regions are to be found emerging alongside existing tiers of economic governance and spatial planning. Arguing that what we are witnessing is not ‘life after regions’ but life with (or alongside) regions, the analysis presented argues that to understand why contemporary state reorganisation results in a multiplication of the scales economic governance and spatial planning we must recognise how the state shapes policies in such a way as to protect its legitimacy for maintain regulatory control and management of the economy. The final section relates these findings to wider debates on state rescaling and speculates on the future role of transition models in sociospatial theory

    The changing regulatory environment for speculative housebuilding and the construction of core competencies for brownfleld development

    Speculative housebuilding in the United Kingdom faces an ever tighter regulatory environment owing to the increasing impact of the sustainable development agenda. For example, 60% of all new homes in England are now expected to be constructed on previously developed land or provided through the conversion of existing buildings. As speculative housebuilders are responsible for about 80% of all new dwellings built in the United Kingdom, the achievement of this important government target is critically dependent on the ability and willingness of the private sector to respond to public policy. By exploring the main components of the residential development process, the author investigates how far speculative housebuilding will need to change to ensure the successful implementation of the government's brownfield housing target. He suggests that those speculative housebuilders that are enthusiastically building up core competencies in brownfield housing are likely to emerge as the market leaders of the future whereas those companies that continue to rely on past practices and technologies will face an uncertain future as greenfield development opportunities begin to reduce

    Investigating the impact of catchment areas of airports on estimating air travel demand: A case study of regional Western Australia

    © 2018 Elsevier Ltd The aviation industry in Western Australia (WA) plays a vital role in the economic and social development of the state. However, accurate forecasts for passenger movements are not available to policy makers due to lack of relevant air travel demand information. The objective of this study is to estimate the domestic air passenger seat numbers between airport-pairs based on online flight information in regional WA based on a gravity model using Poisson pseudo-maximum likelihood estimation (PPML). Particularly, we aim to investigate the impact of distance, airfare, catchment areas, population, tourism and mining sector on forecasting air passenger seat numbers in order to inform and guide policy making. This research collected appropriate data and produced valid models that represent air passenger seat numbers offered on regular public transport (RPT) air services in regional WA. The models consider both geographic and service-related variables, such as the catchment area of airports, population and number of tourists in the airport's catchment area. Two kinds of airport catchment areas are generated in this study, based on Thiessen polygon and two and half hours’ driving distance. The Thiessen polygon catchment areas cover the whole WA regions, while the 2.5 h's driving catchment area covers only 32 percent of the WA region. The size of the catchment area can affect the magnitude of factors, and therefore influence the modelling results. When deciding the catchment area for the study, it is important to take the spatial distribution of factors into considerations. For both Thiessen polygon and two and half hours’ driving distance catchment area, the model results illustrate that distance between airports, airfare of the flight, population of the origin airport's catchment area and the number of operating mine sites of the destination airport's catchment area are significantly correlated with domestic air travel seat capacity provided. Given the guidance from policy documents and policy makers, the results will improve the understanding of the key parameters of regional passenger aviation services and help to guide policy makers considering regional passenger aviation issues.
