    Factors associated with high school learners' poor performance: a spotlight on mathematics and physical science

    This study, using a non-experimental, exploratory and descriptive method, established learners' and educators' views about factors that contribute to poor performance in mathematics and physical science. Participants were purposefully selected from seven schools with poor pass rates in District 3 of Tshwane North. Focused group interviews with ten Grade 11 learners from each school were used as a means to collect data. In addition, one-on-one semistructured interviews were conducted with ten educators from the participating schools. Results indicated that two factors were identifiable. The first identified to have a direct influence related to teaching strategies, content knowledge, motivation, laboratory use, and non-completion of the syllabus in a year. The second factor, associated with indirect influences, was attributed to the role played by parents in their children's education, and general language usage together with its understanding in the two subjects. Recommendations as well as suggestions for further research aimed at addressing the identified factors are advanced. South African Journal of Education Vol. 26(2) 2006: 253–26

    Barriers to Innovation and Public Policy in Sub-Sahara Africa

    Countries in sub-Sahara Africa are increasingly becoming aware of the role of Science, Technology and Innovation (STI) in lifting the region from the doldrums of poverty and deprivation. This is necessary if the continent aims to add value to its raw material in order to remain competitive in the global market and at the same time diversify the structure of its economies.  This paper aims to explore policies on STI implemented across countries in the region and how these policies have managed to change the status quo and ultimately led to building technological capability economies to enhance the wellbeing of the region.The paper primarily focuses on countries within sub-Sahara Africa excluding North Africa and the Middle East. However, comparisons are occasionally drawn from certain countries in the west and emerging economies.The paper systematically reviews national science, technology and innovation plans of selected countries in sub-Sahara Africa. Other secondary sources included credible journal articles, commentary, webpages, working papers and reports published on the selected countries.Empirical evidence gathered from secondary sources indicate that governments in the region have built public organizations and institutions to support STI. Yet technology-capability indicators available illustrates the results are far from expectation. The paper further discusses the barriers faced by governments in the design and implementation of STI policies that have led to the ensuing situation.In the face of the significant progress in setting up institutional frameworks across countries in the region leading to the adoption of a systemic approach, the ensuing results of STI policies in the region is marginal as evidenced in the indicators. Human and financial resources devoted to them are in shortfall. We admonish countries in the region to take all the necessary steps to develop national evaluation and STI data stand. The success of this approach will be contingent on the region first of all being able to evolve a specific conceptual and methodological tools for monitoring and assessing STI policies. Area of financing STI policies have to be reconsidered. Tax incentives and havens for technology related businesses ought to be given priority to augment already existing instruments such as export-led instruments.     Mapping the road to multilingualism in South Africa

    The entrenchment of multilingualism in the South African Constitution articulated the need for a national policy and a legal framework on the basis of which government bodies could take the measures necessary for the implementation of the constitutional directives on multilingualism. This article analyses the process of writing a policy and this framework since 1995. Three phases are covered: the work of the Language Plan Task Group; the Language Plan of the Department of Arts, Culture, Science and Technology, and the contributions of the Advisory Panel on Language Policy

    Cultural action for change : a case for cross-cultural, multidisciplinary collaborations

    Cultural Action for Change began in 2000 as a joining of artists, educators, and student-researchers to assess sustainability and address the impact of HIV within Phumani Paper; a government-funded poverty alleviation program, establishing hand papermaking and craft enterprises across South Africa. Inspired by ideals of empowerment and self-determination, a series of qualitative, Participatory Action Research (PAR) interventions for HIV awareness and action were introduced at six Phumani papermaking workshop sites. Student researchers and participants, with the collaboration of academics from the University of Michigan, were trained in Photovoice methodology to document with photographs and personal narrative the participants’ struggles for economic independence. Through iterative processes of reflection and sharing, participants identified shared social action objectives. Cultural Action for Change (also termed AIDS Action) consisted of arts-based, multi-disciplinary community interventions conducted over five years, and adopted a PAR framework as an approach that seeks to enhance the lives of the participants. The goal of the AIDS Action Intervention was to provide support to, and increase the agency of, participants of the Phumani Paper craft enterprises affected by the HIV pandemic. The aim was to enable the participants to break the silence, to confront the fear and stigma of HIV, and to seek voluntary counselling and testing (VCT), thereby contributing to reducing the number of deaths in their projects and communities. An additional objective was to achieve an increase in productivity and income for the enterprises as a result of greater group trust, information, networking and agency. The creative strategies that the research teams used for the AIDS Action intervention were Photovoice and Paper Prayers. The impact assessment conducted revealed that members of the Phumani Paper groups see themselves as individuals who have acquired skills that can transform waste into objects of beauty and have understood their own sense of agency to effect personal and organizational change

    Scenarios for the South African Water Sector in 2025

    In 2008 the Water Research Commission initiated a project to develop ‘Water Sector Institutional Landscape in 2025 Scenarios’. The aim was to build knowledge about key drivers and uncertainties related to the future of the South African water sector. A diverse group of stakeholders contributed to the development of the drivers, which translated into different scenarios and associated stories that have potential implications for social and economic development, as well as for the management of water resources and water services. The four scenarios were derived from a matrix with two axes that represent the ability of the decision-making paradigm of water institutions to deal with complexity, and the reconciliation of environmental, social and economic demands of present and future generations (sustainability). The Wise Tortoise scenario describes a sector which deals with complexity and is sensitive to sustainability issues, whereas the Ignorant Ostrich scenario describes the opposite conditions. The Greedy Jackal and Busy Bee scenarios describe the other combinations of the key drivers. The scenarios provide stakeholders and policy-makers in South Africa’s water sector with insights to strengthen decision-making and to counter undesirable trajectories of change. The knowledge will empower role players in the water sector to engage in participative governance by equipping them with insights into potential futures that the South African water sector may face. This paper reports on the process to develop these scenarios for the South African water sector institutional landscape in 2025, presents the key forces, introduces the stories, and reflects on the use of scenarios in the water sector.Keywords: Scenarios, water sector, South Africa, water institutions, water future

    Innovation Financing and Public Policy Dilemmas in the Economic Community of West African States (ECOWAS)

    As part of efforts to change the structure of economies in sub-Sahara Africa from agrarian dominated to a more diversified one that will add value to exports and create more job opportunities, countries in the region have intensified strategies through its regional bloc - the African Union (AU) with its eight sub-regional bodies. Such a feat is only plausible through a concerted approach targeted at achieving sustainable economic growth laden with higher output turnover. This paper therefore takes a critical look at sub-regional governments’ intent on the implementation of science, technology and innovation across countries in the ECOWAS by focusing on three policy instruments (institutional framework, financing and diffusion and interaction) and how these instruments have led to building technological capability economies. Empirical evidence gathered from secondary sources indicates among other things that sub-regional governments have invested in the establishment of public institutions to support STI. That notwithstanding existing technology-capability indicators illustrates the results are far from expectation.     Reflections on demonstrating development-oriented innovations in South Africa

    Innovation demonstrations are an important means of first-time testing and fine-tuning innovations outside of the laboratory. Through demonstrations, scientists shift the focus from research and innovation quality and novelty, towards issues of acceptability, usability and value-addition for different social groups. It is erroneous to assume that usefulness will follow simply because the technical aspects of the innovation meet scientific standards. South Africa is intent on improving its science, technology and innovation (STI) capabilities, and promoting the use of STI to achieve social development outcomes. Science councils and universities are developing technologies aimed at improving and expanding access to basic municipal services and recent practical work involves demonstrating these among the local poor in rural areas as a means to promote inclusive development. These innovations include water, sanitation and energy technologies. They are often combined with information and communication technologies (ICTs) or require access to ICTs to ensure that they function. Using provisional results from the monitoring and evaluation of the Innovation Partnership for Rural Development Programme (IPRDP), we reflect on some of the challenges observed in relation to implementing the innovation demonstration process. These challenges are drawn from the perspective of the multiple actors involved in the innovation demonstration process using a range of methods. Our observations point to the need for scientists and researchers to seriously consider how we go about demonstrating innovations to local government, ward councillors and household members. A well-considered process of demonstration planning and implementation could reduce some of the challenges outlined here. The demonstration and introduction of new ideas is unlikely to be met with initial overwhelming acceptance.
